The embankment is 974 feet long and 41 feet high at maximum section. A masonry gravity retaining wall, which acts as the spillway training wall, is at the right end of the embankment. The outlet works, which is near the middle of the embankment, consists of a masonry and corrugated metal intake structure with sluice gates, a 12-inch diameter cast-iron pipe(CIP), and a valve house at the toe of the dam. The intake structure is located on the upstream slope of the embankment; a bridge extends to it. Water supply pipes also extend from the intake structure. The masonry gravity spillway is at the right abutment of the dam. Its crest is 3.0 feet below the design elevation of the top of the dam and is 33.0 feet long. The spillway channel has a variable bottom width and a masonry gravity training wall on the left. The spillway channel extends along the right side of the valley.

The spillway will pass the Probable Maximum Flood (PMF) without overtopping the dam. Based on criteria established for these studies by the Department of the Army, Office of the Chief of Engineers (OCE), the spillway capacity is rated as adequate. The existing spillway can accommodate a flood with a peak inflow of 146 percent of the PMF flow. If the low areas of the top of the embankment were brought up to design grade, the spillway could accommodate a flood with a peak inflow of 154 percent of the PMF peak inflow.

The crest width of the dam is 17 feet. The upstream slope is 3H:1V and the downstream slope is 2.5H:1V. Both the upstream and downstream slopes are grass covered. Some riprap exists on the upstream slope. The principal spillway consists of a reinforced concrete riser and a 30 inch reinforced concrete pipe which passes under the dam. The top of the riser unit is provided with an anti-vortex device. A gate valve is provided on an inlet pipe just inside the riser unit. Based on our hydraulic and hydrologic analysis it was determined that the spillway and reservoir are capable of controlling approximately 52% of the PMF. Based on criteria established by the Corps of Engineers, the spillway is termed inadequate. No major deficiencies were observed during the inspection. Seepage was noted at the left abutment contact and did not appear to be excessive. Erosion was observed at the outlet structure for the spillway and drainline.

Book excerpt: Campbells Ledge Dam is two homogeneous earthfill embankments, both with reinforced-concrete core walls. The embankments are located at either end of the reservoir, which extends in a north-south direction. The north, or upstream, embankment is 590 feet long and 12 feet high at its maximum section. A canal flows into the reservoir at the east end of the embankment. The canal carries discharges from Falling Springs Dam. The flows are diverted into the canal to Campbells Ledge Dam by the Falling Springs Diversion Structure. The north embankment has no outlet works or spillway. The south, or downstream, embankment is 750 feet long and 33 feet high at its maximum section. A morning glory spillway, whose variable crest elevation weir is 14 feet in diameter, is located near the middle of the embankment. The dam is located on Campbells Ledge Creek, 1.5 miles northwest of Duryea, Pennsylvania.

Book excerpt: The assessment of Pine Run Dam No. 1 is based upon visual observations made at the time of inspection, review of available records and data, hydraulic and hydrologic computations and past operational performance. Pine Run Dam No. 1 appears to be in poor condition. Severe deterioration of the downstream slope, in particular, the overflow section, exists. The concrete has extensive cracks, and deteriorated portions. Seepage is passing through portions of the dam and under the spillway slabs. The mortar between the masonry blocks on the exposed downstream slope has eroded. The concrete buttresses have severely deteriorated and show stress cracks. The stability analysis conducted for this study which was based on assumed strength parameters indicates that the dam is unstable with water levels corresponding to the top of the non-overflow section (elevation 949.0). Pine Run Dam No. 1 is a high hazard-intermediate size dam. The recommended spillway design flood (SDF) for this dam is the PMF. The spillway and reservoir are capable of controlling approximately 30% of the PMF without overtopping the embankment. Based on criteria established by the Corps of Engineers, the spillway is termed seriously inadequate. If Pine Run Dam No. 1 fails due to overtopping, the hazard to loss of life and property immediately downstream of the dam would be significantly increased from that which would exist just prior to the overtopping. Pine Run Dam No. 1 is classified as an unsafe non-emergency dam. (Author).

The size classification of the facility is small and its hazard classification is considered to be high. In accordance with the recommended guidelines, the Spillway Design Flood (SDF) for the facility ranges between the 1/2-PMF (Probable Maximum Flood) and the PMF. Due to the high potential for damage to downstream structures and possible loss of life that could be associated with a sudden breach of the embankment, the SDF is considered to be the PMF. Results of hydrologic and hydraulic analysis indicate the spillway for Wadham Creek Dam is capable of passing and/or storing the PMF. Consequently, the spillway is considered adequate.

Book excerpt: The Lake of the Four Seasons Dam consists of two earthfill impounding structures. The main embankment (dam) is an earthfill dam, 1500 feet long and 29 feet high. At the left abutment of the main embankment (dam) are two spillways. One spillway consists of a concrete culvert type spillway, modified to function as an orifice. Immediately adjacent to the concrete structure at the left abutment is an open earth cut channel which serves as a temporary auxiliary spillway for the dam. The second impounding structure (dike) is located approximately 1/2 mile southwest of the main embankment. The dike is approximately 600 feet long, and 26 feet high. A permanent concrete ogee spillway is located approximately 500 feet southwest of the dike on the left abutment. The spillway and reservoir are capable of controlling approximately 54% of the PMF. Definitions used by the Corps of Engineers indicate that the spillway should be rated as inadequate. However, the temporary and permanent (as designed) auxiliary spillway has the potential for erosion of the exit channel and subsequent erosion of the toe of dam. It is possible that a failure of the dam could result at less than 1/2 PMF by erosion of the embankment toe.
