Book excerpt: The Middle East is an international flashpoint, a place where open warfare could erupt at any time. It is the home of numerous countries possessing some combination of weapons of mass destruction (WMD) (nuclear, biological, or chemical weapons), and is an area where states are developing an increasing capability to deliver such WMD by missiles and/or aircraft. The Middle East is also the home of US friends who oppose each other as well as rogue states who are hostile to the United States. In short, the Middle East is a WMD war waiting to happen. Such a conflict would harm US allies and US interests; it needs to be avoided. Or, if WMD warfare occurs, such a conflict needs to be limited and the United States and allied forces need to be prepared to cope with the effects. The authors of this study address important questions that demand an answer if US national security policy is to be well informed. In chapter 1, "NBC and Missile Proliferation in the Middle East," Dr. Lawrence Scheinman, director of the Washington, D.C., office of the Monterey Institute of International Studies, summarizes the nuclear, biological, and chemical weapons capabilities and missile systems of Egypt, Iran, Iraq, Israel, Libya, and Syria. He sees the region as one of the most tension-ridden, conflict-prone and heavily armed regions of the world. He addresses the questions of what the various state players have, why they have it, and what this implies for the stability of the region. He notes that WMD has already been used repeatedly in the region. For example, Egypt, Syria, Iraq, and Iran have used chemical weapons against their adversaries. Iran and Iraq from 1980-88 engaged in the first two-way ballistic missile war in history. As the range of delivery systems increases, and as warheads are loaded with more lethal payloads, the situation will become more threatening should warfare be renewed in the region. It is difficult to see how ISIS [Islamic State of Iraq and Syria] is totally eliminated from Syria, and Al Qaeda, with its various branches, has not disappeared either. And while terrorists have physically spread out to more locations, some of them have become quite adept at operating online as well, instigating terrorist incidents in the West. [US Central Command (USCENTCOM) is the unified command responsible for US security interests in 27 nations that stretch from the Horn of Africa through the Arabian Gulf region, into Central Asia.] Over the past 12 months, we have dealt with a number of significant challenges in Iraq and Syria, Afghanistan, Pakistan, Yemen, Egypt and the Sinai, the Bab-el-Mandeb Strait, and elsewhere throughout our area of responsibility. We are making progress in many areas, but much, much work remains. We are also dealing with a range of malign activities perpetrated by Iran and its proxies operating in the region. It is my view that Iran poses the greatest long-term threat to stability in this part of the world. Generally speaking, the Central Region remains a highly complex area, widely characterized by pervasive instability and conflict. The fragile security environments, which reflect a variety of contributing factors including heightened ethno-sectarian tensions, economic uncertainty, weak or corrupt governance, civil wars, and humanitarian crisis, are exploited by violent extremist organizations and terrorist groups, such as Al Qaeda and ISIS. At the same time, the Central Region is increasingly crowded with external nation-states, such as Russia and China, who are pursuing their own interests in attempting to shift alliances within the region.

Book excerpt: World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II. The shift to renewed great power competition has become a major factor in the debate over future U.S. defense spending levels, and has led to new or renewed emphasis on the following in discussions of U.S. defense strategy, plans, and programs: * grand strategy and geopolitics as part of the context for discussing U.S. defense budgets, plans, and programs; * nuclear weapons and nuclear deterrence;* new U.S. military service operational concepts;* U.S. and NATO military capabilities in Europe;* capabilities for conducting so-called high-end conventional warfare (i.e., largescale, high-intensity, technologically sophisticated warfare) against countries such as China and Russia; * maintaining U.S. technological superiority in conventional weapons;* speed of weapon system development and deployment as a measure of merit in defense acquisition policy;* mobilization capabilities for an extended-length large-scale conflict against an adversary such as China or Russia;* minimizing reliance in U.S. military systems on components and materials from Russia and China; and* capabilities for countering so-called hybrid warfare and gray-zone tactics employed by countries such as Russia and China.
