The purpose of this inspection was to make an assessment of the general condition of the dam with respect to safety, based upon available data and visual inspection, in order to determine if the dam poses hazards to human life or property. Our inspection and evaluation indicates that the spillway does not meet the criteria set forth in the guidelines for a dam having the above size and hazard potential. The spillway flow line is at a higher elevation than the low point of the embankment. The dam will store 90 percent of the Probable Maximum Flood without overtopping. The Probable Maximum Flood is defined as the flood discharge that may be expected from the most severe combination of critical meteorological and hydrologic conditions that are reasonably possible in the region. The guidelines require that a dam of intermediate size with a high downstream hazard potential pass 100 percent of the PMF.

Book excerpt: Inspection and evaluation indicate that the outlet facilities of Butterfly and Rainbow Lakes do not meet the criteria set forth in the guidelines for dams having the above size and hazard potential. Butterfly Dam is an intermediate size dam with a high hazard potential required by the guidelines to pass the PMF. It was determined that the outlet facilities will pass 20 percent of the PMF without overtopping the dam. Rainbow Dam is a small size dam with a high hazard potential required by the guidelines to pass from one-half PMF to the PMF. However, considering the high hazard potential to life (four families) and property downstream of the dam, the outlet facilities should be able to pass the PMF without overtopping the dam. It was determined that the outlet facilities will pass 15 percent of the PMF without overtopping the dam. The outlet facilities of Butterfly Dam will pass the 100-year flood without overtopping the dam. Rainbow Dam outlet facilities will not pass the 100-year flood. The 100-year flood is defined as a flood that has a 1 percent chance of being equalled or exceeded during any given year. Since the outlet facilities for the Butterfly Lake and Rainbow Lake Dams are not capable of passing a minimum of one-half (50 percent) of the PMF without overtopping the dam and causing failure, the outlet facilities are considered seriously inadequate and the dams are accordingly classified unsafe, non-emergency structures.

Book excerpt: The Pierce Lake Dam, Missouri Inventory Number 30999, was inspected. This dam is classified as small due to its 37 ft height and storage capacity of 681 ac-ft. A small dam is one which is less than 40 ft in height and impounds less than 1000 ac-ft of storage. The St. Louis District, Corps of Engineers, has classified this dam high hazard; we concur with this classification. The estimated damage zone, as determined by the St. Louis District, Corps of Engineers, extends approximately five miles downstream. The community of Richwoods and several other occupied structures are located within the estimated damage zone. The inspection and evaluation indicate that the dam is in generally poor condition. Specific deficiencies that were noted are insufficient spillway capacity, very steep downstream slope, high erodibility of the embankment materials and lack of maintenance and periodic inspections. Also deemed as a deficiency is the lack of any stability or seepage analyses.

The overall condition of the dam appears to be fair; however, several deficiencies were noted by the inspection team. These deficiencies included: seepage under the spillway slab; cracks and spalling of the concrete in the spillway; the erosion of the banks of the discharge channel of the spillway; the erosion of the upstream slope due to wave action; several shallow surface sloughs observed on the embankment slopes; the presence of saplingss and brush on the embankment slopes and trees along the downstream, right abutment/embankment contact; a need for periodic maintenance of the grass cover; and a lack of a maintenance schedule. There exists a need for periodic inspection by a qualified engineer. The lack of seepage and stability analyses on record is also a deficiency that should be corrected.

Considering the low height of dam (33 feet) and the small storage capacity (103 acre-ft), fifty percent of the PMF has been determined to be the appropriate spillway design flood. The 100-year flood (1 percent probability flood) will not overtop the dam. The 1 percent probability flood is one that has a 1 percent chance of being exceeded in any given year.

Book excerpt: Potosi Lake Dam is an earth dam constructed for recreational purposes. The main spillway is a 3-ft dia corrugated metal pipe (CMP), or culvert, which discharges into an unlined earth channel. A 2-ft dia CMP serves as the auxiliary spillway and discharges into the same channel. A siphon (12-in. dia steel pipe) crosses the dam at about the midpoint. It crosses under the road and rests on the downstream slope. It discharges at the dam toe. The inspection and evaluation indicate that the dam is in generally poor condition. Specific deficiencies that were noted are inadequate spillway capacity, the high potential for spillway blockage, the dense growth of large trees and brush on the downstream slope and along the upstream crest, and lack of maintenance and periodic inspections. Hydrologic/Hydraulic studies indicate that the 10 percent probability-of-occurrence event (10-yr flood) will cause overtopping of the dam. These analyses also indicate that the dam will be overtopped for a hydrologic event which produces greater than eight percent of the Probable Maximum Flood.
