Book excerpt: Leaping Well Reservoir Dam is an L-shaped, 480-foot long earthfill embankment containing an inclined brick masonry membrane about 2-feet below the surface of upstream slope. Normal outflow from the reservoir occurs through a 12-inch gated pressure conduit. The following deficiencies were observed at the site: four non-functioning gates within the gatehouse; deterioration of the brick masonry foundation of the gatehouse; poor condition of the access footbridge to the gatehouse; presence of root growth along the dam; minor erosion of the downstream face of the east embankment; and the presence of a 12-inch pressure conduit through embankment. Generally, the dam is in fair condition. Hydraulic analyses indicate that the test flood would result in a peak inflow of 580 cfs, a peak outflow of 470 cfs, and that the conventional outlets can discharge 3% of the test flood outflow. The recommended test flood would result in a maximum water surface elevation of 216.3, which represents an overtopping of the dam by 0.3 feet.

Holyoke College Upper Dam is a 160-foot long stone masonry-concrete dam built in 1900 and used primarily for recreation. The dam has a maximum height of 19.6 feet and consists of a main spillway, two side channel spillways and an outlet. The outlet works are located on the left abutment of the dam. There is also an inoperable mud gate on the face of the dam. There are deficiencies which must be corrected to assure the continued performance of this dam. This conclusion is based on the visual inspection of the site and a review of the available data. Generally the dam is in fair condition. The following deficiencies were observed at the site: seepage at the toe of the dam near the low level outlet; erosion from foot traffic at the left abutment; and a growth of brush and trees in the spillway side channel. The test flood would overtop the dam by 1.4 feet. Hydraulic analyses indicate that the spillways without stoplogs can discharge 2,550 cfs, or 58 percent of the test flood outflow before the dam is overtopped. With stoplogs, the spillways can discharge 2,000 cfs or 45 percent of the test flood outflow before the dam is overtopped.

Book excerpt: The dam is a 700 foot, 35 foot high earthfill embankment and a 920 foot long, 15 foot high earth-fill dike a gatehouse with outlet controls and a 10 foot wide concrete arch emergency spillway. With the water lever assumed to spillway crest at time of test flood, spilway discharge of about 30 cfs woudl occur. The reservoir woudl be surcharged to elevation 433, four feet above the spillway crest and two feet below the dam crest. The dam will not be overtopped. The dam is generally in fair condition. Remedial measures consist of removal of all brush and trees from the downstream slope of the main dam and spillway channel and repair of spalled and deteriorated concrete on the emergency spillway.

Book excerpt: Chicopee Reservoir Dam is a 545-foot long, 47-foot high earth embankment dam constructed circa 1926. The spillway is a 44-foot long ogee crest which si located at the right abutment of the dam and has a crest elevation (El) 168.0. The outlet conduits are a 24-inch cast-iron former water supply line and a 30-inch cast-iron blowoff. The following deficiencies were observed at the site: high degree of erosion of the principal spillway chute structure and outlet training walls; erosion gullies on the right abutment above the dam crest; brush growth on the downstream slope of the embankment; and seepage from the left abutment downstream of the dam. Generally, the dam is in fiar condition. The adopted spillway Test Flood is equal to the Probable Maximum Flood which yields a peak test flood inflow of 7565 cfs. Hydraulic analyses indicate that the spillway, without flashboards, with the water surface at the top of the dam can discharge 3,950 cfs which is less than the total routed test flood outflow of 6,450 cfs. Thus, the spillway can discharge 60% of the routed test flood outflow.

Book excerpt: The South Barre Mill Pond dam is a small dam consisting of two adjacent concrete ogee spillways, a short earth embankment on the right side and an outlet works to a penstock at the left abutment. The present dam, constructed about 1904, was extensively damaged in the floods of 1936 and 1938 and has been reconstructed on several occasions, the latest work in 1944. The dam is in fair to good condition. There are no obvious signs of failure or conditions which would warrant urgent remedial treatment. Hydraulic analyses indicate that the spillway will not pass one-half the probable maximum flood and the spillway is considered inadequate, Recommendations for remedial work include repair of concrete at the left training wall and right spillway weir and restoration of gates to good operating condition. Additional investigation of the right spillway weir is recommended, since no data are available concerning this portion of the structure.

Book excerpt: Lower Glen (Greenfield) Reservoir Dam is a 46-foot high stone masonry dam, spanning the lower portion of a 300-foot deep V-shaped valley. The dam has a crest approximately 95 feet long, a vertical downstream face, a service spillway and an auxiliary spillway. The upstream face of the dam is submerged, and since no construction data are available, the configuration of the upstream side of the dam is unknown. The dam was constructed around 1904 to provide a water supply reservoir for the Town of Greenfield. The reservoir has not been used for water supply purposes for more than 30 years; therefore, the dam now serves no useful purpose. The dam appears to be in poor overall condition. Several joints have opened due to structural movement of the dam as evidenced by a bulge on the downstream face of the dam located just to the east of the center dam pier at mid-height. A great deal of seepage was observed at the location of the bulge and toward the east side groin area. The test flood peak inflow to Lower Glen (Greenfield) Reservoir was computed to be 3,760 cfs. The test flood peak overflow is also 3,760 cfs, with a discharge 4.8 feet over the top of the dam. The service and auxiliary spillways have a combined discharge capacity of 740 cfs, or 20 percent of the routed test flood outflow, just prior to overtopping of the dam.

The spillway is a concrete ogee weir 127 feet long; the outlet is a 36-inch diameter reinforced concrete pipe, and is controlled by a sluice gate. Generally the dam is in good condition. The following deficiencies were observed at the site: lateral displacement and cracking at the joints between the spillway sidewalls and the approach channel sidewalls; severe erosion approximately 2 to 3 feet in width along the north and south spillway sidewalls moderate erosion and the approach channel sidewalls: severe erosion approximately 2 to 3 feet in width at the south abutment of the dam, and at the outlet headwall; trees and vegetation on the downstream slope, trees and brush within the riprap on the upstream face; trees and vegetation overhaning and growing on the floor of both the spillway and outlet discharge channels; and slight leakage of the sluice gate. The test flood would not overtop the dam. Hydraulic analyses indicate that the spillway can discharge 7,042 cfs, or 137 percent of the test flood outflow with the pond at the low point on the top of the dam.

Book excerpt: This dam generally consists of a 190 foot masonry spillway, an earthfill embankment and 2 outlet pipes. The dam was designed in 1955 by Stone and Webster Engineering Corporation to replace an earlier dam, which was damaged by the flood of that year. Construction which utilized portions of the original structure was completed in 1957. The visual inspection showed the dam to be in good condition. However, water passing over the spillway limited the inspection of the spillway. The spillway is capable of passing 96% of the test flood outflow. The top of the embankment, elevation 175, would be overtopped by about 1 foot. However, failure under this condition would only cause insignificant damage as the downstream flooding would have already occurred. The dam is generally in good condition. However, it is recommended that the owner repair the drawdown outlet, and operate it at least once yearly to insure continued adequacy. After this outlet is repaired, or during a period of low flow, the owner should engage a qualified engineer to inspect the spillway without water flowing over it. Also the erosion of a retaining wall downstream of the spillway on the right abutment side should be repaired.

Book excerpt: Congamond Lakes North Dike impounds North Pond which is one of the three ponds which make up the Congamond Lakes. All of the three ponds, North Pond, South Pond and Middle Pond are interconnected by culverts or bridges. Together the three ponds are approximately three miles long and up to one-third mile wide with a total surface area of about 465 acres. The North Dike was constructed to replace an earlier dike (which plugged an old canal) and which failed in 1955. The North Dike is approximately 80 feet long with a maximum height of 29 feet. The present condition of the dike is fair. There is no spillway nor regulating gates at North Dike. The present outlet for the lakes is at Middle Pond where Berkshire Avenue crosses Great Brook about 2 miles to the south of North Dike. During annual floods, the direction of flow in Great Brook reverses itself and flows back towards Congamond Lakes. The outlet structure at Berkshire Avenue has stoplogs which are inserted to prevent Great Brook from flooding back into the lakes. While the stoplogs are in place, Congamond Lakes has no outlet. After the flood stage of Great Brook recedes, the stoplogs are removed and Congamond Lakes are allowed to drain. The PMF inflow into Congamond Lakes, assuming that the stoplogs are in place at Berkshire Avenue would cause the lake level to rise to approximate elevation 232 MSL which is about 2 feet below the top of the dike.

It is recommended that the areas of erosion both on the upstream and downstream faces where the abutments and embankment interface be repaired. Surface water in these areas should be redirected to prevent future erosion. The riprap on the upstream face should be extended to the dam's crest. The water exiting from the toe and core wall drains should be directed to a control channel and weir where the flow can be periodically measured. The 20-in capped pipe running beneath the dam to the downstream toe should be uncapped and extended to the lower reservoir. This will prevent the potential of a pressurized pipe (should the outlet gate be left open) from bursting and undermining the dam. Although the spillway can not discharge the test flood without overtopping the dam, the spillway capacity is comparatively large. Because of the hydrologic and safety relationships between this dam and the lower reservoir, it is necessary that future hydrologic studies concerning spillway capacities at either project should simultaneously encompass studies for both projects.

It consists of a small earth embankment approximately 14 ft high and an ungated concrete ogee spillway and stilling basin. An 800 ft long dike is present at this facility on the west side of the reservoir. Its maximum height is 12 ft. This facility was constructed in 1964 under the direction of the Corps of Engineers. The dam is generally in good to excellent condition. There are no obvious signs of failure or conditions which would warrant urgent maintenance treatment. Hydraulic analysis indicated that the spillway will pass the spillway test flood without overtopping the dam. The spillway test flood selected for this structure was the probable maximum flood. Recommendations for maintenance work include the clearing of brush and mowing of grass, especially at the west dike and the replacement of the operating handle for the reservoir drain at the outlet works. This work should be performed as part of the regular maintenance of the dam.
