The judicial branch of the imperial government remains to be considered. Justice is admin- jndi. istered in the first instance by the state oiarycourts; but curiously enough, the organization of these courts is regulated by imperial statutes.1 Their rules of practice are also derived from the same source, for the federal government has enacted general codes of civil and criminal procedure, which apply to the state tribunals.2 It has, moreover, enacted a universal criminal code and a commercial code, and has just added to these a general code of civil law; so that there are in each State a similar series of courts organized on an imperial plan and expounding imperial laws in accordance with imperial forms of procedure, but whose members are appointed by the local sovereign and render their decisions in his name. Apart from administrative and consular courts, there is only one federal tribunal, called the Heichs-Reichagericht, or Court of the Empire. It has gerichtoriginal jurisdiction in cases of treason against the Empire, and appellate jurisdiction from the federal consular courts, and from the state courts on questions of imperial law.3 It is to be observed, therefore, that tary of state, or president of a bureau, at its head.
