Many of the incidents of my official life have been not altogether to the credit of those who had part in them; and as they occurred, none of them less than twelve, and some nearly forty years ago, a considerable number of these persons are no longer living. A strict adherence to the nil nisi bonum principle would thus cause the omission of some of my principal difficulties; but in order to create as little heart-burning as possible from the revived memory of events for the most part forgotten, I have substituted letters, which are not the proper initials, for the names of those, whether alive or dead, of whom circumstances are related likely to be regarded as not altogether to their credit. Though I am aware that the persons indicated will be recognised by some, yet by this expedient they need not be known beyond a comparatively narrow circle which is already acquainted with most of the doings as herein recorded. Book excerpt: Centering on cases of sexual violence, this open access book illuminates the contested introduction of British and French colonial criminal justice in the Pacific Islands during the late 19th and early 20th centuries, focusing on Fiji, New Caledonia, and Vanuatu/New Hebrides. It foregrounds the experiences of Indigenous Islanders and indentured laborers in the colonial court system, a space in which marginalized voices entered the historical record. Rape and sexual assault trials reveal how hierarchies of race, gender and status all shaped the practice of colonial law in the courtroom and the gendered experiences of colonialism. Trials provided a space where men and women narrated their own story and at times challenged the operation of colonial law. Through these cases, Gender, Violence and Criminal Justice in the Colonial Pacific highlights the extent to which colonial bureaucracies engaged with and affected private lives, as well as the varied ways in which individuals and communities responded to such intrusions and themselves reshaped legal practices and institutions in the Pacific. With bureaucratic institutions unable to deal with the complex realities of colonial lives, Stevens reveals how the courtroom often became a theatrical space in which authority was performed, deliberately obscuring the more complex and violent practices that were central to both colonialism and colonial law-making. Exploring the intersections of legal pluralism and local pragmatism across British and French colonialization in the Pacific, this book shows how island communities and early colonial administrators adopted diverse and flexible approaches towards criminal justice, pursuing alternative forms of justice ranging from unofficial courts to punitive violence in order to deal with cases of sexual assault. Book excerpt: This is the first known biography of Sir Charles Bullen Hugh Mitchell G C M G, former Governor of the Straits Settlements and District Grand Master of the freemasons in the Eastern Archipelago.The book traces his early life as an officer in the Royal Marines, where he served for 15 years, ending up with the rank of Lieutenant Colonel, as well as his long, distinguished career in the Colonial Service, serving Queen Victoria in many countries including Natal in Southern Africa during and after the Zulu Wars, British Honduras, British Guiana, Fiji and Singapore.It is his time in Singapore that is given extensive treatment in the book. Having been sworn in as Governor and Commander-in-Chief of The Straits Settlements and their Dependencies (the 'Colony') on 1 February 1894, Mitchell inherited a colony, which was in very serious financial difficulty. With his prudent financial management, the governor brought the Colony back to a strong financial position and completed many projects. He was also instrumental in the implementation of the Federation of Malay States and was its first High Commissioner.His governorship was cut short when he died suddenly at the Colony's Government House (the current Istana) on 7 December 1899 and was buried in Singapore.However, his legacy was written out by his successor Sir Frank Swettenham who would take credit for the Colony's achievements. To this end, this book will go towards correcting the history of Singapore and Malaya at that time.The book also contains one of the very few public accounts of freemasonry in Singapore during the 19th Century and those of prominent freemasons participating in the colonial administration and commercial sector in the Colony.
