Book excerpt: Eaton Dam (also known as Bull Reservoir) is an earth embankment, straight in plan, with a spillway channel in excavation around its right end. The embankment has a maximum height of 22 feet and a length of 840 feet. The upstream slope is 3H:IV (Horizontal to Vertical), the downstream slope is 2H:IV, and the crest is 20 feet wide. The 14-inch cast-iron pipe outlet was laid in an excavation on a concrete cradle provided with concrete cutoffs. The control valve is located in a tower in the upstream slope is provided with riprap and the downstream slope is grass covered. The 20-foot wide clay core of the dam extends throughout the entire length of the embankment. Eaton Dam is located in a small drainage area tributary to French Creek, approximately 4.5 miles southeast of the Borough of North East, Erie County, Pennsylvania, less than 0.5 mile from the Pennsylvania-New York border.

Book excerpt: PA 480 was designed by the U.S. Department of Agriculture, Soil Conservation Service (SCS) for floodwater detention. The total length of the dam is 555 feet, including the emergency spillway on the right abutement; the maximum height of the dam is 66 feet. The principal spillway is a drop-inlet structure consisting of a two-stage reinforced concrete riser connected to a 30 inch diameter reinforced concrete outlet pipe. The low-level inlet on the concrete riser is a 9 inch high by 15 inch wide orifice; this inlet maintains the normal pool level. There is 25.1 acre-feet of storage at normal pool level, all of which is reserved for a 50-year accumulation of sediment. Hydraulic/hydrologic evaluations, revealed that the spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for PA 480. The 1/2 PMF was selected as the SDF. The spillway is therefore considered to be 'adequate'.

The dam consists of an earth embankment approximately 320 feet long, with a maximum height of 67 feet from the downstream toe and a crest width of 14 feet. The flood discharge facilities for the dam consist of a drop inlet primary spillway located at the center of the embankment and an emergency spillway on the left abutment (looking downstream). The primary spillway structures consist of a two-stage reinforced concrete riser, a 24-inch-diameter reinforced concrete conduit and a reinforced concrete impact basin at the downstream end of the outlet conduit. The emergency spillway is a 50-foot-wide trapezoidal earth channel excavated into the left abutment. The reservoir outlet for the dam consists of a 12-inch steel pipe extending from the upstream toe of the dam to the drop inlet structure. Flow through the reservoir outlet is controlled by a manually operated sluice gate located in the drop inlet structure. The dam is located on an unnamed tributary of Harmon Creek approximately one mile west of Hanlon Station in Hanover Township, Washington County, Pennsylvania.

Corps of Engineers guidelines recommend the Probable Maximum Flood (PMF) as the Spillway Design Flood for a large size significant hazard dam. Montour No. 4 Refuse Bank's Spillway Design Flood is the Probable Maximum Flood. Reservoir capacity is 'adequate' because the non-overtopping flood inflow was found, by using the HEC-1 computer program, to be in excess of 100 percent of the PMF.

Book excerpt: Lake Rene Dam consists of an earth embankment approximately 900 feet long with a maximum height of 82 feet from the downstream toe and a crest width of 60 feet. Lake Rene Dam is one of three dams which impound Lake Rene. The other two dams are Wolf Creek Dam, located at the west end of the reservoir, and Galion Bay Dam, located on the south side of the reservoir. Lake Rene Dam, which was constructed in 1955, was the original dam at the site. The original dam impounded a reservoir with a surface area of approximately 240 acres at normal pool elevation (Elevation 1658). The Wolf Creek and Galion Bay dams were constructed in 1971, increasing the surface area of the reservoir to approximately 310 acres at normal pool level of Elevation 1662.5. Based on the evaluation of the existing conditions, the condition of Lake Rene Dam is assessed to be unsafe due to numerous seeps and slumps on the downstream face of the dam and due to lack of operable outlet works for the reservoir. However, it is not an emergency condition.

The structure consists of a zoned, earthfill embankment approximately 29 feet high and 400 feet long. Based on observations made during the visual inspection, data available from the Pennsylvania Department of Environmental Resources' (PennDER) files, and information obtained from interviewing North East Borough personnel and representatives from Hill and Hill Engineers, North East; the dam is considered to be in poor overall condition. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District of the U.S. Army Corps of Engineers for Phase I Inspection Reports, revealed that the spillway will pass the 100-year flood without overtopping the dam. Therefore, the spillway is considered 'adequate'. It is recommended that the owner initiate a feasibility study to determine if the reservoir is necessary for meeting the water requirements of the borough or whether the effort could be better spent upgrading one of its other reservoirs to meet the requirement for potable water.

The dam and reservoir, owned by the Ligonier Township Municipal Water Authority, are used for water supply. The dam was found to be in good overall condition at the time of inspection. Hydraulic/hydrologic evaluations, performed in accordance with procedures established by the Baltimore District, Corps of Engineers, for Phase I Inspection Reports, revealed that the spillway will pass approximately 35 percent of the Probable Maximum Flood (PMF) before overtopping will occur. A spillway design flood (SDF) in the range of the 1/2 Probable Maximum Flood (1/2 PMF) to the PMF is required for Ligonier Dam. Because of the relative small size of the impoundment the 1/2 PMF was chosen as the SDF. It was determined that during the 1/2 PMF the low area on the embankment would be overtopped by a depth of 0.66 foot and a duration of 4.50 hours. Because a limiting criteria of one foot or greater depth of overtopping and a duration of 2 hours was estimated for this dam, it was concluded that a dam failure during the 1/2 PMF is unlikely to occur.

Book excerpt: The New Dam consists of an earth embankment approximately 330 feet long with a maximum height of 37 feet from the downstream toe and a crest width of 32 to 35 feet. The flood discharge facilities for the dam consist of a combined primary and emergency spillway located on the right abutment (looking downstream). The spillway is an earth channel excavated into the right abutment and includes neither an overflow control structure, nor an energy dissipation structure at the downstream end. The width of the channel varies from 30 feet at the upstream end to 20 feet at the downstream end. The channel follows the right abutment for approximately 200 feet, then turns left, and discharges freely over the hillside into the stream valley. The outlet works consist of a 24-inch cast-iron blowoff pipe and a concrete intake tower. The concrete intake tower is located on the upstream side of the dam approximately mid-height of the embankment. All the operating equipment on the intake tower has seriously deteriorated and is no longer functional. The blow-off pipe appears to extend 50 to 100 feet further upstream from the intake tower. No low-level intake structure was visible. Flow through the outlet conduit is controlled by a valve located at the downstream end. The valve was reportedly left open to draw down the lake.
