Book excerpt: We explore the potential for six well-known reform proposals in the European Union such as Eurobonds and European Unemployment insurance through a survey of members of national parliaments in France, Germany and Italy in 2018. In addition, we address three institutional reforms and fiscal policies: a new tax-based own resource for the EU budget, majority voting of the European council on tax policy, and the extension of legislative initiative to the European Parliament. We find that (i) nationality and party alliance are key determinants of reform preferences, but the latter dominates quantitatively the former; (ii) on average Italian politicians and members belonging to the Socialists and Democrats group are much more in favour of further European integration than German policymakers and those from the European People's Party group; and (iii) populist parties in Germany and Italy have radically different views on the future of Europe. In the last part of the paper, we compare the answers for the same questions to the answers made by French and German parliament members in 2016. We find that (iv) there is considerable stability of views over time.

Book excerpt: Democracy in Europe is about the impact of European integration on national democracies. It argues that the oft-cited democratic deficit is indeed a problem, but not so much at the level of the European Union per se as at the national level. This is because national leaders and publics have yet to come to terms with the institutional impact of the EU on the traditional workings of their national democracies. The book begins with a discussion of what the EU is-a new form of 'regional state' in which sovereignty is shared, boundaries are variable, identity composite, and democracy fragmented. It then goes on to examine the effects of this on EU member-states' institutions and ideas about democracy, finding that institutional 'fit' matters. The 'compound' EU, in which governing activity is highly dispersed among multiple authorities, is more disruptive to 'simple' polities like Britain and France, where governing activity has traditionally been more concentrated in a single authority, than to similarly 'compound' polities like Germany and Italy. But the book concludes that the real problem for member-states is not so much that their practices have changed as that national ideas and discourse about democracy have not. The failure has been one of the 'communicative' discourse to the general public-which again has been more pronounced for simple polities, despite their potentially greater capacity to communicate through a single voice, than for compound polities, where the 'coordinative' discourse among policy actors predominates.

Book excerpt: Since the European-wide domination of social democratic governments during the mid- to late-1990s, Right-wing parties have returned to power in the three largest Mediterranean democracies – Italy, France and Spain. This alternation has been symptomatic of growing majoritarianism in Southern Europe, a trend which has gone against much of the rest of the continent, and of a decline in clientelist effectiveness also traditionally seen as the Southern ‘norm’. This volume assesses the subsequent periods of incumbency of these three governments, considering the salient features of each in their reaction to winning government and implementing policy, given their divergent historical roots and paths to power. In particular, it focuses on the evolving role of perceived extremist elements on the Right, and adaptation to a European arena which imposes a level of continuity on incumbents of whatever hue, attempts to defend national interests notwithstanding. Lastly, it considers the extent to which the swing to the Right has already reached its peak, given the evidence of recent national and regional elections in France and Spain.
