Book State Control Over Municipal Corporations In India

Download or read book State Control Over Municipal Corporations In India written by Sharda Chopra and published by . This book was released on 2005 with total page 160 pages. Available in PDF, EPUB and Kindle. Book excerpt: In India the highest form of urban local government is a municipal corporation. Municipal Corporation as well as local bodies of all categories have always been subject to state control, however, the nature and purpose of the state control has been changing from time to time. The present study is to examine and evaluate the state control over municipal corporations in India with special focus on metropolis. Two view points have stood in the way of a proper appreciation of state-municipal relations: (i) The municipal corporation have to be regularly controlled, supervised, guided and occasionally punished to get work out of them. (ii) The municipal democracy run by elected city fathers is opposed to any sort of interference from the state governments. There has been almost continuous controversy between state control and local autonomy. In many states the ideal of municipal corporation is lacking and state control over local bodies and municipal corporations is either excessive or exercised in a wrong way. It is however, universally admitted now that local bodies are the creations of the state government and some amount of State control over them is not only necessary but is a must in modern times. The problem is how should the State control be designed and exercised that a balance is struck between the autonomy which a locally elected body should enjoy to meet the wishes of the people and the overall responsibilities of the State to see that the Municipal Corporations function properly in order to foster the welfare of the citizens.

Book Improving Municipal Solid Waste Management in India

Download or read book Improving Municipal Solid Waste Management in India written by P U Asnani and published by World Bank Publications. This book was released on 2007-11-30 with total page 190 pages. Available in PDF, EPUB and Kindle. Book excerpt: Solid Waste Management (SWM) is a matter of great concern in the urban areas of developing countries. The municipal authorities who are responsible for managing municipal solid waste are unable to discharge their obligations effectively because they lack the in-house capacity to handle the complexities of the process. It is heartening to see that the World Bank has prepared this book covering all important aspects of municipal SWM in great depth. The book covers very lucidly the present scenario of SWM in urban areas, the system deficiencies that exist, and the steps that need to be taken to correct SWM practices in compliance with Municipal Solid Waste (Management and Handling) Rules 2000 ratified by the Government of India. The book shares examples of best practices adopted in various parts of the country and abroad, and very appropriately covers the institutional, financial, social, and legal aspects of solid waste management, which are essential for sustainability of the system. It provides a good insight on how to involve the community, nongovernmental organizations, and the private sector to help improve the efficiency and cost effectiveness of the service, and shows how contracting mechanisms can be used to involve the private sector in SWM services. This book will be a very useful tool for city managers and various stakeholders who deal with municipal solid waste management in the design and execution of appropriate and cost-effective systems.

Book Local Government and Metropolitan Regions in Federal Countries

Download or read book Local Government and Metropolitan Regions in Federal Countries written by John Kincaid and published by McGill-Queen's Press - MQUP. This book was released on 2009-07-01 with total page 440 pages. Available in PDF, EPUB and Kindle. Book excerpt: While local government is found in all federal countries, its place and role in the governance of these countries varies considerably. In some countries, local government is considered an essential part of the federal nature of the state and recognized in the constitution as such, whereas in others it is simply a creature of the subnational states/provinces. When referring to local government it is more correct to refer to local governments (plural), as these institutions come in all shapes and sizes, performing widely divergent functions. They range from metropolitan municipalities of mega-cities to counties, small town councils, and villages. Their focus is either multi-purpose in the case of municipalities or single purpose in the case of special districts and school districts. What unites these institutions of state is that there is no level of government below them. That is also their strength and the source of their democratic claim - they are the government closest to the people. Political science experts from across the globe examine local governments by drawing on case studies of Australia, Austria, Brazil, Canada, Germany, India, Mexico, Nigeria, Switzerland, Spain, South Africa, and United States. Contributors include Martin Burgi (Ruhr-University Bochum), Luis Cesar de Queiroz Ribeiro (Federal University of Rio de Janeiro), Jaap de Visser (University of Western Cape), Habu Galadima (University of Jos), Sol Garson (Federal University of Rio de Janeiro) Boris Graizbord (National College of Mexico), Rakesh Hooja (HCM Rajasthan State Institute of Public Administration, India), Andreas Kiefer (European Affairs Office of the Land Salzburg), Andreas Ladner (Swiss Graduate School of Public Administration), George Mathew (Institute of Social Sciences, India), Mike Pagano (University of Illinois at Chicago), Graham Sansom (University of Technology Sydney), Franz Schausberger (Salzburg University), Nico Steytler (University of Western Cape), Francisco Velasco Caballero (Universidad Autónoma de Madrid), and Robert Young (University of Western Ontario).
