Book excerpt: Stovers Dam is a 160 + or - year old earthfill embankment with a masonry spillway at its left end. The length of the embankment is approximately 250 feet and the maximum height is 25 feet. The 18 foot wide broadcrested spillway was originally three feet below the top of the dam, but has been raised a few inches. A gate structure, located on the upstream side, has been sealed off and the control on the 12-inch blowoff pipe is located in a valve pit near the downstream toe. This pipe is the only known pipe in the embankment and has no upstream closure control. Location: City of Lebanon and North Lebanon Township, Lebanon County, U.S. Quadrangle, Lebanon, PA.

In accordance with the Corps of Engineers' evaluation guidelines, the size classification of this dam is small and the hazard classification is high. These classifications indicate that the Spillway Design Flood (SDF) should be in the range of one-half the Probable Maximum Flood (PMF) to the full PMF. The recommended SDF for this structure is one-half the PMF. The spillway capacity is adequate for passing 29 percent of the PMF peak inflow without overtopping the dam. Failure of the embankment due to overtopping by one-half of the PMF would not significantly increase the risk to loss of life downstream. The spillway, therefore, is considered to be inadequate, but not seriously inadequate. Recommendations are presented for immediate action by the owner.

Book excerpt: Based on a visual inspection, operational history, and available engineering data, the dam is considered to be in good condition. The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2 PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possibly loss of life, the SDF is considered to be the PMF. Results of the hydrologic and hydraulic analysis indicate the facility will pass and/or store about 77 percent of the PMF prior to embankment overtopping. Consequently the spillway is assessed as being inadequate, but not seriously inadequate. Deficiencies noted by the inspection team included the following: (1) large trees rooted within the downstream embankment face; (2) a damaged and inadequate spillway discharge channel; and (3) a bent gate stem and partially obstructed outlet associated with the blowoff conduit.

The spillway, therefore, is considered to be inadequate. The following recommendations are presented for immediate action by the owner: (1) That provisions be made to increase the spillway capacity. (2) That the bare areas on the downstream slope be reseeded. (3) That the drop inlet structure be inspected for structural adequacy after the reservoir has been lowered. (4) That the struts in the spillway be removed and that the wooden waterway diversion poles be secured by other means. (5) That a formal surveillance and downstream warning system be developed for use during periods of high or prolonged rainfall. (6) That an operation and maintenance manual be prepared for guidance in the operation of the dam during normal and emergency conditions, and that a schedule be developed for the annual inspection of the dam and its appurtenant structures. Book excerpt: Ebenezer Dam is an earthfill structure, constructed in about 1820 by the Union Canal Company as a feeder for their canal. The embankment length is about 230 feet with a maximum height of 25 feet. The spillway chute, located in the right abutment, makes a sharp drop and bend about 55 feet from the centerline dam and then parallels the embankment abutment and toe and joins the original steambed near the left abutment of the embankment. An abandoned gate structure at the upstream toe of the dam provides an uncontrolled upstream discharge through a 20-inch cast iron pipe. This pipe is closed off at the downstream end by a 12-inch inoperable valve in a small stone /headwall structure. (Author).

Book excerpt: Pole Run Dam No. 4 is a 30 foot high earthen embankment across Pole Run, a tributary of North Mahanoy Creek. The 780 foot long dam impounds a nine acre reservoir within an 0.58 square mile drainage basin. Very limited data exists regarding the physical features of the dam. The average measured downstream slope is 2H:1V, and the slope is covered with stone and vegetation. Since the average freeboard of the structure is less than one foot at normal pool level, the upstream slope could not be measured. A portion of the upstream slope is covered with stone, and this stone could be seen to extend at least two feet below the water and it is probable that it extends several feet below that elevation. The crest width ranges from 15 feet to 27 feet. The spillway is located at the right abutment, and consists of an open concrete channel with concrete retaining walls. The water supply intakes could not be inspected as they are below water and the pipes are buried in the embankment. The outlet pipes were inspected and three pipes were found. Near the toe of the dam, valves were located which are presumably used to control flow through the pipes.

Book excerpt: Memorial Lake Dam was constructed in 1945 as a recreational facility for the Indiantown Gap Military Reservation. The 760 foot long rolled earthfill embankment has a maximum fill height of 37 feet above the original streambed. Reference is made to Appendix F, Plates III and IV, for a general plan and typical section. A cutoff trench was excavated along the centerline of the dam and a concrete cutoff wall was placed in this trench. A 110 foot long ogee spillway was excavated in the left abutment. It has a weir crest elevation of 430.0, which is 8 feet below the top of dam. The ogee discharges the water to an eight foot deep stilling basin. A control tower is located 12.5 feet upstream from the centerline dam. Flow through the 48-inch conduit is controlled inside the tower by a 48-inch sluice gate or by a gated weir also located inside the tower and near normal pool elevation.(Author).
