Book excerpt: The National Science and Technology Council (NSTC) Committee on Technology, Subcommittee on Transportation Research and Development (R & D), has created a National Transportation Science and Technology Strategy that builds on the earlier strategy published in 1997. Like its predecessor, the National Strategy is intended to help Congress and the Administration establish national transportation R & D priorities and coordinated research activities. The National Strategy articulates goals for transportation system safety, mobility and access, economic growth, the environment and national security. It proposes the broader involvement of state, local and tribal agencies; academic institutions; and private industry in national transportation R & D strategic planning and system assessment, private-public technology partnerships, enabling research and transportation education and training.

Book excerpt: The NSTC's National Transportation Science and Technology Strategy, issued in April 1997, has four key elements: Strategic Planning and Assessment, Partnership Initiatives, Enabling Research, and Education and Training. This Transportation Strategic Research Plan addresses the Enabling Research element. It incorporates R & D activities with clear potential relevance to one or more transportation modes or functions, regardless of the objectives for which it is conducted or the performing agency. Enabling research includes activities described under three Federal budget categories. For civil agencies, these are Basic Research, Applied Research, and Development. The comparable Defense Department terms are 6.1 (Basic Research), 6.2 (Applied Research), and 6.3 (Advanced Technology Demonstration).

Book excerpt: The purpose of this report is to define the technology program required to meet the transportation technology needs for current and future civil space missions. It is a part of an integrated plan, prepared by NASA in part in response to the Augustine Committee recommendations, to describe and advocate expanded and more aggressive efforts in the development of advanced space technologies. This expanded program will provide a technology basis for future space missions to which the U.S. aspires, and will help to regain technology leadership for the U.S. on a broader front. The six aspects of this integrated program/plan deal with focused technologies to support space sciences, exploration, transportation, platforms, and operations as well as provide a Research and Technology Base Program. This volume describes the technologies needed to support transportation systems, e.g., technologies needed for upgrades to current transportation systems and to provide reliable and efficient transportation for future space missions. The Office of Aeronautics, Exploration, and Technology (OAET) solicited technology needs from the major agency technology users and the aerospace industry community and formed a transportation technology team (appendix A) to develop a technology program to respond to those needs related to transportation technologies. This report addresses the results of that team activity. It is a strategic plan intended for use as a planning document rather than as a project management tool. It is anticipated that this document will be primarily utilized by research & technology (R&T) management at the various NASA Centers as well as by officials at NASA Headquarters and by industry in planning their corporate Independent Research and Development (IR&D) investments. A set of preliminary national transportation performance indicators is proposed. These performance indicators should be seen as the beginning of a process rather than as the definitive set of national transportation system indicators. A second part of the NTS analytical process involves the development and application of a national transportation network analysis capability (NTNAC) that will provide the ability to evaluate the national network in a multi- modal manner. Using the NTNAC, problems with the Nation's transportation system can be identified and policy options to address these problems evaluated. The report concludes with a discussion of the use of the NTS within the Department. It is proposed that the results of the analyses carried out using the national transportation performance measures and the NTNAC in the assessment of the Nation's transportation system, the identification of issues, and the analysis of options be presented in biennial State of the National Transportation System reports.
