Book excerpt: The Lee Pond Dam consists of an earthen embankment with a natural spillway and a vertical stone masonry wall along two short sections of the downstream face. The embankment has a minimum top width of 15 ft. and a maximum height of 25 ft. The overall length of the dam is 870 ft., including the natural spillway at the right end of the dam which is about 15 ft. wide at normal pool elevation. The outlet works consist of an inoperable sluice gate located about 250 ft. from the left end of the dam. The dam impounds Lee Pond, which is used for recreational purposes. Maximum storage capacity at the top of dam is 220 acre-feet. Based on visual inspection and a review of all available pertinent data, the dam is considered to be in poor condition. Features that could effect the structural integrity of the dam are seepage at the downstream toe of the dam, erosion and slumping of dam slopes, extensive tree growth on the dam slopes and animal burrows on the crest and downstream face. The calculated test flood inflow of about 660 cfs results in a routed outflow of about 650 cfs. The spillway passes 100% of the test flood outflow with a freeboard of about 3 ft.

The dam is in fair condition, based on a visual examination of the structure. Although some deficiencies were noted, there no evidence of settlement, lateral movement or other signs of structural failure or other conditions which would warrant urgent remedial action. The PMF outflow of 4160 cfs (1015 csm) would overtop the spillway platform by about 2.6 ft. and most of the embankment by 1 to 1.5 ft. With the water at the level of the platform, the spillway (without flashboards) can pass 312 cfs which is 7.5 percent of the test flood.

The spillway is located at the east abutment of the dam and consists of a notched ungated concrete weir with an overall length of 16 feet. The low point on the top of the dam is lower than the unnotched portion of the spillway. Based on the visual inspection of the site and a review of the limited data available on the dam, the dam is considered to be in poor condition and is in need of extensive repair work. The following deficiencies were observed at the site: moderate seepage below the toe of the dam; severe erosion of the upstream slope exposing the core wall; erosion of the top and downstream slope of the dam, localized buldging along the downstream slope; lack of a low level outlet; separation of the training walls from the spillway; seepage around and beneath the spillway; brush, timber, and debris in the discharge channel; and trees and vegetation growing on the slopes of the dam. The peak test flood outflow of 107 cfs will overtop the dam by a maximum of 1.3 feet. The spillway can discharge only 1.1 percent of the test flood before the dam is overtopped.

East Dam is approximately 100 ft. long and has a maximum height of 5 ft. Its 8-in diameter outlet pipe has been blocked. West Dam is approximately 400 ft. in length and a maximum of 11 ft. in height. It has a 14-in. diameter low-level outlet. The main dam at the north end of the lake is 450 ft. in length, 19 ft. in height and has a 19 ft. long spillway crest. The main Fernwood Lake (North) Dam - MA 00184 was the subject of a previous Phase I Inspection Report dated April 1979. The East and West dams are both in poor condition, based on visual examination of the structures. Hydraulic analyses indicate that the test flood outflow of 370 cfs (inflow 475 cfs or 913 csm) would overtop East Dam by 0.5 ft. and that a freeboard of 1.5 ft. would remain at West Dam. (A freeboard of 1.6 ft. would remain at North Dam and South Dike would be overtopped by 0.3 ft.) With the water level at the top of East Dam, the spillway capacity at North Dam with flashboards in place is about 80 cfs or 22 percent of the peak test flood outflow.

These structures consist of stoplogs in concrete slots emptying into conduits that pass through the dam. Based on visual inspection and a review of all available pertinent data, the dam is considered to be in poor condition. Features that could effect the structural integrity of the dam include wet areas at the downstream toe of the dam, erosion and slumping of dam slopes, extensive tree growth on the dam slopes, movement of the downstream vertical masonry wall. The test flood would overtop this dam by about 0.5 ft., it would also overtop a second dam located on this pond, Tihonet Pond No. 1 Dam, by about 2.5 ft. The crest of this second dam is approximately elevation 40 NGVD. The spillway for this dam would carry about 10% of the Test Flood.

Features that could effect the structural integrity of the dam are cracks at the arch of the sluiceways, leaks at the downstream end of the flume, erosion of the upstream dam face, tree clusters on the upstream dam face, and deterioration of the masonry walls in the downstream channels. The Test Flood used overtops the dam by approximately 2.1 ft. The spillway carries approximately 50% of the Test Flood.
