Book excerpt: Since 1991, standing and mobilization forces made available by nations to NATO have been steadily reduced, particularly in the case of land forces. Equally important have been the structures NATO has created into which national contributions would fall on deployment. Military Committee (MC) 317, accepted by nations in 1991, provides the framework by which NATO organizes its forces. However, the author argues that, while there are arguably sufficient reaction forces to support NATO Ministerial Guidance, there are numerous weaknesses that would, and have, inhibited the efficient and effective deployment of land forces in crises. More specifically, there are insufficient deployable reaction headquarters, both at the corps and component command level, that would support a commander of a NATO Combined Joint Task Force. The continued existence of what has become atavistic practices of nations impede and inhibit the employment of multinational land forces by an Allied commander. The author observes that the NATO Force Structure Review offers nations an opportunity to review these dated structures, organizations, and practices.

Neither can the essential, ongoing requirement for multi-national land formations be contested.now more than ever before. I distinctly remember the bold political decision of the early 1990's to transition from national to bi-national/multi-national corps within NATO. In Dr. Young's words: "As political manifestations of Alliance and European solidarity in an era of diminished force structure and strategic ambiguity, their creation at the end of the Cold War served a very important purpose." The reality is, as the author perceptively points out, that in the ensuing years, national force reductions, driven both by national expectations for the conclusions drawn from the evolving security environment with no direct threat to NATO and by the very tangible quotas imposed under the provisions of the Conventional Forces in Europe Treaty, have resulted in the fact that "may current national force structures are incapable of conducting unilateral corps-level operations." Hence, multi-national land formations are an essential component of NATO's future force structure and Dr. Young articulates three themes he sees as fundamental in making them more operationally effective.the empowerment of NATO corps commanders in peace, crisis and conflict, enhancing the operational effectiveness of the corps headquarters themselves and the rationalisation of overall roles, responsibilities and missions in light of the newly agreed command structure model which has no land component commands. With his usual insight, Dr. Young provides unique recommendations worthy of consideration by both NATO and NATO nations' planners. I should stress, however, that some of his recommendations clearly fall into the sole responsibility of nations, and no NATO authority would wish to infringe upon a nation's sovereign right to decide which forces a nation is prepared to contribute.

Book excerpt: As the North Atlantic Treaty Organization (NATO) adapts to the emerging strategic environment, it must consider innovative organizational structures that will allow it to harness the potential of its European partners. NATO's enduring deficiencies and their detrimental effect on military capabilities are examined. The decade following the end of the Cold War has revealed a far different world than envisioned. As the United States ruefully discovered, the reduced threat did not diminish security obligations. NATO's European members hoped otherwise and paid insufficient attention to military capabilities. NATO enlargement exacerbates the existing problems. NATO's integrated military structure does not easily accommodate the new members, which still suffer from the effects of the Soviet system. Simply put, their nascent market economies and unsophisticated militaries represent great obstacles to NATO interoperability. Establishment of integrated multinational divisions as a solution to NATO's salient problems is explored. Streamlining the Alliance to a single active corps of ten divisions and the establishment of a robust logistical supply group permits greater utility of limited manpower and equipment. Under this structure, all Alliance members can focus modernization on select units and become active participants in all NATO operations. This bold approach creates challenges for the Alliance, but the tremendous benefits outweigh the short-term risks. To remain relevant, the Alliance must seek innovations. Otherwise, it will become a Cold War relic.

The November 1991 NATO Rome Summit subsequently endorsed sweeping changes in the ground force structure. The author provides a review of the political and military context behind these dramatic and ambitious changes, shifting from eight national level corps organizations in the Central Region to six multi- national corps. He then turns to the challenges that current national level NATO ground forces will face in the next few years as they begin to reshape themselves and transform into multinational forces. He concludes with identifying some proposed principles to guide the creation of multinational formations, and thoughts on future policy considerations.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world.
