Book excerpt: The purpose of this inspection was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, in order to determine if the dam poses hazards to human life or property. The inspection and evaluation indicates that the combined spillways do not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The combined spillways will pass 14 percent of the Probable Maximum Flood without overtopping. The Probable Maximum Flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. The guidelines require that a dam of small size with a high downstream hazard potential pass 50 to 100 percent of the PMF. Considering the low height of dam (33 feet) and the small storage capacity (103 acre-ft), fifty percent of the PMF has been determined to be the appropriate spillway design flood. The 100-year flood (1 percent probability flood) will not overtop the dam. The 1 percent probability flood is one that has a 1 percent chance of being exceeded in any given year.

Book excerpt: The Pierce Lake Dam, Missouri Inventory Number 30999, was inspected. This dam is classified as small due to its 37 ft height and storage capacity of 681 ac-ft. A small dam is one which is less than 40 ft in height and impounds less than 1000 ac-ft of storage. The St. Louis District, Corps of Engineers, has classified this dam high hazard; we concur with this classification. The estimated damage zone, as determined by the St. Louis District, Corps of Engineers, extends approximately five miles downstream. The community of Richwoods and several other occupied structures are located within the estimated damage zone. The inspection and evaluation indicate that the dam is in generally poor condition. Specific deficiencies that were noted are insufficient spillway capacity, very steep downstream slope, high erodibility of the embankment materials and lack of maintenance and periodic inspections. Also deemed as a deficiency is the lack of any stability or seepage analyses.

Book excerpt: Spring Lake Dam is an earthfill structure approximately 21 feet high and 400 feet long at the crest. The appurtenant works consist of a drop-inlet pipe principal spillway and a trapezoidal channel cut into natural ground at the left abutment which acts as an emergency spillway. Our inspection and evaluation indicates that the spillway has not met the criteria set forth in the guidelines for a small size dam in the high hazard potential category. This structure has the capability to hold and pass approximately 40 percent of the Probable Maximum Flood (PMF) before overtopping. The dam appeared to be in fair condition. Deficiencies visually observed by the inspection team were: (1) a row of trees (approximately 8) along the upstream face of the dam; (2) a significant potential for restriction to flow into the principal spillway intake; (3) some minor erosion on the downstream face of the dam; (4) the emergency spillway channel is partially obstructed by six steel drums and a fence; and (5) minor seepage into the principal spillway conduit from within the embankment.

Book excerpt: Certain deficiencies were noticed during the visual inspection and are considered to have an adverse effect on the overall safety and future operation of the dam and spillway. The upstream slope of the dam is irregular (maximum slope ratio is approximately 1v on 1.3h) beginning at a level about 12 feet below the top of the dam. Excessive irregularities of the face of the dam are indications of instability and/or erosion, both of which are considered detrimental to the safety of the dam. A substantial cover of small trees and brush that may conceal animal burrows exists on the upstream and downstream slopes of the dam. The tree roots and animal burrows can provide a pathway for lake seepage that may develop into a piping condition. The upstream slope has a grass cover to protect it from erosion by wave action. Grass cover is not considered adequate to prevent erosion by wave action for a fluctuating lake level. Loss of material can result in instability and settlement of the dam crest. A dense growth of brush and small trees obstructs the spillway crest and outlet channel.

Book excerpt: The purpose of the inspection was to assess the general condition of the dam with respect to safety and, based upon this inspection and available data, determine if the dam poses a hazard to human life or property. Based on the criteria set forth in the recommended guidelines, and since numerous homes and a summer camping facility lie within the estimated flood zones, recommended spillway design flood for this dam, which is classified as small in size and of high hazard potential, is Probable Maximum Flood (PMF). PMF is the flood that may be expected from the most severe combination of critical meteorologic and hydrologic conditions that are reasonably possible in the region. Results of a hydrologic/hydraulic analysis indicated that the existing spillways (principal and emergency) are inadequate to pass the lake outflow resulting from a storm of PMF magnitude without overtopping the dam. A similar analysis also indicated that the spillways are inadequate to pass the lake outflow resulting from the 1 percent chance (100-year frequency) flood without overtopping the dam. The spillways are capable of passing lake outflow corresponding to approximately 13 percent of the PMF without overtopping the dam. The length of the downstream damage zone, should failure of the dam occur, is estimated to be six miles.

The Kearney Lake Dam, according to the St. Louis District, Corps of Engineers, has a high hazard potential, meaning that if the dam should fail, there may be loss of life, serious damage to homes, or extensive damage to agricultural, industrial or commercial facilities, important public utilities, main highways, or railroads. The estimated flood damage zone, should failure of the dam occur, as determined by the St. Louis District, extends two miles downstream of the dam. Within the possible damage zone are two dwellings, a warehouse, and several other types of buildings. Those features lying within the downstream damage zone reported by the Corps of Engineers, St. Louis District, were verified by the inspection team.

The overall condition of the dam appears to be fair; however, several deficiencies were noted by the inspection team. These deficiencies included: seepage under the spillway slab; cracks and spalling of the concrete in the spillway; the erosion of the banks of the discharge channel of the spillway; the erosion of the upstream slope due to wave action; several shallow surface sloughs observed on the embankment slopes; the presence of saplingss and brush on the embankment slopes and trees along the downstream, right abutment/embankment contact; a need for periodic maintenance of the grass cover; and a lack of a maintenance schedule. There exists a need for periodic inspection by a qualified engineer. The lack of seepage and stability analyses on record is also a deficiency that should be corrected.
