What notion, let alone set of principles, could bring coherence to the follow ing concepts: playing peekaboo with small children, aging, human alienation, con versations with Uzbeki peasants, toolmaking, sexism, the world of the deaf, the ecology of hunting groups? After sfhe has had a chance to scan the entire set, the reader can see that this book seems to center on language. But it clearly is not a book about linguistics. It is about a notion that combines two other notions that we usually find located in very different kinds of books, language and human nature. There is no widely accepted term for this combined notion. It does not fit into those ways of thinking of the world that have gotten us where we are. Walker Percy, philosopher novelist, succinctly nails the source of our problem: The importance of a study of language, as opposed to a scientific study of a space-time event like a solar eclipse or rat behavior is that as soon as one scratches the surface of the familiar and comes face to face with the nature of language, one also finds himself face to face with the nature of man. (1975, p. 10) Once we reinvent this insight, its implications begin to work into our lives; our central problem becomes to figure out how to deal with the dilemmas it implies.

Book excerpt: Given the dynamics of the growing population of Latino English Learners (ELs) in Wisconsin, there is a need to examine the effects of Dual Language bilingual programming. The primary purpose of this study was to examine the impact of a long-term second language program on standardized assessments in two K-8 schools in Wisconsin. The study examined a four-year analysis of data on the performance of Latino ELs. Second, the study dealt with documenting the perspectives of a non-probability sample of K-8 teachers regarding the impact of language acquisition on reading achievement. This study was intended to correlate the influence that language acquisition had on standardized assessments. The researcher utilized an explanatory sequential mixed methods design. The data collection advanced in two distinct phases with rigorous quantitative and qualitative sampling. A summary of the data and a hierarchical regression analysis for variables predicting the Wisconsin Knowledge and Concepts Examination (WKCE) score was examined. An original model, developed by the researcher, was presented and provided as a visual representation regarding the findings of the study. This inquiry sought to provide an understanding of the experiences and challenges confronting Latino ELs in their attempt to define their future and establish themselves in American schools. The reading was not aimed to mark the end of a path but to share a journey in which ideas and findings explained here, could become standard practice for policy makers. The research served as a tool for reflection as this study addressed some societal issues such as social justice and educational equity; issues much broached in defense of poor children in American inner city schools. The teachers viewed the assessment of ELs as punitive and a threat to their children's educational development. The State, at the time of this writing, had not yet addressed "scientifically" nor "research proven", the needs of language learning communities in the school district.

On average, these students perform worse than Anglo students on measures of academic achievement and other measures of academic success, and their drop-out rate is high. There are schools of excellence among those serving Latino children, but the majority of these children are placed "at risk" by schools and community institutions unable to build on the cultural, personal, and linguistic strengths these children are likely to bring with them to school. Schools serving Latino students need programs based on high-quality research, capable of being replicated and adapted to local circumstances and needs. The purpose of this book is to present the current state of the art with respect to research on effective instructional programs for Latino students in elementary and secondary grades. Surprisingly, this has not been done before; there are many books on the situation of Latino students in U.S. schools, but none so far have reviewed research on the outcomes of programs designed to enhance the academic achievement of these students. The chapters represent a broad range of methodologies, from experimental to correlational to descriptive, and the solutions they propose are extremely diverse. Each examines, in its own way, programs and practices that are showing success. Together, they present a rich array of research-based effective programs that are practical, widely available, and likely to make a profound difference. What binds the chapters together is a shared belief that Latino students can succeed at the highest levels if they receive the quality of instruction they deserve, and a shared belief that reform of schools serving many Latino students is both possible and essential. This is a book filled with statistics, description, and reviews of research--but even more, it is filled with optimism about what schools for Latino students can be, and what these students will achieve. Book excerpt: In this dissertation I investigate how community context affects Spanish language use and English proficiency among Latina and Latino children in the United States, focusing on the children of immigrants. I view children's language attributes through a sociological perspective that recognizes that children learn and use languages within specific social and cultural contexts, and that these contexts have an important effect on language acquisition and use. This theoretical perspective leads to the hypothesis that children's language skills and language use will be affected by the communities they live in. I predict that living in a metropolitan area with a greater propinquity and availability of Spanish speakers will increase a child's likelihood of speaking Spanish, because this will increase opportunities for using and hearing Spanish and promote Spanish within a larger United States context that often devalues languages other than English. At the same time, I hypothesize that community context will have little effect on children's English skills because of the ubiquitous presence of English in the daily life of any U.S. child. I test these hypotheses using a national sample of children who live in metropolitan areas drawn from the 1990 Census. I find that levels of Spanish maintenance are extremely high among children of Latina/o immigrants, and that a large majority of children who are born in the U.S. speak English fluently. Multivariate analysis demonstrates that several dimensions of a metropolitan area's language context-in particular the saturation and segregation of Spanish speakers-have a strong effect on second-generation children's likelihood of speaking Spanish that persists even after controlling for household- and individual-level variables. Contrary to my original hypothesis, I also find that the language characteristics of the metropolitan area have a significant effect on children's English proficiency. This effect, however, is smaller than the effect of metropolitan context on Spanish use. This analysis produces a better understanding of the specific elements of household and community context that affect language use. The results imply that children of immigrants are following multiple paths to language adaptation, and that metropolitan context is an important influence on this process of adaptation.

The following chapters provide more detail on the individual studies reviewed for specific research questions.
