However, additional studies should be undertaken to further evaluate conditions affecting the dam. Additional structural investigations should be initiated and completed within one year concerning the stability and through-the-dam seepage. The remaining deficiencies requiring remedial work should be completed within the next construction season. The following improvement needs have been identified: (1) Repair the spillway slab and verify the structural integrity of the spillway section. (2) Investigate the interior of the dam to evaluate the condition of the old masonry dam, to refine the stability analysis and to evaluate the severity of through-the-dam seepage. (3) Repair the abutment walls which are severly eroded at the water line. (4) Repair the mechanical equipment which operates the sluice gates. (5) Investigate the structural integrity and repair the lock walls, particularly where the walls are attached to or adjacent to the spillway or where a hazard potential related to loss of life or property is presented.

Computations prepared according to the Corps of Engineers' Screening Criteria establish the spillway capacity of 50,000 cfs at 61% of the PMF, with PMF and 1/2 PMF flows at 81,900 cfs and 46,800 cfs respectively. The spillway has been determined to be inadequate to pass the PMF. However, the spillway is not considered seriously inadequate, based on the Corps of Engineers' Screening criteria, since the dam is capable of passing the 1/2 PMF without being overtopped.

However, several deficiencies were noted which should be evaluated and remedied. The most serious deficiency was a lack of a safe, suitable access to the operating mechanism for the low-level outlet. In the event of an emergency at the dam, it would be extremely difficult to dewater the reservoir under present conditions. The hydrologic/hydraulic analysis performed indicates that the spillway does not have sufficient capacity to discharge the peak outflow from storms exceeding 7.5 percent of the Probable Maximum Flood (PMF). Since the spillway already extends across the full width of the gorge, there is no way to effectively increase its length or capacity. In addition, it should be noted that even if the dam did not exist, downstream flooding would occur during large storm events due to the configuration of the bedrock channel.

Based on the evaluation of the existing conditions, the condition of Beebe Lake Dam is considered to be good. The examination of documents and visual observations did not reveal conditions which constitute a hazard to human life or property. The spillway capacity was evaluated according to the recommended procedure and it was found that the dam can probably pass the required spillway design floods of 50 percent to 100 percent of the Probable Maximum Flood (PMF) without significantly affecting the stability of the main dam, if the dam behaves as an arch structure. Therefore, the spillway capacity is rated as adequate. Available documents, including a report by the owner, classifies the dam to be a gravity structure. Assuming behavior as a gravity structure, it was found that the factor of safety against overturning, even under normal pool loading conditions, is marginal. No design and construction information is available to document the precise geometry of the dam and whether it was constructed to function as an arch dam. Therefore, it is considered advisable that the owner undertake further investigations to evaluate the stability of the dam. (Author).

Among the other actions which should be taken are repairing concrete on the post supporting the northern slide gate, filling the small scoured areas behind the sheet pile wall and monitoring the leakage through the masonry wall. In addition, a detailed emergency operation- action plan and warnng system should be developed. The spillways do not have sufficient capacity to discharge the peak outflow from one-half the Probable Maximum Flood (PMF). For this storm event and lesser events, high discharges will cause damage in the channel downstream of the dam. However, dam failure would not significantly increase the hazard to loss of lie downstream from that which would exist just prior to an overtopping-induced failure. Therefore, the spillway is assessed as inadequate.

Book excerpt: Visual inspection of this dam and engineering analyses which have been performed revealed that several deficiencies exist on this structure. The worst of these deficiencies was the localized spalling and erosion of the gunite covering the dam. This was observed in three areas on the downstream face and toe. A more thorough examination of the gunite when there is no discharge over the spillway is needed to evaluate the extent and cause of this deterioration. If the gunite is not repaired, the interior concrete of the dam will become exposed to erosion. Using the Corps of Engineer's Guidelines for the initial review of spillway adequacy, it has been determined that the structure would be overtopped by all storms exceeding 31 percent of the Probable Maximum Flood (PMF). During a one-half PMF storm, the abutments of the dam would be overtopped by 3.4 feet. The dam is a concrete arch-gravity structure with bedrock at both abutments. While overtopping is not likely to induce failure from erosion, a stability analysis indicates that the factor of safety is below the recommended level during the one-half PMF storm. If the dam were to fail, it would increase the degree of flooding in downstream residential areas. Therefore, the spillway is assessed as seriously inadequate.
