The assessment covers five Assemblies (4th–8th) and focuses specifically on lawmaking, cost of running the National Assembly, and the budget making process. It empirically assesses the effectiveness of the Nigerian national legislature beyond previous emotional and sentimental evaluations of the institution. It has developed a model ‘Institutional Legislative Effectiveness Score’ used in assessing the institutional performance of the National Assembly from two perspectives: first, by comparing the performances of the two chambers in the same Assembly; and second, by comparing the performances of the institution across Assemblies. Aside lawmaking, the book also covers the major topical issues that characterized public evaluation of the institution. These include: size of the institution, budgeting process, cost of funding the institution, and the debate on the appropriate way in reforming the National Assembly.

Book excerpt: In this report the Public Administration Select Committee recommends that departmental press officers and government statistics staff should work together much more closely to ensure that press releases give an accurate and meaningful picture of the truth behind the figures. Government statistics press releases do not always give a true and fair picture of the story behind the statistics, sometimes going too far to create a newsworthy headline. And the Committee says the ways that statistics are presented can be a challenge even for expert users. The lay user is left confused and disengaged. The Office for National Statistics website makes figures hard to find and statistics are often presented in a confusing way, for example, in formats which are not easily understandable. Other recommendations include: the UK Statistics Authority should work proactively to bring together and clearly present key statistics, from various sources, around common themes or events, such as elections and referendums, as well as broader topics such as the labour market and economic trends; the ONS website must be improved; the Statistics Authority should find more creative ways of communicating statistics, for example, through interactive guides; publication of more raw data in machine-readable format for experts who want the full results, not just the edited highlights presented in releases for a mass audience; government statisticians produce thousands of pieces of data on demand, known as 'ad hoc statistics' and these should be published proactively, rather than simply in reaction to requests.

Book excerpt: This book explores the independence of official statistics and describes the various legal and professional norms, institutional arrangements, instruments and practices that statisticians have developed over recent decades to protect their work from political interference. It argues that this ‘drive for independence’, which saw the replication of these norms, arrangements, and instruments across countries, was largely led by the international epistemic community of statisticians, and it identifies some of the paths and processes that enabled this drive. The study conducts an overall, multi-dimensional, and detailed comparative examination of the thirty-eight OECD countries’ norms, arrangements, and practices regarding the institutional and professional independence of official statistics. For that purpose, several dimensions have been surveyed and an index has been built that allows patterns and clusters to be uncovered among the OECD countries, shedding light on the variations that can be observed from one subgroup of countries to another. The issue of the independence of official statistics has been at the heart of several recent statistical controversies, including that of Greece’s debt, censuses in Canada and the United States, the Argentinian cost of living index, and some recent cases of resignation or dismissal of senior statisticians in various countries. Such independence has been a major topic of discussion in the epistemic community since the turn of the century, and concerns have also been addressed more widely, in the media. The subject of the book is particularly relevant as official statistics also play a significant role in monitoring the progress of the United Nations’ Sustainable Development Goals. This book will appeal to anyone interested in the topic of official statistics and to students of government in general.

Recommendations are made for improving the data collection framework. Special attention has been given to the comparability of commodity coding systems, comparability of terms and definitions at the national and international levels, conversion factors to convert volume and weight, double counting and the coverage of production and trade of tropical timber and its products. This relates to the efforts of the ECE, FAO, EUROSTAT and ITTO who jointly collect such statistics from their member states, with the aim to streamlining the collection process and to reducing the burden for their statistical correspondents. Data on commercial trade of all commodities, among which forest products, is also collected by UN - COMTRADE and Eurostat - COMEXT. The possible use of their data for reporting to the joint questionnaire is used.
