Book excerpt: This is the 18th report from the Committee on Standards and Privileges (HCP 1188, session 2007-08, ISBN 9780215524942) on a complaint against Ms Dari Taylor MP, for Stockton South. The complaint against Ms Taylor, by Mr James Wharton of Stockton South Conservatives, concerned the possible misuse of stationery and postage provided by Parliament, for letters sent between August and October 2007. In total, six letters were sent, with the Parliamentary Commissioner reaching a separate conclusion for each letter, as to whether the letters represented an allowable use of Incidental Expenses Provision and of House of Commons stationery and postage. The case against two letters was dismissed. The Commissioner concluded that in three cases, official House of Commons stationery provided by the House and pre-paid envelopes were misused, and that in a fourth case, official House of Commons stationery purchased by Ms Taylor was misused. The Committee therefore agrees with the Commissioner's conclusions. The Committee further concluded, that they strongly deprecated the continued misuse by Ms Taylor of House stationery for political purposes and also expresses regret that Ms Taylor has continued to dispute parts of the Commissioner's findings and has offered no apology. In conclusion, the Committee states Ms Taylor should pay the House authorities the sum of £500 and sunmit an unequivocal written apology.

Evidence outlined the serious economic devastation that would occur if the TCP plant were mothballed. The number of those made unemployed as a consequence will climb above 4,000. The Committee states that the central priority must be to find a way to return the plant to operation as soon as possible and to maintain the jobs of a highly skilled workforce until what may well be a temporary downturn has been worked through. The short-sighted decision by Corus to close the rolling mill at Redcar and Lackenby has left it unable to response flexibly to changes in the world steel market in a way that would guarantee continued production on Teesside as indeed they were warned it would. The proposal of possibly rolling slab produced at Teesside at the mill in Llanwern, South Wales has been put forward and the Committee urges the Government to continue to work with Tata and Corus and the union on both sites to explore fully the potential of this idea

World-class renewable energy companies in the North East - such as the New and Renewable Energy Centre (NaREC) at Blyth, the North East Process Industries Cluster (NEPIC) on Teesside, and NETPark, the North East Technology park in County Durham - could put the region at the forefront of the Government's efforts to turn the UK into a low-carbon economy. The Committee warns though, that the UK's cumbersome and slow planning process poses a significant risk to long-term development in the North East as businesses from countries like China seek quicker, guaranteed sites elsewhere in Europe. The report also states that the Government should explore incentives to encourage local development of renewable and clean energy. Also, underinvestment in transport links is proving detrimental to investment in the region.

Book excerpt: The purpose of the inquiry was to consider whether the UK intelligence and security Agencies had any knowledge or involvement in rendition operations and their policy for intelligence sharing with foreign liaison services in this context. It looks at the legal framework, the nature of intelligence sharing, the changes since 9/11, ethical dilemmas, flights through UK airspace, and specific cases. One of the conclusions is: "What the rendition programme has shown is that in what it refers to as the 'war on terror' the US will take whatever action it deems necessary, within US law... Although the US may take note of UK protests and concerns, this does not appear to materially affect its strategy on rendition. It is to the credit of our Agencies that they have now managed to adapt their procedures of work round these problems and maintain the exchange of intelligence... The committee notes that UK Agencies now have a policy in place to minimise the risk of their actions inadvertently leading to renditions, torture or cruel, inhuman or degrading treatment (CIDT). Where it is known that the consequence of dealing with a foreign liaison service will include torture of CIDT the operation will not be authorised."

The stark reality is that they cannot cover all the threats to the level desired. The Report therefore also comments on the Government's counter-terrorism strategy (CONTEST) and the work of the Office for Security and Counter-Terrorism in the Home Office; the intelligence structure in the Cabinet Office (including the Joint Intelligence Committee and the Assessments Staff); other Agencies within the community, such as the Defence Intelligence Staff, the Joint Terrorism Analysis Centre and the Centre for the Protection of National Infrastructure; and issues which affect the community as a whole such as the use of intercept material as evidence in court, and the SCOPE IT system.

The serious and sustained threat from international terrorism has, understandably, remained the main focus of the agencies. But the Committee is concerned that aspects of key intelligence and security work - including counter-espionage, serious crime work - are suffering as a consequence of the concentration on counter-terrorism. On the use of intercept, the Committee recognises its crucial importance to the capability of the agencies to protect the UK, its citizens and its interests overseas. Any move to permit the use of intercept evidence in court proceedings must be on a basis that does not jeopardise that capability. The Committee welcomes the Government's announcement that the Committee might be strengthened to maximise the effectiveness of its scrutiny role, and the proposal to publish a National Security Strategy. Finally, the Committee points to the one case where it has been refused access to documents. The Government's response to this report is issued alongside it (Cm. 7300, ISBN 9780101730020).
