Book excerpt: The NBS multi-year affirmative action program has been designed to assist the Bureau in meeting the goal established by Congress in the Civil Service Reform Act of 1978--i.e., to provide... a federal workforce reflective of the nation's diversity. Women and minorities are underrepresented in scientific occupations at NBS. Although women and minorities are employed in most all administrative, technician, clerical, and blue collar occupations, they are generally underrepresented or absent from higher grades. The affirmative action program has been designed to improve or correct these problems by using three strategies.
