An outflow test flood of 2,560 cfs (derived from one-half the probable maximum flood) will overtop the dam by about 2.4 feet. The outlet even when fully opened is inadequate as a spillway because it can discharge only 7 percent of the test flood.

Book excerpt: Dorothy Pond Dam which was constructed around 1825 is an earthfill dam with an upstream mortared masonry headwall. The dam has a maximum height of 13 feet and is approximately 200 feet long. The outlet conduit is a 24-inch diameter cast-iron pipe controlled by a rack and pinion operated wooden slide gate. The spillway, which is located 180 feet west and from the dam, consists of a mortared stone paved channel that discharges into an earth channel. Generally, the dam is considered to be in fair condition. However, there are several visible signs of distress which indicate a potential hazard at this site: slight-to-moderate seepage at the downstream toe of the dam, erosion on the upstream headwall and face of the dam, large trees on the dam crest, and accumulation of debris in the spillway channel. Hydraulic analyses indicate that the existing spillway can discharge a flow of 264 cubic feet per second (cfs) at Elevation (El) 396 which is the top of the dam. An inflow test flood of 2,850 cfs (one-half of the probable maximum flood) will overtop the main dam by about 2.0 feet.

Generally, the dam is considered to be in fair condition. However, there are several visible signs of distress which indicate a potential hazard at this site: slight seepage at the downstream toe of the dam, a pool of water on the downstream toe, erosion on the upstream face and downstream face of the dam, small trees and brush on the dam, minor accumulation of debris in the spillway channel, slumped riprap on the upstream face, leakage of the gate valve stem, a large animal burrow and numerous chipmunk holes on the dam face. An outflow test flood (full PMF) of 2,670 cfs would overtop the dam by 1.4 feet. The spillway without flashborads can discharge 31 percent of the test outflow. With the flashboards in place, the spillway can discharge 540 cfs, which is 18 percent of the test outflow.

An earthfill dam built some time prior to 1843, it is located on the south shore of the pond. The dam is 230 feet long and has a maximum height of 3.7 feet. At the northwest corner of the pond is acatch basin with an outlet pipe at invert EL 668.8. This serves as the only spillway at the site. Generally, the dam is in fair condition. The dam is considered to be a hazard because of the lack of a low-level regulating outlet and the accumulation of debris at the upstream end of the existing catch basin outlet. The following are other signs of distress observed at the site: slight seepage through the embankment of the dam along the downstream toe, a dense growth of trees and brush on the downstream slope of the dam, and deteriorated concrete and accumulated debris in the stormwater drainage basin below the erosion control channels. Hydraulic analyses indicate that the outlet pipe at the catch basin can discharge an estimated 20 cubic feet per second (cfs) when the pond level is at El 670.0, which is the low point on the crest of the dam. A test flood outflow (one-half probable maximum flood (PMF)) of 36 cfs will overtop the dam by a maximum of 0.2 feet. The outlet pipe can discharge about 56 percent of the test flood outflow.

Book excerpt: The dam is an earthfill embankment 90 feet long and 24 feet high with concrete headwalls on the upstream and downstream slopes. There is a concrete outlet structure located on the upstream face of the dam. The structure contains three weirs and a grated outlet. The following are visible signs of distress which indicate a potential hazard at the site: erosion and spalling of the concrete on the outlet structure; slight seepage at the top of the outlet gate; slight seepage at the toe of the dam; a small tree growing at the toe of the dam; erosion of the embankment slopes near the west abutment; accumulation of rock debris in the floor of the box culvert; and minor efflorescence, cracking and seepage in the walls of the box culvert. In addition, the channel downstream of the dam contains heavy overgrowth of trees and brush, an accumulation of rock and soil 2 feet above the floor of the box culvert, and pieces of rock fallen from the side walls. The outlet structure can only discharge 29 percent of the test flood before overtopping the dam occurs. In the event flow overtops the dam, complete failure of the dam is unlikely to occur. The highway pavement and concrete headwalls will serve to protect the dam under flood conditions. However, erosion of the dam could occur, resulting in a breach and partial failure of the dam.

Book excerpt: Linwood Pond Dam is a 688 ft. long composite masonry, timber, and earth embankment dam consisting of a 116 ft. long gravity masonry overflow section with a timber sill and sloping timber upstream face, a 282 ft. long earth embankment to the right of the overflow section and a 290 ft. long earth embankment to the left of the overflow section. The test flood of 17,600 cfs overtops the dam's earth embankments by 3.4 ft. The spillway can pass 3,550 cfs or about 20 percent of the test flood without overtopping the embankments. The dam is judged to be in generally fair condition. Water was flowing to a depth of about 7 in. over the crest of the spillway at the time of the inspection, so it was not possible to observe the condition of the downstream face or the crest of the overflow section. Nevertheless, the water appeared to be flowing uniformly with no evidence of turbulence or missing or eroded elements. Seepage was noted below the right embankment and through the berm between the reservoir rim and an abandoned gravel pit located to the right of the right embankment. Minor erosion was noted on both embankments and there is brush and tree growth on both the dike and the right embankment. The training walls of the spillway are in need of repair. The low level outlet is reported to be operative.

The dam was originally constructed in about 1830 and has undergone reconstruction and numerous modifications. The dam is about 220 feet long, 15 feet high with an 83.6-foot-long spillway. The earth embankment has a wood plank core wall. The outlet controls consists of two inoperable wooden slide gates. There are no flashboards on the spillway. Based upon the visual inspection at the site and a review of the engineering data available, there are areas of concern which must be corrected to assure the continued performance of this dam. Generally, the dam is considered to be in fair condition. However, there are several visible signs of distress which may indicate a potential hazard at this site. These are as follows: seepage at the north spillway abutment, slumping and erosion on the upstream face of the dam, inoperable slide gates, leakage around the slide gates, erosion of the earthfill abutment slopes, minor spalling and cracking of the concrete in the discharge channel walls, trees and brush on the dam, and accumulation of debris in the spillway channel. Hydraulic analyses indicate that the existing spillway without flashboards can discharge a flow of 1,594 cubic feet per second (cfs) at Elevation (El) 488.3 which is the low area along the top of the dam. An outflow test flood of 8,600 cfs would overtop the north abutment of the spillway, which is the lowest point on the main dam, by about 5.3 feet. The remainder of the dam would be overtopped by about 3 feet. The spillway can discharge only 19 percent of the test flood and is therefore inadequate.

The dam, which was constructed in about 1882, has a total length of 910 feet, including the embankment, spillway, outlet works, and diversion structure. The embankment has a maximum height of 10 feet and is approximately 650 feet long. The 200-foot long spillway is constructed of granite blocks stepped on the downstream side. There is a low level outlet structure at the east end of the spillway. There is also an abandoned gated diversion structure at the west end of the dam on the Blackstone Canal. The following visible signs of distress indicate a potential hazard at the site: seepage at the downstream toe of the dam, lack of adequate riprap protection on the upstream face of the dam, thick vegetation and trees growing downstream of the dam, debris scattered on the dam, inoperable slide gates on the Blackstone Canal diversion structure, accumulation of debris in the inlet channel for the outlet and diversion structures, and missing or cracking mortar on the stone masonry training walls at the outlet and diversion structures. The test flood (full PMP) produces an outflow of 58,800 cfs and would overtop the dam by about 8.2 feet. The spillway can discharge only 22.1 percent of the test flood before the dam is overtopped.

The storage capacity is 86.5 acre-feet. The dam has a concrete cap and stone abutments. The emergency spillway is 48 feet long and occupies the center portion of the dam. As a result of the visual inspection and a review of available data, Simonds Pond Dam is considered to be in poor condition. Major concerns are: significant seepage at the toe of the dam; missing mortar and poor condition of the joints of the spillway; extensive spalling and cracking of the concrete cap on the top of the dam and spillway; deterioration of the spillway apron; extensive spalling of the concrete gatehouse foundation; and inadequate spillway capacity. The test flood inflow was estimated to be 2,500 cfs and resulted in an outflow discharge estimated to be 2,460 cfs, which would overtop the dam by approximately 1.3 feet. The maximum spillway capacity with the water level at the dam crest was estimated to be 700 cfs, which is approximately 28 percent of the test flood discharge.
