Book excerpt: Vistron Dam, also known as Pro Brush Dam is a stone masonry gravity dam across the NMill River. The dam has a hydraulic height of 24 feet, 195 feet long, 8 feet wide at the crest with downstream face battered at approximately 1H: 12V. The spillway section of the dam is 140 feet long. The dam is founded on bedrock which is exposed at the southwesterly abutment and along the base of the dam. The dam is presently in good condition with no major problems. The main deficiency noted is the presence of trees growing near the top and out of the side of the dry laid stone retaining wall at the northeasterly abutment. Considering a 20,000 cfs inflow, from the 52 square mile drainage area, and assuming no downstream controls, the dam would be overtopped by approximately 4 feet. Spillway capacity at the top dam is 10,500 cfs which is approximately 4 feet. Spillway capacity at the top of dam is 10,500 cfs which is approximately 52 percent of the 1/2 PMF.

It is recommended that the areas of erosion both on the upstream and downstream faces where the abutments and embankment interface be repaired. Surface water in these areas should be redirected to prevent future erosion. The riprap on the upstream face should be extended to the dam's crest. The water exiting from the toe and core wall drains should be directed to a control channel and weir where the flow can be periodically measured. The 20-in capped pipe running beneath the dam to the downstream toe should be uncapped and extended to the lower reservoir. This will prevent the potential of a pressurized pipe (should the outlet gate be left open) from bursting and undermining the dam. Although the spillway can not discharge the test flood without overtopping the dam, the spillway capacity is comparatively large. Because of the hydrologic and safety relationships between this dam and the lower reservoir, it is necessary that future hydrologic studies concerning spillway capacities at either project should simultaneously encompass studies for both projects.

Book excerpt: Whiting Street Pond Dam is an earth-buttresed stone masonry dam, 1900 feet long with a maximum height of about 19 feet. A two level stone masonry and concrete spillway is located about 70 feet from the dam's south abutment. A gatehouse and gate chamber are located at approximately the center of the dam and contain the operating mechanisms for controlling the outflows into the City's Water Supply and to the low level outlet. Discharges from the low level outlet and the spillway converge and flow into an unnamed creek before emptying into the Connecticut River. Phase I inspection and evaluation of Whiting Street Pond Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on engineering judgement and the performance of the dam and the outlet works, the project is considered to be in fair condition. The project, however, does have a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. The test flood, in accordance with Corps of Engineers guidelines, is the Probable Maximum Flood (PMF). The PMF yields an outflow of 8253 cfs which is greater than the maximum discharge capacity of the spillway of 215 cfs and would result in overtopping of the dam by about 1.4 feet.

Phase I inspection and evaluation of Ashfield Pond Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on enginnering judgment and the performance of the earth embankment and the outlet works, the project is considered to be in fair condition. The project has a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. Selection of 1/2 PMF as the test flood, yields an outflow of 1698 cfs (assuming the low level outlet is closed), which is greater than the maximum spillway discharge capacity of 965 cfs and would result in an overtopping of the dam by about 0.43 feet.

Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

A concrete and stone masonry spillway about 50 feet long, 14 feet high, and a freeboard of 9.3 feet is located near the northeast end of the embankment. Concrete and stone masonry training walls flank the spillay. A concrete low level intake structure with a manully controled slide gate is located about 180 feet west of the spillway. Phase I inspection and evaluation of the Lower Roberts Meadow Reservoir Dam does not indicate conditions which would constitute an immediate hazard to human life or property. Based on engineering judgment and the performance of the earth embankment and the outlet works, the project is considered to be in good condition. The project has a number of deficiencies which, if not remedied, have the potential for developing into hazardous conditions. It is estimated that 23% of the PMF over the combined drainage area could be processed by the combined Middle and Lower Reservoir storage and spillway capacities without overtooping the Lower Dam.

Book excerpt: Chartpak Dam is approximately 220 feet long and has a maximum height of approximately 31 feet. A 95 foot wide overflow spillway is on the right side of the structure, while a 75 foot wide overflow spillway is on the left half of the structure. There are two outlet openings near the right end of the dam. The facility is considered in poor condition. This classification is based on the condition of the crest of the major spillway. Since 1966, the crest of the spillway has been allowed to unravel and at present 75 percent of the top course and 25 percent of the second course of stones at the crest are missing. It appears that the Owner intends to allow a slow failure to occur at the spillway until the dam breaches itself. Hydraulic analysis indicates that the spillway capacity with the water surface at the top of the dam is approximately 11,850 cfs, which is about 48 percent of the routed test flood outflow of 24,770 cfs. The test flood stage is about 4.1 feet above the top of the dam. Investigations are recommended to determine the safeguards required as the crest stones in the spillway unravel. Recommended remedial measures include the clearing of vegetation from the dam, the removal of an obstruction from the outlet pipe, the clearing of the approach channel to the overflow spillway and the providing of erosion protection at the top of the right end of the dam.

Book excerpt: Chicopee Reservoir Dam is a 545-foot long, 47-foot high earth embankment dam constructed circa 1926. The spillway is a 44-foot long ogee crest which si located at the right abutment of the dam and has a crest elevation (El) 168.0. The outlet conduits are a 24-inch cast-iron former water supply line and a 30-inch cast-iron blowoff. The following deficiencies were observed at the site: high degree of erosion of the principal spillway chute structure and outlet training walls; erosion gullies on the right abutment above the dam crest; brush growth on the downstream slope of the embankment; and seepage from the left abutment downstream of the dam. Generally, the dam is in fiar condition. The adopted spillway Test Flood is equal to the Probable Maximum Flood which yields a peak test flood inflow of 7565 cfs. Hydraulic analyses indicate that the spillway, without flashboards, with the water surface at the top of the dam can discharge 3,950 cfs which is less than the total routed test flood outflow of 6,450 cfs. Thus, the spillway can discharge 60% of the routed test flood outflow.

Book excerpt: This dam generally consists of a 190 foot masonry spillway, an earthfill embankment and 2 outlet pipes. The dam was designed in 1955 by Stone and Webster Engineering Corporation to replace an earlier dam, which was damaged by the flood of that year. Construction which utilized portions of the original structure was completed in 1957. The visual inspection showed the dam to be in good condition. However, water passing over the spillway limited the inspection of the spillway. The spillway is capable of passing 96% of the test flood outflow. The top of the embankment, elevation 175, would be overtopped by about 1 foot. However, failure under this condition would only cause insignificant damage as the downstream flooding would have already occurred. The dam is generally in good condition. However, it is recommended that the owner repair the drawdown outlet, and operate it at least once yearly to insure continued adequacy. After this outlet is repaired, or during a period of low flow, the owner should engage a qualified engineer to inspect the spillway without water flowing over it. Also the erosion of a retaining wall downstream of the spillway on the right abutment side should be repaired.

Book excerpt: The South Barre Mill Pond dam is a small dam consisting of two adjacent concrete ogee spillways, a short earth embankment on the right side and an outlet works to a penstock at the left abutment. The present dam, constructed about 1904, was extensively damaged in the floods of 1936 and 1938 and has been reconstructed on several occasions, the latest work in 1944. The dam is in fair to good condition. There are no obvious signs of failure or conditions which would warrant urgent remedial treatment. Hydraulic analyses indicate that the spillway will not pass one-half the probable maximum flood and the spillway is considered inadequate, Recommendations for remedial work include repair of concrete at the left training wall and right spillway weir and restoration of gates to good operating condition. Additional investigation of the right spillway weir is recommended, since no data are available concerning this portion of the structure.

The visual inspection did not disclose any findings that indicated an immediate unsafe condition. The city is in the midst of a program of pressure grouting this dam to stop leaking which was extensive. At the time of the inspection, water was still leaking through the dam but at a much lesser rate than previously reported. The dam's spillway will not pass either the PMF or 1/2 PMF without overtopping the dam, and the spillway is not considered adequate. There is an area of standing water existing below the right abutment of the dam. This area should be cleaned and a surface drainage system installed.
