These efforts have resulted in productive new forms of partnership and cooperation at all levels. While federal programs have sometimes supported these efforts, and while recent changes in federal policy have improved the climate for high technology development initiatives, in most cases both the initiative and the ongoing leadership have come from imaginative state and local leaders. This five-chapter report provides: (1) an overview of high-technology development (HTD); (2) a definition and analysis of high-technology industries; (3) a discussion of entrepreneurship and venture capital in HTD; (4) a discussion of state and local government, university, and private sector initiatives for HTD; and (5) an examination of the federal role in regional HTD. Three reports are appended: they concern (1) the theoretical base for high-technology location and regional development, (2) a regional assessment of the formation and growth in high-technology firms, and (3) a preliminary investigation of recent evidence on high-technology industries' spatial tendencies. One factor examined in the latter report is the nature and diversity among high-technology industries in both growth performance and locational tendencies. (JN).

Governments in virtually all advanced industrial countries have extended the visible hand of the state in assisting specific industries or individual companies. Although greater government involvement in some countries has lessened the dislocations brought about by slower growth rates, industrial policy has also caused or exacerbated a number of other problems, including distortions in the allocation of capital and labor and trade conflicts that undermine the postwar system of free trade. Only Japan is widely cited as an unambiguous success story. The effectiveness of its industrial policy is revealed in the successful emergence of one government-targeted industry after another as world-class competitors: for example, steel, automobiles, and semiconductors. Foreign countries fear that a number of still-developing industrieslike biotechnology, telecommunications, and information processingwill follow the same pattern. But is industrial policy the main reason for Japan's economic achievements? The author asserts that the reasons for Japan's spectacular track record go well beyond the realm of industrial policy into broad areas of the political economy as a whole. In this book, the author attempts to identify the reasons for the comparative effectiveness of Japanese industrial policy for high technology by answering the following questions: What is the attitude of Japanese leaders toward state intervention in the marketplace? What is the Ministry of International Trade and Industry (MITI) doing to promote the development of high technology? How has the organization of the private sector contributed to MITI's capacity to intervene effectively? Korea has had considerable success in developing its high technology industries and these have become significant employers in this region. By analysing the situation in Korea, this book explores the effects of dynamic externalities on the growth of regional employment in the high-technology industries. It puts forward innovative simultaneous equation models to test three sets of hypotheses related to so-called 'Jacobs', and 'MAR' effects, differentiated by firm size, organizational type and product. Clear evidence is found for endogenous technological progress marked by positive feedback, especially for small firms in diversified high-technology enclaves. There are technological externalities associated with knowledge spillovers, and local employment has indirect effects on employment growth via dynamic externalities. The implications for local economic development policy are outlined in a concluding section. -

In the United States this focus on `technology policy' has been influenced by similar debates and policy experiments in other industrial economies, notably Japan and Western Europe. The domestic U.S. debate over support for technology development and national competitiveness has been hampered by two major conceptual flaws -- the demand for immediate economic results from basic research and considering national technology policies independent of developments in the international economy. This volume addresses these deficiencies in the analysis of technology policy by examining a number of issues faced by managers and public officials in industrial and industrializing economies that are now linked closely through international flows of goods, capital, and technology. The book lays out an analytical framework for the study of national policies towards technology and science. In addition, the book addresses the complex issues raised by interdependence among the public and private institutions governing the creation, commercialization, and adoption of new technology in different national economies. Finally, the book reviews the development of two global high-technology industries: aerospace and semiconductor components.
