Book excerpt: The reason for this trend is twofold: the decline of FDI after 1996 was due to the Asian financial crisis that occurred in 1997, and economic sanctions against Myanmar by the U. [...] Although Myanmar currently has the lowest per capita GDP among the CLMV countries, limiting the size of its market and deterring investment, once it resolves some of the aforementioned market conditions, Myanmar will have a sizable comparative advantage over the others when it comes to resource-seeking FDI, especially in terms of the diversity of its natural resources, such as timber, gems and nat. [...] It is bound by China to the north and northeast, Laos to the east, Thailand to the east and southeast, and India to the northwest. [...] In order to procure resource sources and elevate its relative power in the region, scholars and strategists in South Korea have suggested building a so called Asian Crescent of Peace and Prosperity, spreading Korean cultural and eco- nomic cooperation throughout Central and Southeast Asia in order to increase South Korea's soft power and balance its eco- nomic and diplomatic position within a Nort. [...] In the long-run, however, Myanmar needs to attract greater FDI that and economic assistance for industrial and agricultural development, in order to establish the structural foundations for sustainable economic development.

The nature of the ‘emerging state’ is characterized by its attitude toward economic development and industrialization. Emerging states have engaged in the promotion of agriculture, trade, and industry and played a transformative role to pursue a certain path of economic development. Their success has cast doubt about the principle of laissez faire among the people in the developing world. This doubt, together with the progress of democratization, has prompted policymakers to discover when and how economic policies should deviate from laissez faire, what prevents political leaders and state institutions from being captured by vested interests, and what induce them to drive economic development. This book offers both historical and contemporary case studies from Japan, South Korea, Taiwan, Singapore, Indonesia, Malaysia, Myanmar, Ethiopia, Kenya, and Rwanda. During the review, the lack of information on the business conditions on the ground was found to be a serious impediment to the development of appropriate polices. To address this, a joint business survey with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) was conducted, providing a rich dataset of 3 000 firms in all sectors and regions to help in understanding characteristics and the challenges they face. This publication explores the results in depth, in order to develop policies that address challenges and promote private sector development in Myanmar.

In the 1950s, South Korea’s GDP per capita was $876, roughly comparable with that of Cote d’Ivoire and somewhat below Ghana’s. But how was it that South Korea succeeded in multiplying its GDP per capita by a factor of 23, while other Less Developed Countries continue to experience challenges? This book compares South Korea’s politics of development and foreign assistance with that of Ghana, Nigeria, and Zambia, which were also major recipients of the U.S. aid, to investigate the specific contexts that made it possible for South Korea to achieve success. Overall, this book argues that effective state capacity in South Korea’s domestic and international politics provided an anchor for diplomatic engagement with donors and guided domestic political actors in the effective use of aid for economic development. In South Korea at the Crossroads, Scott A. Snyder examines the trajectory of fifty years of South Korean foreign policy and offers predictions—and a prescription—for the future. Pairing a historical perspective with a shrewd understanding of today’s political landscape, Snyder contends that South Korea’s best strategy remains investing in a robust alliance with the United States. Snyder begins with South Korea’s effort in the 1960s to offset the risk of abandonment by the United States during the Vietnam War and the subsequent crisis in the alliance during the 1970s. A series of shifts in South Korean foreign relations followed: the “Nordpolitik” engagement with the Soviet Union and China at the end of the Cold War; Kim Dae Jung’s “Sunshine Policy,” designed to bring North Korea into the international community; “trustpolitik,” which sought to foster diplomacy with North Korea and Japan; and changes in South Korea’s relationship with the United States. Despite its rise as a leader in international financial, development, and climate-change forums, South Korea will likely still require the commitment of the United States to guarantee its security. Although China is a tempting option, Snyder argues that only the United States is both credible and capable in this role. South Korea remains vulnerable relative to other regional powers in northeast Asia despite its rising profile as a middle power, and it must balance the contradiction of desirable autonomy and necessary alliance.
