For more than a decade, nongovernmental organizations (NGOs) and grassroots movements have formed transnational coalitions to reform the World Bank and the governments that it funds. The Struggle for Accountability assesses the efforts of these groups to make the World Bank more publicly accountable. The book is organized into four parts. Part I describes the NGOs and grassroots movements that are the book's central focus. Part II presents case studies of four projects that provoked the emergence of transnational advocacy coalitions: Indonesia's Kedung Ombo dam, the Mt. Apo geothermal plant in the Philippines, Brazil's Planaforo Amazon development project, and the remarkable campaign of Ecuador's indigenous people to influence national economic policy that led to their participation in the design of a development loan. Book excerpt: Big dams built for irrigation, power, water supply, and other purposes were among the most potent symbols of economic development for much of the twentieth century. Of late they have become a lightning rod for challenges to this vision of development as something planned by elites with scant regard for environmental and social consequences—especially for the populations that are displaced as their homelands are flooded. In this book, Sanjeev Khagram traces changes in our ideas of what constitutes appropriate development through the shifting transnational dynamics of big dam construction. Khagram tells the story of a growing, but contentious, world society that features novel and increasingly efficacious norms of appropriate behavior in such areas as human rights and environmental protection. The transnational coalitions and networks led by nongovernmental groups that espouse such norms may seem weak in comparison with states, corporations, and such international agencies as the World Bank. Yet they became progressively more effective at altering the policies and practices of these historically more powerful actors and organizations from the 1970s on. Khagram develops these claims in a detailed ethnographic account of the transnational struggles around the Narmada River Valley Dam Projects in central India, a huge complex of thirty large and more than three thousand small dams. He offers further substantiation through a comparative historical analysis of the political economy of big dam projects in India, Brazil, South Africa, and China as well as by examining the changing behavior of international agencies and global companies. The author concludes with a discussion of the World Commission on Dams, an innovative attempt in the late 1990s to generate new norms among conflicting stakeholders.

This volume is the result of a Workshop on the Inspection Panel which was organised in Lund by the Raoul Wallenberg Institute of Human Rights and Humanitarian Law and co-sponsored by the World Bank. Its purpose is to look for common ground in areas of mutual interest and to offer a substantive collection of ideas which can prove useful for the future work of the Inspection Panel and similar institutions. Such undertakings must include human rights education and training for the officialdom of national governments and international organisations, as well as for the individuals and groups who stand to benefit from the implementation of the international standards and monitoring exercises, where independent and impartial experts scrutinise the conduct of national and international actors.

The WUAs in the study areas of the selected states were interviewed to capture the dynamics of community based irrigation management. Under different command areas, the study analysed system performance of PINS with MIS such as drip and sprinklers in terms of their functioning, costs and benefits, adoptability. The study finds beneficial impact of PINS investment on cropped area, irrigation area, farm production as well as water and energy savings. The book will be very useful for those who are interested in policies and governance issues related to irrigation water management in the country and the selected states in particular.
