But it is by far not at its end. In the years 1990-1993, more nation states than ever before came into being within a short period of time - 15 hybrid ethno-national states and three fragile states of federated nations. Since then, of the latter, the Federal Republic of Yugoslavia fell apart and the other two are imperiled by ethno-national movements. State and ethnic nationalism have combined in each country in curious forms, allowing for a gradual national consciousness, which aims at multinational federalism or national autonomy as an alternative to national secession. In this volume, authors from the East and the West discuss the results of many years of research on nationalism, as well as the new approaches to the understanding of a nation. In addition, the failure of the multinational states - the Soviet Union, Yugoslavia, the partial national state German Democratic Republic, and presumably also Bosnia and Herzegovina - are analyzed. After the breakdown of the multinational states and the polyethnic empires some decades ago, the question is raised: Will an integrated European Union succeed in finding an adequate answer to nationalism and the nationalities problem?

Of the nine Communist states, only five nation states have survived. Whereas the German Democratic Republic became unified with the Federal Republic of Germany, the three multinational states dissolved into 16 hybrid ethno-national states and two states of federated nations. The latter remain imperiled in their territorial integrity. In all countries, state and ethnic nationalism combine in peculiar ways, which leaves room for sub-national stateness and various other forms of ethnic and national heterogeneity. In this volume, experts describe the unfolding of nationalism in each of the post-Communist states during the period of upheaval from 1985 to 1995. First, the relationship of the titular ethnic group with its own ethnic nationalism is discussed, as well as the nationalism that refers to the whole state including the minorities. They responded by confronting it with a counterbalancing threat of force, and pursuing a strategy of containment. With the collapse of communism, the challenge to peace and stability in the Euro-Atlantic community has changed. Soviet expansionism has been supplanted by powerful, internal forces arising out of the clash of competing ethnic nationalisms. This challenge, argues Steven L. Burg, cannot be met by force alone, or neutralized through a strategy of containment. It requires Western states to act decisively to influence the internal political development of the post- communist states themselves. Burg surveys the challenges that the ethnic diversity in Eastern Europe present to domestic stability, international peace, and American interests, and suggests policies and practices by which the United States and its allies might contribute to the consolidation of peace in the region. The author challenges the conventional view that Marx and Engels lacked the theoretical resources needed to understand nationalism. It argues that the two men had a much better explanatory grasp of national phenomena than is usually supposed, and that the reasoning behind their policy towards specific national movements was often subtle and sensitive to the ethical issues at stake. Instead of offering an insular `Marxian' account of nationalism, the book identifies arguments in Marx and Engels' writings that can help us to think more clearly about national identity and conflict today. These arguments are located in a distinctive theory of politics, which enabled the authors to analyse the relations between nationalism and other social movements and to discriminate between democratic, outward-looking national programmes and authoritarian, ethnocentric nationalism. The book suggest that this approach improves on accounts which stress the `independent' force of nationality over other concerns, and on thos that fail to analyse the complex motives of nationalist actors. It concludes by criticizing these `methodological nationalist' assumptions and `post-nationalist' views about the future role of nationalism, showing how some of marx and Engles' arguments can yield a better understanding of the national movements that have emerged in the wake of `really existing socialism'.
