The purpose of this study is to develop a neutrosophic multi-criteria group decision-making (MCGDM) model based on hybrid score-accuracy functions for approving a tender for construction under a simplified neutrosophic environment. Five criteria have been selected from experts’ opinions to be considered for the distribution of tender. In this paper, we use the score functions, the accuracy functions, and the hybrid score-accuracy functions of single-valued neutrosophic numbers (SVNNs) and ranking method for SVNNs, those will help for making a decision.

Book excerpt: This study introduces simplified neutrosophic linguistic numbers (SNLNs) to describe online consumer reviews in an appropriate manner. Considering the defects of studies on SNLNs in handling linguistic information, the cloud model is used to convert linguistic terms in SNLNs to three numerical characteristics. Then, a novel simplified neutrosophic cloud (SNC) concept is presented, and its operations and distance are defined. Next, a series of simplified neutrosophic cloud aggregation operators are investigated, including the simplified neutrosophic clouds Maclaurin symmetric mean (SNCMSM) operator, weighted SNCMSM operator, and generalized weighted SNCMSM operator. Subsequently, a multi-criteria decision-making (MCDM) model is constructed based on the proposed aggregation operators. Finally, a hotel selection problem is presented to verify the effectiveness and validity of our developed approach.

Book excerpt: In this paper, we propose a new hybrid neutrosophic multi criteria decision making (MCDM) framework that employs a collection of neutrosophic analytical network process (ANP), and order preference by similarity to ideal solution (TOPSIS) under bipolar neutrosophic numbers. The MCDM framework is applied for chief executive officer (CEO) selection in a case study at the Elsewedy Electric Group, Egypt. The proposed approach allows us to assemble individual evaluations of the decision makers and therefore perform accurate personnel selection. The outcomes of the proposed method are compared with those of the related works such as weight sum model (WSM), weight product model (WPM), analytical hierarchy process (AHP), multi-objective optimization based on simple ratio analysis (MOORA) and ANP methods to prove and validate the results.

This paper proposes a decision making model based on the plithogenic pythagorean best –worst method which is an extension of the multi-valued neutrosophic approach of BWM. The efficiency of the developed model is determined with the example pertaining to the optimal selection of the teaching methods based on the attribute values or the sub criteria and it is also compared with the neutrosophic approach. In the proposed model plithogenic and pythagorean neutrosophic sets are used for representing the expert’s opinion.

Book excerpt: In this paper, a new tangent similarity between single valued neutrosophic sets is given, which contain tangent similarity [23] as a special case. A best-worst multi-criteria decision making method based on the single valued neutrosophic sets is proposed. To achieve this goal, we design an algorithm to identify the best andworst criteria through computing the outdegrees and in-degrees of the collective single valued neutrosophic preference relation directed network, and then calculate the optimal weight vector of attributes. Moreover, a mathematical model corresponding to the definitions of consistent single valued neutrosophic preference relation is contracted. Finaly, the evaluation values of all alternatives are calculated by the proposed new tangent similarity.
