Book excerpt: Waterbury Reservoir No. 2 Dam consists of an earth embankment with a downstream stone masonry wall. The dam has a top width of 22 feet, a maximum height of 20 feet, and an overall length of 230 feet including a 40 foot long overflow spillway located near the left end of the dam. The outlet works consist of a gate chamber at the right of the spillway, and a 12-inch cast iron pipe extending approximately 100 feet downstream of the dam. The dam impounds Waterbury Reservoir No. 2 which was formerly used as a storage reservoir for public water supply and currently serves no formal purpose. Based on the visual inspection, the dam is judged to be in poor condition. Features that could affect the future integrity of the dam are seepage at the base of the masonry wall and downstream of the dam; erosion of the upstream slope and crest; and the inaccessibility of the low level outlet or blowoff gates. The spillway capacity with the water level at the top of the dam is 410 cfs and is equal to 156 percent of the test flood routed outflow.

Book excerpt: Belleview Lake Dam is a 229 foot long rubble masonry gravity dam and has a maximum height of 34 feet, with the spillway located on the right side of the embankment. The visual inspection of Belleview Lake Dam indicated that the dam is in poor condition. There are numerous instances where mortar has been removed from joints. The inspection revealed that extensive seepage occurs across the entire downstream face of the dam. Erosion was observed on the left abutment and seepage was also seen above elevation of the dam crest. Also, at the junction of the left abutment and the downstream face of the dam a 10 foot erosion channel is located which is filled with boulders, trees and rubbish. A similar erosion channel is located on the right side of the dam where seepage water flows down the slope. Numerous trees up to one foot in diameter are found on both abutments and along the toe of the dam. The spillway channel contains debris and trees and erosion has occurred to downstream channel walls. There is no apparent operable outlet to the reservoir. The spillway will discharge 95 cfs or 7% of the test flood with the pool level with the top of the dam. The test flood flow of 1430 cfs will overtop the dam by 1.5 feet. Also, the masonry construction of the dam would probably do some overtopping without significant damage.

Book excerpt: The East Brass Mill Dam, also known as Scovill dam, consists of an earth embankment with a maximum height of 25 feet, a top width of approximately 15 feet, an upstream slope of 2 horizontal to 1 vertical and a downstream slope of 1.7 horizontal to 1 vertical. The dam is 420 feet long, including a 101 foot concrete ogee spillway section located near the left end of the dam. The freeboard from the spillway crest to the top of the left embankment is 5.4 feet. Flashboards, 1.6 feet in height are normally in place, reducing the freeboard to 3.8 feet. The outlet works located to the right of the spillway consist of a control tower or gate house with a high and low. Level inlet which discharges through two 24-inch outlet sluice gates to a 2-Ft.-3- in high by 4-Ft. wide sluiceway that outlet to the downstream face of the spillway. The spillway has a capacity of 4,000 cfs without flashboards and 1,900 cfs with flashboards before overtopping the low point of the dam crest. With the flashboards in place the spillway can pass 11 percent of the Test Flood. Without flashboards the spillway can pass 24 percent of the Test Flood. Without the flashboards in place, the Test Flood would overtop the low point of the dam crest by 3.6 feet.

The dam is approximately 900 feet long with a top width of 10 feet and a maximum height of 31 feet. A 25.75 foot long concrete overflow spillway is located near the right end of the dam. The outlet works consist of a 12-inch cast iron low level outlet or blowoff pipe through the embankment, controlled by a downstream gate valve. In addition to the main dam, a low dike is located on the right side of the reservoir. The earth dike is approximately 800 feet long with an average height of 6 feet and a top width of 15 feet. Based on the visual inspection and a review of all available pertinent data, the condition of the dam is judged to be fair. The future integrity of the dam can be affected by deterioration of the floor of the spillway channel; seepage exiting downstream of the dam; the absence of an upstream gate on the low level outlet or blowoff line; and inadequate spillway capacity. The spillway has a capacity of 500 cfs without any flashboards and 100 cfs with flashboards before overtopping the low point of the dam crest. With flashboards, the spillway can pass 18 percent of the routed Test Flood outflow. Without any flashboards the spillway can pass 91 percent of the routed Test Flood outflow and the outflow would overtop the low point of the dam crest by 0.2 feet.

It has a total length of 249 feet and a maximum height of 8.7 feet. The exact age of the dam is not known but it is believed to be at least 100 years old. There is a no longer functioning outlet box located on the right side of the dam that presumably controlled a 6-inch cast iron outlet pipe on the downstream side of the dam. There is a bar screen and 4 foot wide overflow spillway located in the center of the dam. This spillway drops down to a 15-inch pipe which outlets at the downstream side of the dam. The downstream side has a stone masonry wall along approximately 90 feet of the dam's length, with varying heights. The dam is owned and operated by the Risdon Manufacturing Company, 2100 South Main Street, Waterbury, Connecticut. Although it once augmented the plant's water supply, it no longer is used for that purpose. Any present uses are strictly recreational. The dam appears in good shape but requires some work. Specifically, this would include developing a functioning outlet works, spillway maintenance and removal of trees on or close to the dam.

Book excerpt: Lake Winnemaug Dam is an earth embankment approximately 500 feet long with a maximum height of about 15 feet. The upstream slope of the embankment is approximately 1H:1V and the downstream slope is about 1.5H:1V. The top of the dam is about 20 feet wide and it is a paved road. The overflow drop spillway is located about 100 feet from the right abutment and consists of an 18.5-foot long concrete weir, a cascading step section and a 4-foot high by 10-foot wide culvert through the embankment. The original purpose of the dam is unknown; however, the lake is currently used for recreation purposes. The peak test flood inflow for Lake Winnemaug Dam is 3,460 cfs. The routed test flood outflow of 2,010 cfs overtops the dam by about 0.8 feet. The spillway is capable of discharging 770 cfs or about 38 percent of the routed test flood outflow prior to overtopping of the dam. A breach of the dam would result in a 7.8-foot increase in the stream depth (3.8 feet above the channel banks) at the initial downstream damage area. The dam appears to be in poor condition. Numerous structural deficiencies, such as slope failures, seepage, and toe erosion were observed during the visual inspection. The embankment is overgrown with brush and trees and contains a number of rodent holes. The reservoir cannot be drained in an emergency because the outlet pipe control valve is inoperable.

Book excerpt: The Mulberry Reservoir Dam consists of an earth embankment, constructed of impervious materials with a pervious zone and toe drain on the downstream side. The dam is 580 feet in length with a top width of 20 feet, a maximum height of 66 feet, and upstream and downstream slopes of 2 horizontal to 1 vertical. A 40 feet long concrete spillway with discharge chute and stilling basin is located near the right end of the dam. The outlet works located near the center of the dam consist of a 12-inch cast iron blowoff and a 12-inch cast iron supply main through the dam, both controlled by manually operated gates located in an upstream gatehouse. Based upon the visual inspection and a review of all available pertinent data, the dam is considered to be in good condition. The wet area downstream of the dam; the seepage into the stilling basin through joints in the bottom slab and training wall; and the vertical displacement of a portion of the bottom slab in the stilling basin require further investigation or attention. Hydraulic analyses indicate that the capacity of the existing spillway is 1600 cfs with the reservoir at elevation 574.78 (Top of Dam). The test flood inflow is 540 cfs and the routed outflow is 400 cfs, which is equivalent to a flow of water 2 feet deep over the spillway. The calculations show the spillway is capable of passing 400% of the PMF without overtopping the dam.

The earth embankment section is 800 feet long and has a maximum height of 94 feet. The concrete section is 120 feet long with a height of about 40 feet. The spillway is located on the left (east) side of the dam. The top width of the earthen embankment is 20 feet and the concrete section is 12 feet. The visual inspection of Pitch Reservoir Dam indicated that the dam is in good condition and well maintained. The inspection revealed the efflorescence of the joints of the concrete section of the dam existed and an animal burrow was found beneath the tow of this section. Water was observed flowing from a perforated pipe adjacent to the service road in the vicinity of the west embankment. Minor deterioration and slight seepage through joints was observed near the top of the spillway wall. Based on its intermediate size and significant hazard classification in accordance with the Corps guidelines the test flood is equal to the Probable Maximum Flood. The spillway will pass the test flood outflow of 4725 cfs with a pool elevation 731.1 feet which is 4.9 feet below the top of the dam.

The dam is 420 feet long and has a 19.9 foot concrete spillway at the left end. A diversion channel from an adjacent watershed connects to the spillway approach channel. The impoundment has a maximum storage capacity of 1,100 Acre-Feet. The dike, located at the northwestern end of the pond, consists of an earth embankment with a paved roadway along the crest. The dike has a maximum height of 7 feet, a top width of 21 feet, and a length of about 80 feet. Based on the visual inspection, the dam is judged to be in poor condition and the dike in fair condition. Features which could affect the future integrity of the dam are trees and brush on the embankment; seepage through the embankment; erosion of the downstream slope; deterioration of the spillway approach channel wall and the spillway weir; the accumulation of debris in the spillway and approach and discharge channels; the location of the low level control valve downstream of the dam and lack of erosion protection on the dike. The spillway capacity with water level at the top of the dam and the dike is 310 cfs or 58 percent of the Test Flood routed outflow. The Test Flood would overtop the dam and dike by 0.3 feet.

Features that could affect the future integrity of the dam are continued erosion of the earth embankment, the presence of trees on the dam, the deterioration of the stone masonry overflow spillway, and inadequate spillway capacity to pass the Test Flood Outflow. The spillway capacity is 2,500 cfs or 37 percent of the Test Flood Outflow.

Wigwam Reservoir South Dam is another dam on the same reservoir as Wigwam. It is a 476 ft. long earth embankment dam and has a maximum height of 32 feet. The top width of the dam is 15 ft. The visual inspection indicated that the dam is in fair condition. Based on its intermediate size and low hazard classification the test flood is to 1/2 PMF. The test flood would overtop Wigwam by 0.15 feet with 2.4 feet of feet remaining on Wigwam South Dam.

Book excerpt: Reuben Hart Reservoir Dam is an earth embankment about 1,000 ft. long, 15 ft. wide at the crest, with a maximum height of about 50 ft. The dam is operated by Torrington Water Company as a water supply facility for the city of Torrington. Built in 1933, the original spillway was a concrete ogee overflow 55 ft. long which spilled into Hart Brook. In 1960 a complete revision of the spillway arrangement was undertaken in conjunction with the construction of Hall Meadow Brook Dam, a flood control facility to the east of Reuben Hart Dam. The new service spillway is 125 ft. long and spills into Hall Meadow Brook Reservoir. An auxiliary spillway which spills into Hart Brook has an effective length of about 202 ft. and is 3.5 ft. higher than the service spillway. The outlet works include a wet well shaft with selective level inlets connected to two 18 in. dia. pipes under the dam. Beyond the toe of the dam the two 18 in. pipe join into one 24 in. dia. pipe, which turns 90 degs. about 100 ft. from the toe, where a valve controls discharges through an 18 in. dia. pipe into a small pond on Hart Brook. Reuben Hart Reservoir covers above 130 acres and has a maximum storage capacity of about 3,100 acre-ft. The drainage area is about 5.1 sq. mi. The dam appears to be in good condition. The combined service and auxiliary spillways are adequate to pass the full PMF test flood without overtopping the dam. Two wet areas due to seepage were noted downstream from the toe of the dam. Some riprap on the upstream face has been displaced due to ice jacking. The top of the concrete wall between the dam and spillway has disintegrated.
