With the emergence of the North American Free Trade Agreement (NAFTA), the curtailment of welfare programs, and more aggressive efforts by the United States to seal the border against undocumented migrants, the prospect of seeking a livelihood—particularly for women—has become more tenuous in the twenty-first century. In the face of the ironic juxtaposition of free trade and limited mobility, this book takes a new look at women on both sides of the border to portray them as active participants in the changing structures of life, often engaging in political struggles. The contributions—including several chapters by Mexican as well as U.S. scholars—examine environmental and socioeconomic conditions on the border as they shape and are shaped by both daily life at the local level and the global economy. The contributors focus on issues related to migration, both short- and long-term; empowerment, especially reflecting shifts in women’s consciousness in the workplace; and political and social activism in border communities. The chapters consider a broad range of topics, such as the changing gender composition of the maquiladora work force over the past decade and border women’s non-governmental organizations and political activism. In most of the studies, both sides of the border are considered to provide insights into differences created by an international boundary and similarities produced by cross-border interactions. Together, these chapters show the border region to be a dynamic social, economic, cultural, and political context in which women face both obstacles and opportunities for change—and make clear the vital role that women play in shaping the border region and their own lives. However, very little has been written on what has become of these movements and their agendas since the return to democracy. This timely collection examines how women’s movements have responded to the dramatic political, economic, and social changes of the last twenty years. In these essays, leading scholar-activists focus on the various strategies women’s movements have adopted and assess their successes and failures. The book is organized around three broad topics. The first, women’s access to political power at the national level, is addressed by essays on the election of Michelle Bachelet in Chile, gender quotas in Argentina and Brazil, and the responses of the women’s movement to the “Bolivarian revolution” in Venezuela. The second topic, the use of legal strategies, is taken up in essays on women’s rights across the board in Argentina, violence against women in Brazil, and gender in the work of the Truth and Reconciliation Commission in Peru. Yet there's been little research on the efficacy of these efforts to improve democracy, despite an explosion in their popularity since the mid-1980s. Democracy from Above? tests the hypothesis that top-down reforms strengthen democracies and evaluates the conditions that affect their success. Stephanie L. McNulty addresses the global context of participatory reforms in developing nations. She observes and interprets what happens after greater citizen involvement is mandated in seventeen countries, with close case studies of Guatemala, Bolivia, and Peru. Book excerpt: This book aims to fill a gap in research on women's political representation by developing a multidimensional assessment of female participation in subnational legislatures in a federal political system like Mexico. The Mexican experience in terms of women's political representation at the federal and subnational levels has been very successful, as the reforms created a more robust "gender electoral regime" that promoted an increase in the number of elected female legislators (1987-2021). Still, little is known about the impact of the rise in women's presence in Congresses on other dimensions of political representation, such as symbolic or substantive. Although previous studies on women's political representation in Mexico have yielded exciting conclusions based on empirical evidence and strengthened a theory focused on the analysis of presence, it is still insufficient to explain the other dimensions of representation and the relationship between them. Therefore, this book contributes to the comparative scholarship from the perspective of feminist neo-institutionalism, expanding the understanding of the relationship between women's formal and descriptive representation, the content of legislative work in terms of preferences and interests (substantive representation), and its symbolic effects on women and politics in general (symbolic representation). Women in Mexican Subnational Legislatures: From Descriptive to Substantive Representation will be of interest to political scientists, sociologists, and jurists interested in gender and politics. The book fills a theoretical and empirical gap on the effects of gender parity in the programmatic and symbolic scope of power building. The findings on good practices and challenges are discussed within a broader body of comparative research, providing knowledge to academia, policymakers, and international cooperation agencies about the remaining obstacles to strengthening Latin American democracies and the need to continue exploring the links between subnational politics and democratization of federal political systems.

Some countries have experienced large increases in gender equality in political offices, whereas others have not, and even within countries, some political arenas have become more gender equal whereas others continue to exude intense gender inequality. These patterns are inconsistent with explanations of social and cultural improvements in gender equality leading to improved gender equality in political office. Gender and Representation in Latin America argues instead that gender inequality in political representation in Latin America is rooted in institutions and the democratic challenges and political crises facing Latin American countries and that these challenges matter for the number of women and men elected to office, what they do once there, how much power they gain access to, and how their presence and actions influence democracy and society more broadly. Radcliffe explores the relationship of rural indigenous women in Ecuador to the development policies and actors that are ostensibly there to help ameliorate social and economic inequality. Radcliffe finds that development policies’s inability to recognize and reckon with the legacies of colonialism reinforces long-standing social hierarchies, thereby reproducing the very poverty and disempowerment they are there to solve. This ineffectiveness results from failures to acknowledge the local population's diversity and a lack of accounting for the complex intersections of gender, race, ethnicity, class, and geography. As a result, projects often fail to match beneficiaries' needs, certain groups are made invisible, and indigenous women become excluded from positions of authority. Drawing from a mix of ethnographic fieldwork and postcolonial and social theory, Radcliffe centers the perspectives of indigenous women to show how they craft practices and epistemologies that critique ineffective development methods, inform their political agendas, and shape their strategic interventions in public policy debates.
