We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. We are not ttiiTiTriiig 80 much of the reasons why aggregations of persons exist or of the character of their xopulation as of the position which the city occupies as an organ of government and of the political powers which it exercises. At the time of the Philadelphia Conference for Good City Government, called in January, 1894, at the joint invitation of the City Club of New York and the Municipal League of Philadelphia, the feeling on the part of students of municipal government and those interested in its reform was largely one of hopelessness. The papers read at the Philadelphia meeting set forth a condition of affairs sufficient to fill the most stout-hearted with a feeling of dismay. Nevertheless, the thought was present to the minds of many that a careful study of municipal conditions and a frequent exchange of views would not only clear the atmosphere, but might eventually lead to the adoption of a plan of action upon which union for concrete work might be possible. Several of the speeches looked toward this end. Indeed, it was definitely proposed that there should be formed an organization which should have for its object the study of American municipal conditions as a precedent to the formulation of a program of action. One speaker outlined the thought as follows: "One important lesson of this Conference must have been impressed on the minds of all who have taken part in it. This stage of fragmentary writing has been a necessary and an important one is developing the discussion and literary treatment of a new subject of large and growing significance. It would seem, however, that the time has now come for a more comprehensive and more systematic treatise, and it is an attempt in this direction that the writer makes bold to present this work. The title, "Municipal Administration," probably conveys a general idea of the subject to the minds of readers. Yet such is the vagueness and uncertainty with which words are used that it will be worth while to make the conception more exact by some definition of terms. Administration is a general term with the widest range of meaning, applying to the management of any kind of business. In reference to public affairs, administration is the detailed execution of general policies, the application of laws. It is to be contrasted and distinguished from legislation, and is indeed the work of public officials, established and set in operation by legislative measures. Municipal administration is that branch of public administration intrusted to municipal officials. The duties of such officials are almost exclusively of an administrative rather than a legislative character; and for that reason the title given is preferred to the less definite term "municipal government."
