Citizenship has adopted many guises in the Western context, although historically citizenship is attached only to some variant of democracy. How democracy is configured is thus at the core of citizenship. Beginning in ancient Greece, citizenship is attached to the notion of a public sphere of deliberation, open only to a small number of males. Nonetheless, we take from these origins an understanding of citizenship that is attached to friendship, preservation of a distinct community, and adherence to law. These early conceptions of citizenship in the west have been dramatically altered in the modern context by the ascendancy of individual rights and equality, expanding the inclusiveness of definition of citizenship. The universality of rights claims has led to debate about the legitimacy of the nation state and questioning of borders. A further development in our understanding of citizenship, and one that has shifted citizenship studies considerably in the last few decades, is the backlash against the universalism of rights in the defense of cultural recognition within democratic polities. Multiculturalism as a broad spectrum of citizenship studies defends the autonomy and recognition of cultural, and sometimes religious, identity within an overarching scheme of rights and equality. This collection draws upon the many threads of citizenship in the Western tradition to consider how all of them are still extant, and contentious, in contemporary liberal democracy.

The authors argue that critical multiculturalism moves beyond liberal views of cultural diversity and challenge academic institutions to take advantage of the varied experiences and perspectives that students from other cultures bring to education. The study of multiculturalism necessarily becomes the study of the new commitment to anti-discrimination policy in American life since the primary source of this argument is to be found in the world of multicultural education, a new, distinctive form of civic education associated with victories of the civil rights movement. I examine the relationship between multiculturalism and the new political imperative of anti-discrimination by contrasting these with an earlier, more emphatically liberal argument for "cultural pluralism" (especially the position of Horace Kallen) which is essentially an extension of the liberal doctrine of religious toleration. A new logic of group-based identity recognition and a new call for "respect" replaces an older logic of individual liberty and a standard of "toleration." In examining the older argument (Part One of the thesis), it becomes necessary also to explore the problematic language of "diversity," "pluralism," and "anti-assimilation" that we inherit from the liberal tradition. I emphasize the theoretical difficulties associated with liberalism's tendency to elide the "political" element in social life and trace this tendency in liberal pluralism to the earliest arguments made for a distinctive kind of (liberal) diversity in the doctrine of religious toleration and the separation of church and state. In turning to contemporary multiculturalism (Part Two), the focus shifts to the question of the changes wrought, by the new commitment to anti-discrimination in America. The contrast "cultural pluralism versus multiculturalism," which seems puzzling at first, points to a broader contrast between traditional liberalism and the new politics of fighting racism, sexism, and so on. I examine the arguments of James A. Banks and other writers in the multicultural education literature and survey competing interpretations. To place the political interpretation of multiculturalism in a broader context, I close by looking to other massive evidence of the challenge to the liberal order posed by anti-discrimination policy, arguing for the emergence of what might be termed "anti-discrimination democracy."

This book uses national public opinion data and public opinion data from Los Angeles to compare ethnic differences in patriotism and ethnic identity and ethnic differences in support for multicultural norms and group-conscious policies. The authors find evidence of strong patriotism among all groups and the classic pattern of assimilation among the new wave of immigrants. They argue that there is a consensus in rejecting harder forms of multiculturalism that insist on group rights but also a widespread acceptance of softer forms that are tolerant of cultural differences and do not challenge norms, such as by insisting on the primacy of English.

Villemain Memorial lectures at San Jose State University – a lecture series established in 1992 to honor the memory of 1 Dean Francis T. Villemain. All the essays in this volume, with the exception of those by Gert Biesta, Susan Verducci, and Michael Katz, were developed from l- tures given as part of the series. The general rubric of the lectures was “democracy, education, and the moral life” – a title reflecting Villemain’s lifelong love of the work of John Dewey whose preface to his famous work in 1916, Democracy and Education, suggested that the purpose of education was to develop democratic ci- zens, citizens infused with the spirit of democracy and the capacity to think and act intelligently within democratic settings. Of course, for Dewey, democracy was not to be conceived of as merely a political form of government, but as a shared form of social life, one that was inclusive rather than exclusive and one that was capable of adapting to the changing features of contemporary social and political reality. Francis T. Villemain’s appreciation for the intersections of the values of dem- racy, education, and the moral life was heightened by his doctoral work at Teachers College, Columbia University in the 1950s – where Dewey’s legacy remained a powerful one. But it also continued during his career at Southern Illinois University where he collaborated in compiling and editing the collected works of John Dewey.
