Book excerpt: Refiguring Women, Colonialism, and Modernity in Burma presents the first study of one of the most prevalent and critical topics of public discourse in colonial Burma: the woman of the khit kala—"the woman of the times"—who burst onto the covers and pages of novels, newspapers, and advertisements in the 1920s. Educated and politicized, earner and consumer, "Burmese" and "Westernized," she embodied the possibilities and challenges of the modern era, as well as the hopes and fears it evoked. In Refiguring Women, Chie Ikeya interrogates what these shifting and competing images of the feminine reveal about the experience of modernity in colonial Burma. She marshals a wide range of hitherto unexamined Burmese language sources to analyze both the discursive figurations of the woman of the khit kala and the choices and actions of actual women who—whether pursuing higher education, becoming political, or adopting new clothes and hairstyles—unsettled existing norms and contributed to making the woman of the khit kala the privileged idiom for debating colonialism, modernization, and nationalism. The first book-length social history of Burma to utilize gender as a category of sustained analysis, Refiguring Women challenges the reigning nationalist and anticolonial historical narratives of a conceptually and institutionally monolithic colonial modernity that made inevitable the rise of ethnonationalism and xenophobia in Burma. The study demonstrates the irreducible heterogeneity of the colonial encounter and draws attention to the conjoined development of cosmopolitanism and nationalism. Ikeya illuminates the important roles that Burmese men and women played as cultural brokers and agents of modernity. She shows how their complex engagements with social reform, feminism, anticolonialism, media, and consumerism rearticulated the boundaries of belonging and foreignness in religious, racial, and ethnic terms. Refiguring Women adds significantly to examinations of gender and race relations, modernization, and nationalism in colonized regions. Book excerpt: Statecraft in Myanmar, previously referred to as Burma, has a lineage going back ten centuries or more. While the state today is expected to provide many other services for a vastly larger population than were its pre-modern predecessors, its basic functions of maintaining order, controlling economic distribution, and ensuring the perpetuation of itself and its elite managers, remain much the same. The tools available now to do so may be different, and the challenges it faces may have grown, but the issues it addresses would be familiar to the predecessors of the modern rulers of Myanmar. Myanmar, with its estimated population of about 55 million, the 24th largest country in the world, is larger than England. With a territory as big as Texas, it is wedged between the two of the oldest civilizations and now dynamic economies on the globe, India and China. Having been influenced by both India and China for centuries, Myanmar has developed its own cultural distinctiveness in contrast with its near neighbors in Southeast Asia, especially Thailand, Laos, Cambodia, and Vietnam. Once governed as a British Indian province, Myanmar emerged from the colonial era and the Second World War an economically devastated but strongly nationalistic socialist state. Riven since independence by armed ethnic and ideological conflicts that lasted most of the years between 1948 and the 1990s, when ceasefire agreements were reached with multiple insurgent armies, Myanmar’s little-studied politics contain elements common to many countries. However, in few have the complexity of forces, historical and contemporary, religious and secular, foreign and indigenous, come together in one place to create so many little understood, and seemingly irresolvable, political issues. The State in Myanmar attempts to draw the complex history of state-making and state perpetuation in Myanmar in one volume. The social and economic forces, as well as international and domestic issues, which have made Myanmar one of the poorest and least understood Asian countries, are discussed. The efforts of Myanmar’s kings, British colonial officials, nationalist politicians, socialist ideologues, and army generals to preserve the state in Myanmar is a history worth attempting to understand on its own terms.

Book excerpt: Burma had the brightest prospects of any Southeast Asian nation after World War II. In the years since, however, it has dropped to the bottom of the world's socioeconomic ladder. The grossly misruled nation—officially known as Myanmar—is in the midst of a political transition based on a new constitution and its first multiparty elections in twenty years. That transition, together with a recent change in U.S. policy, prompted this book. Two military dictators have ruled Myanmar with an iron fist for nearly fifty years. A popular uprising in 1988 was brutally suppressed, but it forced the generals to hold an election in 1990. When an anti-regime party led by Nobel Peace Prize Laureate Aung San Suu Kyi won by a landside, however, the generals rejected the results, put Suu Kyi under house arrest for most of two decades, and continued to exploit the country's abundant resources for their own benefit while depriving citizens of basic services. Years of Western sanctions had no measurable impact, but in 2009 the Obama administration adopted a new policy of "pragmatic engagement," encouraging greater respect of democratic principles and human rights as a basis for eventual removal of sanctions. Coincidently in the same year, one of the newest members of ASEAN, Myanmar, caused world-wide attention with its brutal crack down of a peaceful monk-led demonstration against the ruling military junta. While these two events happen to happen coincidently, it indicates the huge contradiction and paradoxical circumstances within ASEAN. Especially, since it was not the first time that Myanmar was the reason for internal disputes and anger over the behaviour of one of the organizations members. Moreover, the organisation embarrassed itself due to its inability to deal properly with the problem (see Haacke 2008 and McCarthy 2008). While many authors believe that ASEAN lacks institutional instruments to handle misbehaviour and international law violation by a member state (see Haacke 2003, Tay 1997 or Simon 2008), other author's see the member state's perception and own commitment to the organisation as lacking and thus unable to unify in order to establish a common consensus on the issue (see Haacke 2008, McCarthy 2008 or Wah 2007).
