Book excerpt: This paper examines the history of Islam in the Philippines and contemporary developments, with a focus on Philippine state policies and practices with regard to the Muslim Filipinos, including security issues and foreign relations, especially with Islamic countries like the Kingdom of Saudi Arabia. More specifically, it touches on the following domains: (1) the history of Islamic development and how it changed the course of the Philippine state, (2) the Philippine state’s traditional approach toward Philippine Islam and its adherents, and the mechanisms of religious control throughout history and in the contemporary era, (3) changing attitudes and policies concerning Islam, along with possible departures from traditional approaches of control, as may have been influenced by foreign relations with Islamic countries like Saudi Arabia and Libya, as well as actual or perceived attempts to use such relations as a legitimizing role, (4) Philippine-Saudi relations, and (5) conclusions or implications, along with policy recommendations for strengthening bilateral relations with the Kingdom of Saudi Arabia. Other possible interventions in the evolution of Philippine state policy toward the Filipino Muslims will also be considered and analyzed. The most significant of these are the changes in actions or perceptions toward the Muslim Filipinos which are taking place as a result of the globalizing process and the increasing demand for democratization and access to a good life.

Book excerpt: This paper examines the relations between the Kingdom of Saudi Arabia (Saudi Arabia) and the Russian Federation (RF) in the light of Muslim minority rights through analyzing the history of Islam in the Russian territory, with a focus on the rights of Muslims under the Tsarist rule since 1552 and during the existence of the Soviet Union. The first part of the paper suggests that, although Muslims are minority in modern Russia today, Islam established itself as an official religion in the Volga-Urals region and Caucasus during the early years of Islam. It also shows that the historical relations between Muslims and tsarist Russia were not always in conflict. The second part of the paper, which is based on Russian archival sources, presents a brief description of Soviet and Saudi Arabian diplomatic relations. The third part of the paper discusses the status of Islam and Muslims in modern Russia since the collapse of the Soviet Union and suggests that the tragedy of 9/11 and the US-led “Global War on Terror,” as its consequence resulted in religious discrimination and an anti-Islamic mood throughout the country. In 2002, the RF adopted a new law entitled, “On Fighting Extremist Activity.” This led to the decline of religious freedom, which directly harmed relations between Saudi Arabia and Russia. Donations coming from the Kingdom of Saudi Arabia through various channels were blocked, Saudi-funded institutions were banned as a part of the prevention of “Wahhabi” influences (which had been banned in Russia since 2002), and books (both original copies and translations) published in Saudi Arabia were banned as well. At the same time, the two governments continued working together on fighting against extremism, educational and cultural programs, and the development of Islamic banking in Russia. The last part of the essay includes some policy recommendations and concluding remarks.

Working on the concepts of religious freedom, state neutrality, and relationship between church and state, Andrea Pin develops a theoretical framework that combines the state level with the supranational level in the form of the European Convention of Human Rights, which ultimately shapes a unitary but flexible understanding of pluralism. Most societies and nation-states in the world are either experiencing strains in accommodating the social, economic, and political concerns of minority communities or facing difficulties in managing majority-minority relationship. More than any other community, it is the integration of minority Muslim communities that has been the subject of global debates and deliberations, particularly in the western hemisphere. The emergence of political radicalism within some sections of Muslim communities in the West, and a series of terrorist attacks, has further compounded this problem. These developments have reinforced the pervasive thinking among a large section of non-Muslim host societies that Islam suffers from structural deficiencies for a meaningful integration in the host societies. This edited volume is a collection of 14 scholarly articles including an introduction, which deals with the problem of accommodation of Muslim minority communities in the European and Indian contexts. It interrogates the notion of modernity, Muslim modernity, secularism, pluralism and multiculturalism in both European and Indian settings. In some geographical areas, as in the Middle East and the Indian subcontinent, people of different religious belonging have, through the ages, lived side by side, sometimes in harmony and sometimes in dissonance. In other geographical regions, as in Scandinavia, societies have been quite religiously homogeneous but only recently challenged by immigration.In both locations the relations between religious minority and majority are very much on the agenda. In order to discuss the situation for non-Muslims in Muslim majority societies, a consultation was convened with both Muslim and Christian participants from Pakistan, Palestine, Lebanon, and Sweden. Some of the participants work in academic settings, others in faith-based organisations, some in jurisprudence and others with theological issues. Non-Muslims in Muslim Majority Societies is the result of thatconsultation. The intention of the book is to trigger reflection and further thinking, through papers that discuss issues such as freedom of religion, minority rights, secular and religious legislation, and inter-religious dialogue in Muslim majority societies. Although the articles are presented as 'works in progress' and remain tentative in many of their conclusions, this book is an important contribution to the global debate over religious tolerance and religious pluralism.

Drawing on hundreds of in-depth interviews with government officials and religious leaders in France, Germany, Italy, the Netherlands, the United Kingdom, Morocco, and Turkey, Jonathan Laurence challenges the widespread notion that Europe’s Muslim minorities represent a threat to liberal democracy. He documents how European governments in the 1970s and 1980s excluded Islam from domestic institutions, instead inviting foreign powers like Saudi Arabia, Algeria, and Turkey to oversee the practice of Islam among immigrants in European host societies. But since the 1990s, amid rising integration problems and fears about terrorism, governments have aggressively stepped up efforts to reach out to their Muslim communities and incorporate them into the institutional, political, and cultural fabrics of European democracy. The Emancipation of Europe’s Muslims places these efforts--particularly the government-led creation of Islamic councils--within a broader theoretical context and gleans insights from government interactions with groups such as trade unions and Jewish communities at previous critical junctures in European state-building. Instead, a different type of violence erupted, this time aimed at the Muslim community. The essays in Buddhist Extremists and Muslim Minorities investigate the history and current state of Buddhist-Muslim relations in Sri Lanka, in an attempt to identify the causes of this newly emergent conflict. Euro-American readers unfamiliar with this story will be surprised to learn that it inverts common stereotypes of the two religious groups. In this context, certain groups of Buddhists, generally considered peace-oriented in the West, are engaged in victimizing Muslims, who are increasingly seen as militant. The authors examine the historical contexts and substantive reasons that gave rise to Buddhist nationalism and aggressive attacks on Muslim communities. The rise of Buddhist nationalism in general is analyzed and explained, while the specific role, methods, and character of the militant Bodu Bala Sena (Army of Buddhist Power) movement receive particular scrutiny. The motivations for attacks on Muslims may include deep-seated perceptions of economic disparity, but elements of religious culture (ritual and symbol) are also seen as catalysts for explosive acts of violence. This much-needed, timely commentary promises to shift the standard narrative on Muslims and religious violence.
