CSR can also be extended to public libraries, because public libraries are considered as ‘social institutions’ providing basic information for social, economic and cultural development of citizens; and to sustain lifelong learning for students. Public libraries play a vital role in disseminating existing knowledge and promote the creation of new knowledge.

NHA asked the Council on Library and Information Resources (CLIR) to evaluate the experiences of cultural institutions with digitization projects to date and to summarize what has been learned about the advantages and disadvantages of digitizing culturally significant materials. Findings revealed that digitization often raises expectations of benefits, cost reductions, and efficiencies that can be illusory and, if not viewed realistically, have the potential to put at risk the collections and services libraries have provided for decades. One such false expectation--that digital conversion has already or will shortly replace microfilming as the preferred medium for preservation reformatting--could result in irreversible losses of information. This paper defines digital information; identifies weaknesses of digitization as a preservation treatment; discusses the benefits and drawbacks of digital technology for access; and highlights issues institutions must consider in contemplating a digital conversion project. The chosen name LIBER (Ligue des Bibliothèques Européennes de Recherche) was redolent of both books and freedom. The continent of Europe was divided into two separate blocs of West and East with very few contacts between librarians and scholars; in the late 1980s came the sudden collapse of Communism in Central and Eastern Europe and its consequences for libraries; and, thereafter, there arrived a ?new dawn? of renewed contacts between librarians and restored co-operation between research libraries across the whole of Europe leading to the robust research network that is being built today.
