Greater investment is desired because high-quality, well maintained infrastructure is believed to increase private-sector productivity and improve public health and welfare. The magnitude of the increased productivity, however, is not settled, as empirical analysis does not always support the conjecture that greater infrastructure investment uniformly generates productivity gains. The type of infrastructure and the type of investment are critical elements in such an assessment. This book provides an overview of the infrastructure bank concept and some examples of existing infrastructure financing mechanisms. Discussed also are select legislative proposals for infrastructure banks, and the federal role in financing these proposals.

Book excerpt: Today's fiscally constrained environment demands a new approach to infrastructure policy, allowing us to upgrade our existing infrastructure, expand choices in moving people and goods (and ideas), ease the burden on household budgets, and help us attain energy independence. Spending must produce real gains in productivity, inclusion, and environmental sustainability--the foundation of short- and long-term prosperity. In this time of limited resources, improving the federal investment process should be prioritized over finding ways to merely increase the amount infrastructure spending. This brief examines the current federal investment process and the extent to which a federal capital budget or a national infrastructure bank (NIB) would improve it. It finds that creating a federal capital budget would provide little improvement for the federal decisionmaking process on infrastructure financing. However, while the more modest NIB is no silver bullet, if appropriately designed and with sufficient political autonomy, it could improve both the efficiency and effectiveness of future federal infrastructure projects of national significance -- p.1.

Book excerpt: The objective of this thesis is to outline steps that the Obama Administration could take to help pass legislation for an innovative funding mechanism known as a National Infrastructure Bank (NIB). The recommended steps are based on a historical analysis of the leadership provided by Presidents Roosevelt and Eisenhower when passing the original bills that authorized the Interstate system. Key policy recommendations include: framing the need for an NIB as a means of economic growth and natural disaster resilience, building strategic stakeholder support through education, and engaging and compromising with Congress while developing the NIB proposal. If successfully applied, these lessons can contribute to enabling the creation of an NIB that would increase infrastructure investment by billions of dollars while rehabilitating the struggling economy and transportation network.
