Book excerpt: Olyphant No. 3 Dam is an earthfill embankment 760 feet long and 37 feet high at its maximum section. The embankment has a puddled impervious core and riprap on both the upstream and downstream slopes. The spillway is located at the right abutment of the dam. It is an excavated, riprapped channel with irregular geometry. The invert of the channel is 2.6 feet below the design level of the top of the dam. A 12-inch diameter cast-iron pipe with a valve at the downstream end extends through the center of the embankment and regulates flows. Olyphant No. 2 Dam is 0.5 mile downstream. The dam is located on Grassy Island Creek approximately 1.7 miles east of the Village of Winton, Pennsylvania.

The spillway can pass 29 percent of the Probable Maximum Flood (PMF) without overtopping of the dam. Failure of the dam would cause an increase hazard to loss of life downstream. As a whole, the dam is judged to be in fair condition. The spillway gravity weir does not have any significant deviations from the guidelines for stability, since the toe pressure is well below the allowable. There is no evidence of instability on the embankment.

The assessment of the general condition of the dam is based upon available data and visual inspections. Detailed investigation, and analyses involving topographic mapping, subsurface investigations, testing, and detailed computational evaluations are beyond the scope of a Phase I investigation; however, the investigation is intended to identify any need for such studies. In reviewing this report, it should be realized that the reported condition of the dam is based on observations of field conditions at the time of inspection along with data available to the inspection team. In cases where the reservoir was lowered or drained prior to inspection, such action, while improving the stability and safety of the dam, removes the normal load on the structure and may obscure certain conditions which might otherwise be detectable if inspected under the normal operating environment of the structure.

The upstream slope is 3H:1V and covered with riprap to elevation 1085. The core trench is 10 feet wide and averages approximately 5 feet deep. The embankment is homogeneous and contains no distinct zones. The spillway is located on the left (north) abutment. The spillway approach is cut in earth and is trapezoidal in shape. The concrete ogee weir is 80 feet long. The spillway approach channel is approximately 600 feet long. The spillway exit channel is approximately 230 feet long and consists of a concrete lined chute. The drawdown conduit consists of a 48 inch concrete pipe. The drawdown conduit is regulated by a valve located in a control tower in the upstream portion of the embankment.

Book excerpt: Based on visual inspection, available records, calculations, past operational performance, and according to criteria established for these studies, Spring Brook Intake Dam is judged to be in good condition. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. Based on the criteria and the downstream conditions, the selected Spillway Design Flood (SDF) at the dam is the Probable Maximum Flood (PMF). The existing spillway will pass about 53 percent of the PMF without overtopping of the dam. The spillway capacity is rated as inadequate. If the low area on the top of the dam were filled to the design elevation, the spillway would pass about 56 percent of the PMF, and it would still be rated as inadequate. The only stability problem evident at the dam is a bulge on the upstream slope of the embankment. The main and auxiliary spillway weirs have no significant deviations from the OCE guidelines for stability of gravity structures. There are two emergency drawdown facilities at the dam. One of these facilities is operational, but because of its small size, its ability to draw down the pool is marginal. The ability of the other facility to function is uncertain.
