Book excerpt: In the six years since the inception of the National Space Weather Program (NSWP), space weather has virtually become a household word. Space weather refers to conditions on the Sun and in the solar wind, magnetosphere, ionosphere, and thermosphere that can influence the performance and reliability of space-borne and ground-based technological systems and can endanger human life or health. The growing awareness within the general public is largely the result of a conscious effort by all space weather stakeholders to educate the nation on the effects of solar storms and their potential impacts on the modern technology so important to daily life. In addition to increased awareness, solid advances have been made in our knowledge of the space weather system and in our ability to forecast potentially disruptive space weather events. The NSWP Strategic Plan, released in 1995, put forth a strategy for achieving space weather goals. The program elements outlined in this strategy are shown in the figure below. The Strategic Plan was followed in 1997 by the NSWP Implementation Plan, which identified specific objectives and recommended activities necessary for improving space weather predictive capabilities. In the last six years, significant progress has been made in all programmatic areas.

Book excerpt: Affecting technological systems at a global-scale, space weather can disrupt high-frequency radio signals, satellite-based communications, navigational satellite positioning and timing signals, spacecraft operations, and electric power delivery with cascading socioeconomic effects resulting from these disruptions. Space weather can also present an increased health risk for astronauts, as well as aviation flight crews and passengers on transpolar flights. In 2019, the National Academies was approached by the National Aeronautics and Space Administration, the National Oceanic and Atmospheric Administration, and the National Science Foundation to organize a workshop that would examine the operational and research infrastructure that supports the space weather enterprise, including an analysis of existing and potential future measurement gaps and opportunities for future enhancements. This request was subsequently modified to include two workshops, the first (Phase I) of which occurred in two parts on June 16-17 and September 9-11, 2020. The Phase II workshop occurred on April 11-14, 2022, with sessions on agency updates, research needs, data science, observational and modeling needs, and emerging architectures relevant to the space weather research community and with ties to operational needs. This publication summarizes the presentation and discussion of that workshop.

Book excerpt: The adverse effects of extreme space weather on modern technology-power grid outages, high-frequency communication blackouts, spacecraft anomalies-are well known and well documented, and the physical processes underlying space weather are also generally well understood. Less well documented and understood, however, are the potential economic and societal impacts of the disruption of critical technological systems by severe space weather. As a first step toward determining the socioeconomic impacts of extreme space weather events and addressing the questions of space weather risk assessment and management, a public workshop was held in May 2008. The workshop brought together representatives of industry, the government, and academia to consider both direct and collateral effects of severe space weather events, the current state of the space weather services infrastructure in the United States, the needs of users of space weather data and services, and the ramifications of future technological developments for contemporary society's vulnerability to space weather. The workshop concluded with a discussion of un- or underexplored topics that would yield the greatest benefits in space weather risk management.

Space weather can disrupt the technology that forms the backbone of this country's economic vitality and national security, including satellite and airline operations, communications networks, navigation systems, and the electric power grid. As the Nation becomes ever more dependent on these technologies, space weather poses an increasing risk to infrastructure and the economy. Further, the Strategic National Risk Assessment has identified space weather as a hazard that poses significant risk to the security of the Nation. Clearly, reducing vulnerability to space weather needs to be a national priority. The National Space Weather Strategy (Strategy) and the accompanying National Space Weather Action Plan (Action Plan) together seek to enhance the integration of existing national efforts and to add important capabilities to help meet growing demands for space-weather information. The Strategy and Action Plan build on recent efforts to reduce risks associated with natural hazards and improve resilience of essential facilities and systems, aiming to foster a collaborative environment in which government, industry, and the American people can better understand and prepare for the effects of space weather. The Nation must continue to leverage existing public and private networks of expertise and capabilities and pursue targeted enhancements to improve the ability to manage risks associated with space weather. This book outlines objectives for enhancing the Nation's space-weather readiness in three key areas: national preparedness, forecasting, and understanding. It also describes the study process, the study requirements and their relevance and importance, an assessment and accounting of current and planned space weather observing systems used or to be used for operations, an analysis of gaps between the observing systems' capabilities and their ability to meet documented requirements, and a summary of key findings.

Space weather prediction becomes an important issue to be addressed in the twenty-first century. International Solar Terrestrial Program (ISTP) employs five satellites to probe the solar wind and magnetosphere, providing valuable information for space weather prediction. The Asia-Pacific region is becoming one of the economic centers in the world. The continuous drive for scientific and technological progress in parallel is evidenced by the establishment of many space research organizations in many countries of this area. In Taiwan, the National Space Program Office (NSPO) established her third satellite program -- COSMIC (Constellation Obsering Systems for Meteorology, Ionosphere and Climate), which is a science experiment to demonstrate the utility of atmospheric radio limb soundings from a constellation of six low-earth orbiting satellites in operational weather prediction, space weather monitoring, and climate monitoring and research.In order to provide a forum to discuss the many new results in this rapid-moving field and to forge international collaborations, a three-day COSPAR Colloquium on "Space Weather Study Using Multipoint Techniques" was held. This colloquium have provided a forum for experts from the international community to present new results on the timely topic "space weather".

Overall direction for the survey was provided by the Solar and Space Physics Survey Committee, whose report, The Sun to the Earth-and Beyond: A Decadal Research Strategy in Solar and Space Physics, was delivered to the study sponsors in prepublication format in August 2002. The final version of that report was published in June 2003.
