Book excerpt: Cedar Swamp Pond dam, which was constructed in 1939, consists of an 11 foot high concrete spillway combined with an 8 foot high earthfill embankment. The concrete ogee-type spillway is about 100 feet long. The outlet control is comprised of two 4-foot square steel slide gates located in the left abutment of the spillway section. Based on the visual inspection, drawings available for the dam, and past operational performance, it is judged that Cedar Swamp Pond Dam is in good condition. However, there are a number of problems which should be corrected. These include: local erosion of the dam slopes, large trees on the dam embankment, spalling of the spillway concrete, and an accumulation of weeds, soil, and debris in the downstream channel. It was also noted that the access plates to the flashboards on the spillway deck are welded shut. Hydraulic analyses indicate that the existing spillway can discharge a flow of 2,840 cubic feet per second (cfs) at Elevation (El) 272.5 which is the minimum top of the dam. The spillway is adequate to discharge the inflow test flood of 3,513 cfs (one-half of the probable maximum flood) without significantly overtopping the main dam.

Book excerpt: Powder Mill Pond Dam is located on the Ware River approximately one mile upstream of South Barre, Massachusetts. The dam, reconstructed in 1908 to generate electric power for the Barre Wool Combing Company, consists of an upgated concrete spillway approximately 125 ft. long and 20 ft. high, a short emergency spillway and an outlet canal with two inoperative timber gates. The dam was extensively modified during the 1930's. Based on a visual examination of the structure, the facility is in fair to poor condition. Nevertheless, there was no evidence of structural failure or other conditions which would warrant urgent remedial treatment. Based on size and hazard classifications in accordance with Corps of Engineers guidelines, the test flood for this dam is the Probable Maximum Flood (PMF). The PMF outflow of 48,160 cfs would overtop the dam by 5.15 ft. With the water level at top of dam, the main and emergency spillways can pass 17,940 cfs which is 37 percent of the test flood.

Book excerpt: Chaffin Pond Dam is actually a section of roadway embankment approximately 135 ft. long, 11 ft. high and with a minimum width of 100 ft. Three submerged culvert outlets pass through the dam between upstream and downstream headwalls, allowing the water level to be the same on both sides of the dam. The control entrance to the assumed 30-in. diameter outlet on the left side has slots for stoplogs; however, none are in place. The control for a 4-ft. box culvert in the center is an open wood gate. The third outlet culvert is also gated but apparently blocked. Water from Chaffin Pond flows to outlet works at a second pond downstream from the dam where water is drawn for hydraulic research purposes. The dam is in poor condition, based on a visual examination of the structure. The headwalls have experienced major structural failures and the potential for a collapse of the upstream headwall with possible obstruction of flow to the outlet does exist. Hydraulic analyses indicate that the test flood would surcharge the pond by 680 acre-ft. and raise the pond level to about 4.2 ft. below the top of the dam. Therefore, no overtopping would be expected.

Both the upstream and downstream faces of the dam are vertical stone walls. Bolivar Street, which is approximately 40 feet wide, is located on the crest of the dam. The concrete overflow service spillway is located approximately 250 feet right of the dam. The drop-inlet closed conduit auxiliary spillway is located about 175 feet to the right of the service spillway. The dam appears to be in poor condition. Several indications of structural cracking are apparent on both the upstream wall and the downstream wall which is a wall of the Town of Canton DPW garage. About 5 gpm seepage was noted discharging from the downstream wall inside the Town of Canton garage. The dam does not have a reservoir drain system. The test flood inflow for the facility is approximately 9,410 cfs. The routed test flood outflow of 9.405 cfs overtops the dam by 2.9 feet. The spillway system is able to pass 115 cfs or about 1 percent of the routed test flood outflow without overtopping the dam.

The storage capacity is 86.5 acre-feet. The dam has a concrete cap and stone abutments. The emergency spillway is 48 feet long and occupies the center portion of the dam. As a result of the visual inspection and a review of available data, Simonds Pond Dam is considered to be in poor condition. Major concerns are: significant seepage at the toe of the dam; missing mortar and poor condition of the joints of the spillway; extensive spalling and cracking of the concrete cap on the top of the dam and spillway; deterioration of the spillway apron; extensive spalling of the concrete gatehouse foundation; and inadequate spillway capacity. The test flood inflow was estimated to be 2,500 cfs and resulted in an outflow discharge estimated to be 2,460 cfs, which would overtop the dam by approximately 1.3 feet. The maximum spillway capacity with the water level at the dam crest was estimated to be 700 cfs, which is approximately 28 percent of the test flood discharge.

The facility has a maximum height of 38.5 feet and includes a spillway, flood gate, gate house and outlet structures. The spillway is a concrete ogee weir, 120-feet long (including the closed flood gate). There are five separate outlets for the dam, and 8-foot wide by 12-foot high flood gate, which when closed is part of the spillway; a 42-inch diameter main low level outlet; a 24-inch diameter auxiliary low level outlet; a 3-foot square drain; and a 3-foot square trash chute. The following deficiencies were observed at the site: spalled, cracked and deteriorated concrete on the east and west approach channel sidewalls, the spillway face, the sidewall between the spillway and the flood gate, the east and west sidewalls of the spillway, and the west face of the gate house; burrow holes and foot paths on the downstream face of the dam; missing stones along the downstream bench of the east section of the dam; logs and debris caught on the spillway weir and trees overhanging the west side of the downstream channel. The test flood would overtop the dam by 2.2 feet with no flashboards in place andf 3.8 feet with flashboards in place. Hydraulic analyses indicate that the spillway without flashboards can discharge 10,500 cfs, or 57 percent of the test flood outflow before the dam is overtopped with flashboards, the spillway can discharge 6,300 cfs or 34 percent of the test flood outflow before the dam is overtopped. This assumes that the flood gate remains closed during the test flood.

The facility is used as a bridge across the Agawam River and to impound water for recreational purposes. The dam is about 285 ft. long and 16.5 ft. high. The dam has two spillways. The primary spillway is a concrete sluiceway located near the left abutment. A two bay stoplog structure located at the downstream end of the sluiceway controls flows through the facility. The secondary spillway is a 5 ft. dia. metal pipe culvert located on the right side of the dam. A stoplog structure having a weir length of 5.4 ft. is located on the upstream end of this spillway. An 18 in. dia. outlet passes through the dam near mid-point. Outflow is controlled at a 6 ft. by 8 ft. by 6 ft. upstream concrete intake structure. The dam and appurtenant works are judged to be in fair condition. There is no low level outlet for draining the pond. Seepage was noted at four locations. There was erosion of both the upstream and downstream embankments in the vicinity of the 18 in. dia. outlet pipe. Tree and brush growth is abundant. The test flood inflow is 3,420 cfs; the routed test flood outflow of 3,150 cfs would overtop the low point in the left abutment by about 2.0 ft. The spillways can pass about 7 percent of the routed test flood outflow without overtopping the low point in the left abutment.

Book excerpt: Stodge Meadow Pond Dam is formed by an approximately 250 ft. long earth embankment which has a maximum height of 15 ft. A conduit spillway controlled by an overflow weir with stoplogs and a gated outlet conduit are both appurtenant to the dam. The dam is over 100 years old, except for the conduit spillway, which was constructed in 1977. The pond has a maximum storage capacity of about 900 acre-ft. and is used for recreational purposes by the surrounding group of property owners, who collectively own the pond and dam. The dam is in good condition, based on a visual examination of the structure. Although some deficiencies were noted, there was no evidence of settlement, lateral movement or other signs of structural failure or other conditions which would warrant urgent remedial action. With the water level at the top of the dam, the ungated spillway capacity is 325 cfs. Hydraulic analyses indicate that the test flood outflow of 240 cfs (inflow 605 cfs or 2,600 csm) can be passed with a freeboard of 0.4 ft. and an unused surcharge-storage of 210 acre-ft. remaining.

Discharge from the reservoir is controlled by a system of 5 stop log bays, which are located in the stone masonry screen chamber and flow control building located about 50 feet to the right of the left abutment. A 16-inch low level discharge pipe, located about 500 feet to the left of the right abutment, provides additional discharge capacity. No spillway exists for this structure. The test flood peak inflow to Weston Reservoir was computed to be 1,880 cfs. The routed test flood outflow was computed to be 1,100 cfs and would result in overtopping of the embankment to 0.5 feet. The reservoir is capable of storing approximately 60 percent of the test flood in surcharge storage prior to overtopping of the embankment.
