Available in PDF, EPUB and Kindle. Book excerpt: Multiple target tracking (MTT) is an essential requirement for surveillance systems employing one or more radars to interpret target activity. A difficult problem in MTT is to make correct association of the same target between consecutive time frames of the radar system. This report describes a target association methodology known as constellation matching (CM) and its application to MTT. CM is different from traditional data association methods in that it makes full use of the target spatial configuration information for the plot-to-target assignment. It incorporates spatial constraints to eliminate impossible assignments and maximum entropy partitioning to increase the matching speed & reduce computation complexity. The CM method is then combined with Kalman filter techniques for target tracking as well as further data association. To demonstrate & evaluate the capability of the CM-based MTT system developed, real-world radar data are used in experiments presented to demonstrate the effectiveness of the CM-based MTT system, even in noisy environments. The results are compared to tests with an MTT system based on multiple hypothesis testing, using the same data set.

After peer review, 17 articles in related areas have been accepted for publishing in this Special Issue. The published articles cover a range of topics and applications central to target tracking. There are eight papers about general multi-target tracking, including the topics of joint tracking and classification [3], adaptive estimation using clutter measurement probability [6], joint localization and tracking [7], extended target tracking [8], tracking with smoothing [11], DOA tracking [12], tracking under low detection probability [14], and sonar tracking and interception [17]. Three papers address multi-sensor multi-target tracking methods. Specifically, a multi-target estimating method for pulsed radar systems is proposed in [2], a joint dwell time and bandwidth optimization method in a radar network is proposed in [4], a and multiple marine ship tracking method with unknown backgrounds is presented in [9]. There are 2 papers [10,15] on the problem of target assignment in multi-sensor multi-target tracking. Moreover, Mallick et al. considered measures of nonlinearity of a polynomial curve in two dimensions [1], Zhao et al. explored the use of calibration targets for which the positions are known to the MPR system, to counter the loss in target localization accuracy arising from transmitter/receiver position errors [13], and Li et al. proposed an algorithm to apply the frequency diversity technique to passive azimuth estimation in [16].

The information is used to form system tracks for the entire area surveyed by the radars, and the target positions and velocities are displayed graphically using earth centered coordinates. The site tracking program is a track-while-scan system that uses a relatively simple algorithm to associate observations with tracks. The system tracker uses the Dempster-Shafer method of data fusion to assign probabilities of association between site tracks and system tracks. Track updating is performed using a Kalman filter. The system tracker was tested using both the Dempster-Shafer method and a Bayesian approach. The system tracker also includes an initial attempt at correcting biases in the site radars. The report also studies the application of a neural network to the traveling salesman problem, a problem related to that of associating data to tracks.

Book excerpt: This paper develops a new approach to multiple target tracking, whose objective is to partition the sensor data into sets of observations or tracks originated from the same source. The problem of interest is determining the correct association between sensor measurements and targets from one sensor frame to another. This data association problem is solved by an attributed sub-graph isomorphism approach called constellation matching (CM), which exploits in the most direct way the spatial configuration of the collection of targets which are subject to temporal & spatial constraints. The CM-based tracking system combines the CM technique with the Kalman filter to track & confirm the trajectories of multiple targets. The efficiency of this new approach is demonstrated using real-life multiple target radar tracking data and the performance is compared to results obtained by a multiple hypothesis tracking system.
