For Kyrgyzstan as a country with its still high poverty level, particularly in rural areas, and limited natural and financial resources, the sustainable development policy seems today’s logically and politically justified choice. The sustainable development model itself suggests striving for systemic, comprehensiveness, and balance in development. Transition to sustainable development suggests considering economic growth through the prism of human values and reasonable use of natural resources.

Program performance has been mixed. All end-December 2016 and end-June 2017 quantitative PCs, and all but three indicative targets (ITs) were met. The December 2016 IT on tax revenue, the continuous IT on introducing new or renewing existing tax exemptions, and the June 2017 IT on reserve money were not observed. Six structural benchmarks were missed, of which five were proposed to be postponed or modified at the time of the fourth review. Resuming the reform agenda and pursuing consolidation efforts are essential to allow growth to reach its potential over the medium term.

Book excerpt: Being a “student” has been and remains a highly desirable status for young people and their families in Kyrgyzstan. “Giving their children education” (dat detyam obrazovaniye) – meaning “higher education” - has become an imperative for many parents, even in a time of serious economic and social decline. The numbers of universities and university enrollments have increased dramatically – in fact quadrupled – since Kyrgyz independence from the former USSR in 1991. All this is happening just as the overall system of secondary education has basically collapsed. School quality and outcomes of learning for most Kyrgyz youth have become increasingly marginal – even as those who run universities widely proclaim quality improvements and desires/intentions to join international higher education space. The book thus seeks to explain the manifest versus the latent functions of higher education in Kyrgyzstan. Relying on explanations of lived experience, the research attempts to explain how the seeming contradiction of a declining resource and intellectual base of universities yet appeals to parents and students as the system continues to expand with easily compromised accountability measures. The study approaches these topics by seeking to define what it now means to be a university student in Kyrgyzstan, as well as what many state universities have turned into" in contrast in contrast to how they were remembered by those who attended and taught within them two decades ago. The work also considers a number of private and inter-governmental universities which are allowed to operate in Kyrgyzstan and award both state and international diplomas. I portray the different organizational and ideological pursuits of these universities as they contrast with those of the state universities. Lost in Transition is an empirical look at higher education reform in Kyrgyzstan, employing several methodological strategies. These include a student survey given to over 200 students at five different universities; surveys and interviews with senior instructors and administrators at these same institutions; and a two-year case study of a student and faculty cultures and subcultures at one particular national university particular university faculty in one of the larger state universities. The case study utilized participant observation, ethnographic interviews, document analysis, and social media.

The 2007 program, which targets 61⁄2 percent output growth and 5 percent inflation, caps the fiscal deficit at 3.1 percent of GDP and maintains a prudent monetary policy. The government plans to implement delayed structural measures under the program, and strengthen external debt management.

Book excerpt: Based on a detailed examination of Kyrgyzstan, Johan Engvall goes well beyond the case of this single country to elaborate a broad theory of economic corruption in developing post-Soviet states regionally—as a rational form of investment market for political elites. He reveals how would-be officials invest in offices to obtain access to income streams associated with those offices. Drawing on extensive fieldwork over an eight-year period, Engvall details how these systems work and the major implications this holds for political and economic development in the region. Often identified and criticized simply as obstacles to development by scholars, Engvall instead argues that these systems must be reinterpreted in the context of a standardized and entrenched method of organizing the state. He also shows how private actors have been unsuccessful in buying preferential treatment directly from the state. Instead, public officials have become the predominant conduit to influencing policy process and monitoring the sale of protection, property rights, and other privatized "public" goods.
