The concept is a useful descriptor of decision-making processes that involve the simultaneous mobilization of public authorities at different jurisdictional levels as well as that of non-governmental organizations and social movements. It has become increasingly relevant with the weakening of territorial state power and effectiveness and the increase in international interdependencies which serve to undermine conventional governmental processes. This book moves towards the construction of a theory of multi-level governance by defining the analytical contours of this concept, identifying the processes that can uniquely be denoted by it, and discussing the normative issues that are raised by its diffusion, particularly in the European Union. It is divided into three parts, each meeting a specific challenge - theoretical, empirical, normative. It focuses on three analytical dimensions: multi-level governance as political mobilization (politics), as authoritative decision-making (policy), and as state restructuring (polity). Three policy areas are investigated in vindicating the usefulness of MLG as a theoretical and empirical concept - cohesion, environment, higher education - with particular reference to two member-states: the UK and Germany. Finally, both the input and output legitimacy of multi-level governance decisions and arrangements and its contribution to EU democracy are discussed. As a loosely-coupled policy-making arrangement, MLG is sufficiently structured to secure coordination among public and private actors at different jurisdictional levels, yet sufficiently flexible to avoid "joint decision traps". This balance is obtained at the cost of increasingly blurred boundaries between public and private actors and a change in the established hierarchies between territorial jurisdictions.

Moreover, a heuristic model is developed for the non-normative, analytical study of integration processes and policies based on conceptual, demographic, and historical accounts. The volume addresses three interconnected issues: What does research have to say on (the study of) integration processes in general and on the relevance of actors in origin countries in particular? What is the state of the art of the study of integration policies in Europe and the use of the concept of integration in policy formulation and practice? Does the proposal to include actors in origin countries as important players in integration policies find legitimation in empirical research? A few general conclusions are drawn. First, integration policies have developed at many levels of government: nationally, locally, regionally, and at the supra-national level of the EU. Second, a multitude of stakeholders has become involved in integration as policy designers and implementers. Finally, a logic of policymaking—and not an evidence-based scientific argument—can be said to underlie the European Commission’s redefinition of integration as a three-way process. This book will appeal to academics and policymakers at international, European, national, regional, and local levels. This piece will utilize scale theory - originating in political geography - to consider how Northern Ireland became a core feature of Brexit negotiations. Scale, as a geographical and political idea-incorporates a range of concepts: core and periphery, population size, majorities and minorities, temporality both linear and nonlinear, geographic governance size - as well as questions of local, national, regional and universal spaces to consider how governance is constructed and the role law plays in constructing those scales. A traditional view of governance structures would regard Northern Ireland as having little or no say in negotiations on trade. Northern Ireland falls at the bottom of the system which begins with its local concerns, before going up to the UK national level, the EU regional level and ultimately the global WTO level. Nonetheless the negotiations on the draft Withdrawal Agreement has repeatedly seen all parties refer to and return to governance in Northern Ireland as core concern. Whereas traditional accounts of scaled governance orders deploy “nested” constructs to place Northern Ireland in a tidy frame, organised like a series of Russian dolls, this article challenges this narrative by interrogating the slippage between the governance orders and addressing the methods by which they interact with each other, and what extent of 'voice' that ultimately leaves for Northern Ireland.

Book excerpt: The UK and Multi-level Financial Regulation examines the role of the United Kingdom (UK) in shaping post-crisis financial regulatory reform, and assesses the implications of the UK's withdrawal from the European Union (EU). It develops a domestic political economy approach to examine how the interaction of three domestic groups - elected officials, financial regulators, and the financial industry - shaped UK preferences, strategy, and influence in international and EU-level regulatory negotiations. The framework is applied to five case studies: bank capital and liquidity requirements; bank recovery and resolution rules; bank structural reforms; hedge fund regulation; and the regulation of over-the-counter derivatives. It concludes by reflecting on the future of UK financial regulation after Brexit. The book argues that UK regulators pursued more stringent regulation when they had strong political support to resist financial industry lobbying. UK regulators promoted international harmonisation of rules when this protected the competitiveness of industry or enabled cross-border externalities to be managed more effectively; but were often more resistant to new EU rules when these threatened UK interests. Consequently, the UK was more successful at shaping international standards by leveraging its market power, regulatory capacity, and alliance building (with the US). But it often met with greater political resistance at the EU level, forcing it to use legal challenges to block reform or secure exemptions. The book concludes that political and regulatory pressure was pivotal in defining the UK's 'hard' Brexit position, and so the future UK-EU relationship in finance will most likely be based on a framework of regulatory equivalence.

It is thought to bring government 'closer to the people', nurture civic virtue, protect liberty, exploit local information, stimulate policy innovation, and alleviate ethnic tensions. Inspired by such arguments, and generously funded by the major development agencies, countries across the globe have been racing to devolve power to local governments. This book re-examines the arguments that underlie the modern faith in decentralization. Using logical analysis and formal modeling, and appealing to numerous examples, it shows that most are based on vague intuitions or partial views that do not withstand scrutiny. A review of empirical studies of decentralization finds these as inconclusive and mutually contradictory as the theories they set out to test.
