Within the first two miles of the damage zone are nine dwellings, Highway NN and bridge which may be subjected to flooding, with possible damage and/or destruction, and possible loss of life. Lynch Lake Dam is in the small size classification since it is less than 40 feet high and impounds less than 1,000 acre-feet of water.

Deficiencies visually observed by the inspection team were: (1) erosion at the contacts of the dam with the north and south abutments; (2) tree and brush growth on downstream face of dam; (3) animal burrows on face of dam; (4) concrete debris on dam face near spillway; and (5) debris in spillway outlet channel.

The inspection team concluded that the dam is unsafe. A subdivided recreational development with several dozen numbered lots is located adjacent to the creek within a mile below the dam. These lots are apparently in frequent use for camping. Several downstream residences would also be subject to possible damage. The dam is in the intermediate size classification since it is more than 40 feet high. A major earth slide was present on the downstream face. Excessive seepage was occurring through and beneath the dam and its abutments. The spillway in the right abutment is inadequate to pass any flow without overtopping, because the invert of the spillway is higher than the top of the dam.

Deficiencies visually observed by the inspection team were: (1) heavy brush and tree growth on embankment surface; (2) erosion at the south abutment - dam contact and on the downstream face; (3) small animal burrows in the embankment; (4) weed and cattail growth in the spillway approach channel; (5) wet areas at and beyond downstream toe of embankment; (6) lack of wave protection for upstream face of embankment; and (7) lack of a non-erodible control section for the spillway.

The 100-year flood is one that has a 1 percent chance of being exceeded in any given year.

Book excerpt: Based on a visual inspection, certain deficiencies were noted during the inspection and are considered to have an adverse effect on the overall safety and future operation of the dam and spillway. At the time of the inspection, the grass growing on the crest, and the upstream and downstream faces of the dam was on the order of 24 inches high. The grass should not be allowed to grow to a height that provides cover for burrowing animals or hinders inspection of the dam. Several areas of dense brush that may conceal animal burrows and trees exist on the crest and upstream and downstream faces of the dam. Several holes that appear to be animal burrows were observed in the upstream face, downstream face, and crest of the dam. The upstream face of the dam is grass covered throughout. A considerable amount of erosion of the upstream slope of the dam at the waterline has occurred. The concrete retaining wall located on the downstream side of th dam near the left abutment that serves to support the embankment at this location is cracked in several locations. The concrete slope paving located on the right bank of the principal spillway outlet channel at a point approximately 100 feet downstream of the spillway crest is undercut and the pavement subgrade and embankment extensively eroded.

Book excerpt: Based on the visual inspection and the results of the hydrologic/hydraulic investigations, the present general condition of the dam is considered to be less than satisfactory. Deficiencies were noticed during the inspection and are considered to have an adverse effect on the overall safety and future operation of the dam. Seepage, as characterized by cattails, willow trees, soft ground, and standing water was observed in two areas adjacent to the toe of the downstream slope of the dam. Uncontrolled seepage could develop into a piping condition (progressive internal erosion) that can lead to failure of the dam. Erosion of the grass covered upstream face of the dam apparently by wave action and/or fluctuations of the lake surface level has created a near vertical bank approximately 12-to-18 inches high. A grass covered slope is not considered adequate protection to prevent erosion of the embankment by wave action or fluctuations of the lake level. Loss of material by erosion can be detrimental to the dam's stability. At the time of the inspection, the grass and other turf cover on the dam slopes was about 3 feet high. Some areas of the dam were also covered with undergrowth including small tress and dense brush. The vegetative cover should not be allowed to reach a height that provides cover for burrowing animals or hinders inspection of the dam.
