The predecessor to the modern OMB was founded in 1921, as the Bureau of the Budget within the Treasury Department. President Franklin D. Book excerpt: Since its independence in January 1948, Myanmar has tried to find a way to deal with (at one time) ideologically hostile and traditionally chauvinistic China which has pursued a foreign policy aimed at restoring its perceived influence in Myanmar. To counter China's attempts to influence Myanmar's foreign policy options has always been a challenge for the Myanmar government. Since the 1950s, successive Myanmar governments have realized that Myanmar's bilateral relations with the People's Republic of China should best be conducted in the context of promoting the Five Principles of Peaceful Coexistence, the Bandung spirit and the Pauk-Phaw (kinsfolk) friendship. The term Pauk-Phaw is exclusively devoted to denote the special nature of the Sino-Myanmar relationship. This work argues that Myanmar's relationship with China is asymmetric but Myanmar skilfully plays the "China Card" and it enjoys considerable space in its conduct of foreign relations. So long as both sides fulfill the obligations that come under "Pauk-Phaw" friendship, the relationship will remain smooth. Myanmar has constantly repositioned her relations with China to her best advantage. Myanmar's China policy has always been placed somewhere in between balancing and bandwagoning, and the juxtaposition of accommodating China's regional strategic interests and resisting Chinese influence and interference in Myanmar's internal affairs has been a hallmark of Myanmar's China policy. This is likely to remain unchanged.

The fourth coup of 1 February 2021 was the latest by the military to control those aspects of society it deemed essential to its own interests, and its perception of state interests. The military’s institutional power was variously maintained by rule by decree, through political parties it founded and controlled, and through constitutional provisions it wrote that could not be amended without its approval. This fourth coup seems a product of personal demands for power between Senior General Min Aung Hlaing and Aung San Suu Kyi, and the especially humiliating defeat of the military-backed party at the hands of the National League for Democracy in the November 2020 elections. The violent and bloody suppression of widespread demonstrations continues, compromise seems unlikely, and the previous diarchic governance will not return. Myanmar’s political and economic future is endangered and suppression will only result in future outbreaks of political frustration.

Book excerpt: This edited volume examines the concept of overhangs or legacies or negative stereotypical images in international relations and their impact on bilateral relations between geographically proximate states in East Asia. The case studies chosen — Japan-Korea, Japan-China, Vietnam-China, Thailand-Myanmar and Thailand-Cambodia — demonstrate conclusively that bilateral overhangs or legacies have a significant impact on contemporary international relations. Such images are regularly replicated and stoked by a variety of constituencies including state agencies for their own selfish interests. The evidence also points to the fact that such bilateral relationships are relatively self-contained and often operate with their own dynamics. Powerful condensation symbols are appropriated to weave a story of the virtuous self and the stereotypical other. This negative image and its replication is important to an understanding of turbulent bilateral relations in East Asia and also helps to inform how such relations can be brought to an even keel.

Since 2011, the removal of Western sanctions and new foreign investments have resulted in high rates of economic growth and an expanding middle class, albeit from a very low base. In a result unthinkable a few years earlier, former political prisoner and Nobel laureate Aung San Suu Kyi and her party, the National League for Democracy (NLD), formed a national government in early 2016. However, despite significant political and economic reforms since the liberalisation process commenced, the transition to civilian rule remains constrained by the military’s 2008 Constitution, which guarantees that it operates unfettered by civilian oversight. As a result, although some ethnic conflicts have abated, others continue to fester and new conflicts have erupted. With a daunting task ahead the NLD government has made some progress in removing the vestiges of repressive military-era laws but many remain untouched and some of the practices of the new government provide unwelcome reminders of its authoritarian history.
