The outlet consists of a concrete riser with 6 foot long weirs on each side and a 24-inch reinforced concrete outlet pipe discharging to an unnamed streams at the toe of dam. This dam and five others constructed during the same period control flooding in Stafford Springs from Middle River and Furnace Brook. The maximum height of dam is 29 feet with a maximum storage capacity of 1,050 acre-feet at crest elevation. The Soil Conservation Service design for this dam used a rainfall of 15 inches and a runoff of 14 inches for the emergency spillway design. This design flood is more than adequate for Bradway Dam.

Book excerpt: Whitney Dam consists of a 1,400 foot long earth embankment and a 120 foot wide grassed emergency spillway. The outlet consists of a concrete riser with 7.5 foot long weirs on each side and a 30-inch reinforced concrete outlet pipe discharging into Patten Brook at the toe of dam. Maximum height of dam is 52 feet with a maximum storage capacity of 1,960 acre-feet. Based on the visual inspection, Whitney dam appears to be in good condition. Only one small cedar tree is growing on the embankment and there is evidence of recreational vehicles climbing the embankment in three locations. The rodent screen on one foundation drain outlet is partially missing and the slide gate stem at the principal spillway outlet is bent and appears to be inoperative. Calculations by the Soil Conservation Service show a peak inflow of 6,500 cfs. and a peak outflow of 1,930 cfs. with a maximum water surface elevation 2.0 feet below the crest of dam, which was used as the test flood.

Book excerpt: Ellithorpe Dam consists of a 4,250 foot long earth embankment and a 200 foot wide grassed emergency spillway. The outlet consists of a concrete riser with 23 foot long weirs and a 48-inch reinforced concrete outlet pipe discharging to Middle River at the toe of dam. Based on the visual inspection, Ellithorpe Dam appears to be in good condition. There are several recreational vehicles paths on the slopes with some erosion taking place. Also, there are numerous rodent burrows on the upstream slope. Maintenance practices at Ellithorpe Dam appear to be good. Based on Corps of Engineers guidelines, the PMF was calculated to be 16,900 cfs inflow, with the outflow 10,800 cfs at an elevation of 591.6, which is 0.6 feet over the top of dam. This flow was used as the test flood.

Book excerpt: The dam, completed in 1961, is an earth embankment approximately 390 feet in length with an emergency spillway at its left with end. It is a flood control project approximately 28.5 feet in height and capable of impounding approximately 520 acre-feet of water. The principal spillway is a drop inlet type structure consisting of a reinforced concrete riser with a 24 inch diameter reinforced concrete outlet pipe through the dam. The grass-bottomed emergency spillway channel is cut into natural ground at the left end of the dam and has a crest length of 125 feet. The top and slopes of the dam are grass covered, with a filter drain at the toe of the downstream slope. Based upon the visual inspection and past performance, the dam is judged to be in good condition. No evidence of instability was observed in the project. There are some remedial measures, such as filling of large holes in the 'waste areas' adjacent to the dam, reestablishment of greasy vegetation in the vehicle tracks on the top of the dam, and institution of a biennial inspection program, which require attention. The spillway capacity with the pond level to the top of the dam is 4700 cfs, which is equivalent to 1300% of the routed test flood outflow.

Book excerpt: The dam, substantially completed in 1957 and certificate of approval dated April 27, 1972, consists of an earth embankment with a concrete corewall and a concrete spillway. The embankment is 580 feet long, has a maximum storage capacity of 185 acre-feet, and is 22 feet in height above the streambed of Diamond Ledge Brook at the toe of the dam. The top of the dam (elevation 21.0) is 20 feet wide and 6 feet above the spillway crest. The upstream slope and top of the dam have a sod cover except at the left end where there is a sandy beach area. The spillway consists of a 10 foot long and 3 foot wide broad-crested concrete weir and a rectangular chute (fish ladder) which extends 65 feet to the toe of the dam. The low-level outlet facility is an 8 inch corrugated metal pipe which is encased in concrete and located to the left of the spillway and gated at the downstream slope. Based upon the visual inspection at the site and past performance of the dam, the project is judged to be in fair condition. There are items requiring maintenance and monitoring such as seepage along the toe of the dam, cracking along the joints of the spillway chute, and the lack of proper slope protection. Also, the fill being dumped along the downstream slope should be graded to a lesser slope and slope protection placed. The spillway capacity with the lake level to the top of the dam is 440 cfs, which is 81% of the routed test flood outflow.

Book excerpt: Springs Pond Dam consists of a 77 foot stone masonry spillway and a 73 foot earth embankment with vertical downstream stone masonry wall. At top of dam elevation, the dam impounds 63 acre-feet. The outlet works consist of a 30x42-in stone conduit controlled by a wood slide gate. Under normal conditions, the entire flow, of Middle River discharges over the spillway. This dam has a maximum height of 14.4 feet with the top of dam 4.4 feet above the spillway crest and is classified as small in size with a hazard classification of significant. There are no available records to indicate when construction of the dam took place or the original purpose of the dam. The visual inspection indicates that the water was used for either power or process water at some time but is no longer used. Based upon the visual inspection, the dam is in fair condition with some seepage from the downstream face and some deterioration of the south abutment and approach channel for the outlet works. Some trees and brush are growing on the upstream side of the embankment. There are two outlet structures, neither of which is operable. An outlet at the north end of the dam was originally for control of water for downstream use. There no longer is any apparent need for this outlet. The southerly outlet structure is for use in drawing down the pool. The test flood results in the dam being overtopped by 3.1 feet to an elevation of 487.5 NGVD. At top of dam elevation, the spillway capacity is 2,300 cfs, which is 34 percent of the test flood flow.

Also, there was some settlement in what appears to be a spoil area used during construction. The plans show a slide gate at the inlet to the principal spillway buy only some of the fittings are in place. Maintenance practices at Ellis Dam appear to be good. Soil Conservation Service design for this dam used a rainfall of 15 inches and a runoff of 13.5 inches for the emergency spillway design. The design flood results in a peak inflow of 4985 cfs and a peak outflow of 2396 cfs with a maximum water surface elevation 2.0 feet below the crest of dam, which was used as the test flood.

Book excerpt: The dam built around 1852, has a total length of approximately 293 feet, consisting of a 113 foot long, broad-crested masonry spillway between two 90 foot long embankments with masonry downstream faces. The top of the embankments, at elevation 519.0, are approximately 14 feet wide and 3 feet above the spillway crest. The dam is 22 feet in height above the streambed of Furnace Brook and, with the pond level to the top of the dam, impounds approximately 105 acre-feet of water. At the right end of the dam is a canal leading to the Warren Corporation mill downstream. The inlet to the canal is a 6 foot wide by 5.5 foot deep masonry arch culvert. Based upon the visual inspection at the site and past performance, the project is, judged to be in fair condition. No evidence of instability of the project was observed. However, there are items which require maintenance and/or evaluation, such as deteriorated masonry at several locations on the dam and the absence of a low-level outlet for the dam. The spillway capacity, with the reservoir level to the top of the dam, is 1,900 cfs, which is equivalent to 16% of the routed test flood outflow.

Book excerpt: The dam at Riverside Pond is a stone-faced earth embankment dam and is used to supply process water to the adjacent factory located just downstream of the dam. the dam has a height of 21 feet and is approximately 180 feet in length (including the spillway). A single span two lane bridge spans the spillway crest. The spillway is a stone masonry/concrete cap, uncontrolled broad crested weir, 64 feet in length. There are two outlet works, one located to the right of the spillway and the other at the left of the spillway. the right outlet works is a gated underground sluiceway that supplies process water to the adjacent mill. Flows at this outlet pass through the mill and discharge through the side wall of the building foundation and return to Furnace Brook. The left outlet works is also gated and is a 42 inch diameter riveted steel plate pipe through the left dam embankment. Based on the visual inspection at the site, the dam is considered to be in POOR condition. Deficiencies observed include: cracks and voids in the upstream masonry face vegetation growing in the upstream and downstream masonry walls, cracks and bulging of the downstream face of the dam, leakage through the left intake gates and deterioration of the outlet pipe, and seepage along the downstream face. Assuming the pool elevation at the top of the dam, the spillway can pass a flow of 4,435 CFS, which represents only 69 percent of the test flood outflow.

Book excerpt: The Packers Pond Dam, built about 1880 to provide water for industrial use, is an earth embankment impounding 450 acre-feet of water on Mill Brook. The length of the dam, including the spillway, is 325 feet. The top of the dam averages between 12-15 feet in width and is approximately 18 feet above the old streambed at the spillway discharge channel. The spillway, located at the right end of the dam, is a 64 foot long, broad-crested, stone masonry structure which provides 4.4 feet of freeboard from the crest to the top of the dam. The outlet is a concrete intake and gate structure located on the upstream slope at the left end of the dam. The gate is not functional and the size of the outlet could not be exactly determined. However, the outlet is assumed to be approximately 3 feet wide by 2.5 high. A railroad embankment runs along the downstream toe of the dam. This embankment is about 24 feet in height, with the top of the embankment approximately 12 feet higher than the top of the dam. The spillway capacity with the pond level at the top of the dam is 1700 cfs, which is 28% of the routed test flood outflow.

The spillway is an 87.8 foot long broad-crested weir located at the right end of the dam and is founded on bedrock. Based upon the visual inspection at the site and past performance, the project is judged to be in poor condition. There are areas which require monitoring and/or maintenance such as: seepage at several locations on the downstream face and toe of the dam, seepage of the low-level outlet culvert, the inoperable low-level outlet gate, eroded areas on the top of the dam, deteriorated masonry at several locations on the dam, and possible erosion or undermining due to high velocity flows along the downstream toe of the spillway and dam. Peak inflow to the reservoir at the 1/2 PMF is 8,610 cubic feet per second; peak outflow is 7,730 cfe with the dam overtopped by 2.7 feet. The spillway capacity with the reservoir level to the top of the dam is 1,610 cfs, which is equivalent to 21% of the routed test flood outflow.

Book excerpt: Papermill Pond Dam is a 573 ft. long composite rubble masonry, concrete, and earth embankment dam consisting of a 124.5 ft. long gravity masonry overflow section, and 84 ft. long earth embankment to the right of the overflow section and a 365 ft. long earth embankment to the left of the overflow section. About 160 ft. of the upstream face of the left embankment is paved with concrete. It is a run-of-the-river dam which is used for storing process water for a paper mill located upstream on the left bank of the river. In the left embankment there is an intake which controlled flows through a conduit to a turbine facility in a mill building located immediately downstream of the dam. The turbine has been abandoned and the mill building is in the process of being razed. The spillway for the dam is equipped with 2.3 ft. high permanent wooden flashboards. The dam is judged to be in generally good condition, but is rated as in fair condition owing to the absence of a dewatering facility. There is brush growth on both embankments. Mortar is missing from the joints of the rubble masonry section of the spillway. There is a crack in the concrete apron on the left embankment and the construction joints of the apron have opened up. Minor erosion has taken place on the downstream slope of the left embankment. The spillway can pass 7,750 cfs or about 72 percent of the routed test flood outflow without overtopping the right embankment.

Book excerpt: The dam consists of a concrete principal spillway, embankments to the right and left of this spillway and an emergency spillway near the right end of the dam. The principal spillway is a concrete chute with weir-boards at the upstream end and the emergency spillway is an unlined channel cut into the right end of the embankment. A swale, which will overflow to the toe of the dam at approximately the same elevation as the auxiliary spillway, exists at the left end of the dam. There is no low-level outlet at the dam. Based upon the visual inspection at the site and past performance, the dam appears to be in fair condition with items which require repair, maintenance and monitoring. These include spalling of the concrete walls at the principal spillway, seepage through the embankments, trees and brush on the embankments and in the emergency spillway, erosion of the upstream slopes, extending the embankment to fill the swale at left end of the dam, and debris and overhanging brush in the spillway discharge channels. The total spillway capacity at the same pool level is 820 cfs, which is greater than 100% of the routed test flood outflow.
