Book excerpt: This 2019 Article IV Consultation with Namibia discusses that with the temporary stimuli now ended, the economy is rebalancing while the government is implementing a significant fiscal consolidation. A likely slow recovery, the need for further fiscal adjustment to bring public debt to a sustainable path, persistent inequalities and structural impediments to growth, point to a challenging outlook. Immediate measures are needed to deliver the authorities’ fiscal adjustment plans and bring public debt to a sustainable path. Policies should combine spending reductions and revenue increases that support long-term growth. Better targeting of cash transfers would protect the poor. Structural reforms are urgently needed to strengthen productivity and external competitiveness and boost long-term growth. Reforms should streamline business regulations, contain public sector wage dynamics, and reduce costs of key production inputs. Over time, it is important to remove non-tariff barriers to exports, foster the adoption of new technologies, and address shortages of skilled workers.

Book excerpt: This 2006 Article IV Consultation highlights that with generally prudent macroeconomic policies, Namibia has enjoyed robust growth, moderate inflation, and strong external surpluses. Growth is expected to increase to 41⁄2 percent in 2006, after 41⁄4 percent in 2005, owing in part to a recovery in diamond production. Rising oil prices and interest rates have not yet noticeably affected activity. Public debt is poised to rise again over the medium term in light of an expected decline in custom union (SACU) receipts and an increase in spending to address Namibia’s development needs.

After a sharp contraction in 2020, with worsening fiscal imbalances and socio-economic disparities, a modest recovery began in 2021 and strengthened in the first half of 2022. Mining activity rebounded while manufacturing and tertiary sector activities gradually started to recover. Inflationary pressures have increased, as higher international oil and food prices due to Russia’s war in Ukraine were passed-through. The political context remains stable, with elections scheduled in 2024.

Book excerpt: This 2004 Article IV Consultation highlights that Namibia’s real GDP growth accelerated to an estimated 41⁄4 percent in 2004, after averaging about 3 percent during the preceding five years. Growth benefited from declining interest rates, as the Bank of Namibia took advantage of declining inflation pressures and reduced its key policy rate in several steps from 123⁄4 percent in January 2003 to 71⁄2 percent in July 2004. Executive Directors have welcomed the recent rise in GDP growth, decline in inflation, and strengthening of the external current account surplus.

GDP sharply decelerated in 2016 and contracted in 2017 as construction in the mining sector came to an end and the government began consolidating. With the economy contracting and Southern Africa Customs Union’s receipts temporarily increasing, the current account balance improved significantly. The outlook remains positive with considerable vulnerabilities and risks. Growth is projected to resume in 2018, as mining production ramps up, construction activity stabilizes and manufacturing recovers, before converging to a long-term rate of about 3.5 percent, below the average of recent years.

Book excerpt: Namibia was negatively impacted by the 2008 global financial crisis, reversing years of strong economic performance and deteriorating both fiscal and external positions. Accordingly, the authorities have committed to undertake fiscal consolidation with a view to reduce the fiscal deficit to 2.6 percent of GDP by 2014. IMF staff emphasized the need for an earlier withdrawal of stimulus measures and ambitious fiscal consolidation. Staff also called for streamlining fiscal rules with the debt-to-GDP ratio to help isolate fiscal policy from volatile Southern Africa Customs Union (SACU) revenues.

Public debt is rising rapidly, from a low base. The authorities intend to unwind the fiscal expansion in 2014. Fiscal consolidation would help keep public debt to a manageable level, support the economy’s external position, and provide room to maneuver if further shocks arise, including a potential fall in revenues from the Southern African Customs Union. The authorities reaffirmed their intention to support the exchange rate peg against the South African rand.

Preliminary data for the first half of 2013 suggest that growth has moderated; the slowdown reflects weak global demand for exports, which more than offset the solid growth in the non-mineral sector, most notably in retail trade. At end-October 2013, inflation stood slightly below 5 percent. The IMF Staff projects that output growth would further moderate to about 4 percent in 2013. Mineral exports will likely remain subdued on account of weak external demand with growth slowing in Namibia’s major trading partners.

Book excerpt: This 2015 Article IV Consultation highlights that Namibia’s GDP growth slightly moderated to 4.2 percent in 2014, largely owing to lower global demand for Namibia’s main export commodities. Inflation remained contained, owing to low international commodity prices. The government’s large-scale fiscal program contributed to job creation, and unemployment declined somewhat. Namibia’s growth outlook is clouded with downside risks, while facing significant policy challenges. Its main policy challenges are therefore to strengthen its resilience to exogenous shocks and manage systemic risks in the financial sector, while promoting inclusive growth and job creation.

Book excerpt: This 2005 Article IV Consultation highlights that Namibia recorded robust real GDP growth, falling inflation, a strong external current account surplus, and continued low external indebtedness over the last two years. Real GDP grew by 6 percent in 2004, as new marine technologies prompted a surge in diamond production and most other sectors of the economy showed solid economic activity, aided by a decline in interest rates. Growth slowed in 2005, as diamond production fell relative to the high production base of the previous year and growth rates in other sectors moderated somewhat.

Strong policy frameworks and expansionary domestic policies have contributed to macroeconomic stability, robust growth, and rising living standards. Yet deep-rooted structural impediments have kept unemployment high and unresponsive to growth, contributing to persistently high inequality. The outlook remains positive with considerable vulnerabilities and risks. Growth is projected to temporarily weaken to 1.6 percent in 2016 as the construction of large mines ends and the government starts consolidating.

Available in PDF, EPUB and Kindle. Book excerpt: Namibia has shown resilience to the negative shocks from the COVID-19 pandemic and Russia’s war in Ukraine. Output has recovered to the pre pandemic level, inflation has fallen below 6 percent, and expectations remain anchored. Official reserves, at 4.7 month of imports in September, exhibit adequacy consistent with the peg to the rand. Prospects are brightened with discovery of oil and gas reserves. At the same time, Namibia is poised to benefit from the global pivot to green energy through its signature Green Hydrogen Project. Meanwhile, the challenge of improving public sector efficiency and reducing the large wage bill, not only for the sake of preserving debt sustainability, but also for the Namibian people to benefit the most from these new developments, remains paramount. Elections are scheduled for 2024.
