Book excerpt: TRIO Upward Bound is the flagship U.S. Department of Education pre-college program designed to assist potential future college students who are low-income, first-generation, or at high risk for academic failure in pursuing and completing postsecondary education. The word TRIO was used by the federal government in the late 1960s for the three original educational opportunity programs: Upward Bound; Student Support Services; and Educational Talent Search. Six additional programs were added by 1998, totaling nine TRIO programs. This qualitative research study examined the impact of TRIO Upward Bound participation length and level on participants' high school completion, college enrollment and success, civic participation, and citizenship practices. The study results revealed that former students found TRIO Upward Bound to be an effective program that not only helped them with the academic and social skills necessary to graduate from high school and complete postsecondary education, but also led to civic engagement and good citizenship practices, such as voting, paying taxes, abiding by the law, postponing parenthood, employment, and community service. In addition, I found that students who remained in the program the longest, completed the Bridge Program (the second level and final phase of the program), and officially graduated from TRIO Upward Bound obtained their Bachelor and Associate degrees at much higher rates than those with less program participation length and level. They also received the highest level of program benefits, which included the bachelor's degree and full time employment.

The TRIO programs are the primary federal programs providing support services to disadvantaged students to promote achievement in postsecondary education. This report provides a description of the TRIO programs, authorized in Title IV-A-2-1 of the Higher Education Act (HEA), as amended by the Higher Education Opportunity Act (HEOA; P.L. 110-315) in 2008. Key program amendments of the HEOA as implemented through final Department of Education (ED) regulations published in 2010 are discussed. The report is intended to support congressional understanding of the programs, summarize recent evaluations and performance reports, and review the Department of Education's progress in implementing HEOA. In FY2012, the TRIO programs were funded at $840 million and served almost 800,000 secondary, postsecondary, and adult students. The TRIO programs have been designed to prepare qualified individuals from disadvantaged backgrounds for postsecondary education and encourage their success throughout the educational pipeline from secondary school to undergraduate and graduate education. While the TRIO programs primarily serve low-income, first-generation college students, they also serve students with disabilities, veterans, homeless youth, foster youth, and individuals underrepresented in graduate education. The TRIO programs are also designed to award prior grantees that implement successful projects and propose high-quality projects with subsequent grants before awarding applicants without prior TRIO experience. There are six TRIO programs, each serving a different demographic. The TRIO Upward Bound (UB) Program serves secondary school students, providing relatively intensive preparation services and encouragement to help students pursue education beyond secondary school. The TRIO Talent Search (TS) Program provides less intensive services than UB in support of the completion of high school and enrollment in postsecondary education, and it encourages primarily students and out-of-school youth. The TRIO Educational Opportunity Centers (EOC) Program primarily serves adults. The TRIO Student Support Services (SSS) Program motivates undergraduate students to complete their undergraduate education. The Ronald E. McNair Postbaccalaureate Achievement (McNair) Program prepares undergraduate students for graduate school. Finally, the TRIO Staff Development (Training) Program trains TRIO project staff to be more effective. Several TRIO program provisions were amended through the HEOA. Two key HEOA amendments address issues pertaining to the application review process: scoring and second reviews (appeals). The first amendment defined outcome criteria that require the secretary and each grantee to agree upon objectives/targets for the criteria. The extent to which grantees meet or exceed these objectives determines the number of prior experience (PE) points the grantee may earn as part of its application in the next grant competition. Earning more PE points increases the likelihood of funding. The FY2011 TS and EOC and FY2012 UB grant competitions requested that applicants propose objectives for the statutorily defined outcome criteria. The second amendment established an application review process by which those unsuccessful applicants that can identify a specific technical, administrative, or scoring error may have their applications reviewed a second time (appealed). The FY2012 TRIO UB competition is the first to use the revised application review process.

Book excerpt: The purpose of this study was to assess the relationship between TRIO Upward Bound and low-income students' perception of the program. The study evaluated the significance of certain aspects of TRIO Upward Bound programming in preparing low-income students for high school graduation and enrollment in college. The findings of the study sought to display the connection between preparation for high school graduation, students' self-perception of knowledge of the college application process, and college enrollment for low-income students and their participation in TRIO Upward Bound. Data concerning background characteristics and low-income students' experiences in TRIO Upward Bound were collected via a survey. A quantitative research design was used to describe the data collected from the survey. Study results support the notion that TRIO Upward Bound is a viable option for closing the achievement gap and improving access to higher education for low-income students. Additionally, the results of the study will be helpful to college access practitioners and higher education administrators as they advocate for the importance of college preparation programs like TRIO Upward Bound.

Book excerpt: The purpose of the current study was to determine if participation in a TRIO program at the community college would lead to academic success for transfer students at the 4-year university. Specifically, the researcher collected data for students who participated in a TRIO program at a community college from 2010-2020 to see if they had higher rates of graduation, higher rates of enrollment and completion, and higher GPAs as compared to similar students who were not involved in TRIO at a community college. The independent variables were TRIO participation, gender, first-generation status, Pell status, transfer GPA, and transfer credit hours earned. A total of 2193 transfer students from two community colleges in the southeastern region of the United States were included in this study. There were 77 transfer students who were involved in a TRIO program at a community college and 2116 transfer students who were not involved in a TRIO program. There were 8 students who were involved in a TRIO program at both institutions. A binary logistic regression was run to determine how TRIO participation affected graduation, enrollment and completion, and GPA for transfer students at the 4-year university. Transfer TRIO participation, gender, and Pell status were not significant predictors of graduation. First-generation status, although research has shown that continuing-generation students graduate at higher rates than first-generation students, was significant in terms of graduation for transfer students. Transfer GPA, and transfer credit hours earned were also found to be significant predictors of graduation for transfer students at the 4-year university. Transfer TRIO participation and Pell status were not significant predictors of enrollment and completion. Gender, in terms of females when compared to males, was a significant factor for whether a student was still enrolled or completed their degree. First-generation status, transfer GPA, and transfer credit hours earned were also significant predictors of enrollment and completion. Transfer TRIO participation, gender, Pell status, and first-generation status were found to be significant for GPA.

Despite the centrality of state policy, however, we know relatively little about the relationship between state policy and these outcomes. This book addresses this knowledge gap. Drawing on data collected from descriptive case studies of the relationship between public policy and higher education performance in five states (Georgia, Illinois, Maryland, Texas, and Washington), this book offers a more complete conceptual framework for understanding how state public policy can promote educational attainment. The resulting framework has five central tenets that help us understanding how to improve overall educational attainment and increase equity in that attainment. At its core, the model assumes that higher education performance is determined by effective state policy leadership for higher education. The book also illustrates the need for state policies that reduce the cumulative negative implications of policies that perpetuate differences in educational outcomes across groups and that proactively address the barriers that limit educational attainment for underachieving groups. Their participation could help re-establish the United States' preeminence in STEM innovation and productivity, while also increasing the number of well-educated STEM workers. There are nearly 700 minority-serving institutions (MSIs) that provide pathways to STEM educational success and workforce readiness for millions of students of colorâ€"and do so in a mission-driven and intentional manner. They vary substantially in their origins, missions, student demographics, and levels of institutional selectivity. But in general, their service to the nation provides a gateway to higher education and the workforce, particularly for underrepresented students of color and those from low-income and first-generation to college backgrounds.
