The paper first examines the performance and technological upgrading between and within China's manufacturing since 1978. By using the highly disaggregated trade data and Chinese firm-level production data, I find that, with the increasing level of export sophistication and a deeper global vertical integration, Chinese manufacturing firms experience a fast growth of productivity in the new century. In addition to trade, FDI and outsourcing, industrial policies for processing trade and innovation are also the fundamental driving forces to drive China's upgrading of its value chain. My analysis suggests that China should insist on its trade-oriented development strategy to avoid the possible upper-middle income-country trap in the near future.

Book excerpt: In less than three decades, China has emerged as the world's largest exporting nation with more than $2 trillion exports annually. China's quick rise as a leading exporter in the world is an unprecedented miracle. There are many theories explaining this miracle. This book adopts the global value chain (GVC) approach to analyze the Chinese export miracle over the last four decades. It focuses on the tasks rather than the gross export value and emphasizes the organizations of modern trade rather than the national comparative advantage. The GVC approach systematically explains how, in less than four decades China has evolved from a closed economy to the world's No. 1 exporting nation; why China, a developing country, has exported more high-technology products than labor-intensive products to the US; and why almost half of the US trade deficit has originated from China.The book identifies three spillover effects of GVCs that originated from brands, technology and product innovation, and distribution and retail networks of GVCs lead firms. It argues that China's deep integration with GVCs has been a decisive factor for China's emergence as the world's No.1 exporting nation and the champion of high-technology exports. In addition, this book uses iPhone trade and the operation of Apple, the largest factory-less American manufacturer, to explain how current trade statistics exaggerate China's exports to and its trade surplus with the US on the one hand, and underestimate US exports on the other hand.By using the experience of the Chinese mobile phone industry, the book argues that the GVC strategy can be a short-cut for developing countries to achieve industrialization and enable firms of developing countries to enter high-technology sectors despite their intrinsic disadvantages. At this end, the book also discusses the future trajectory of China-centered GVCs under the shadow of the US-China trade war and the COVID-19 pandemic.

While it started in light manufacturing and the assembly of more sophisticated products as part of global supply chains, China is now moving up the value chain, “onshoring” the production of higher-value-added upstream products and moving into more sophisticated downstream products as well. At the same time, with its wages rising, it has started to exit some lower-end, more labor-intensive sectors. These changes are taking place in the broader context of China’s rebalancing—away from exports and toward domestic demand, and within the latter, away from investment and toward consumption—and as a consequence, demand for some commodity imports is slowing, while consumption imports are slowly rising. The evolution of Chinese trade, investment, and consumption patterns offers opportunities and challenges to low-wage, low-income countries, including China’s neighbors in the Mekong region. Cambodia, Lao P.D.R., Myanmar, and Vietnam (the CLMV) are all open economies that are highly integrated with China. Rebalancing in China may mean less of a role for commodity exports from the region, but at the same time, the CLMV’s low labor costs suggest that manufacturing assembly for export could take off as China becomes less competitive, and as China itself demands more consumption items. Labor costs, however, are only part of the story. The CLMV will need to strengthen their infrastructure, education, governance, and trade regimes, and also run sound macro policies in order to capitalize fully on the opportunities presented by China’s transformation. With such policy efforts, the CLMV could see their trade and integration with global supply chains grow dramatically in the coming years.

Book excerpt: In the Made in China 2025 initiative, it is proposed that China should strive to “accelerate the coordinated development of manufacturing and services, drive the innovation of business mode and business, and promote the transition of production-oriented manufacturing to service-oriented manufacturing”. Given fierce external competition and internal dynamic conversion, service-oriented manufacturing has become one of the inevitable paths of high-quality development in China's manufacturing industry by virtue of its customer-oriented, cross-border integrated and coordinated innovation and value creation characteristics.In fact, service-oriented manufacturing is not a new thing. As early as the 1970s and 1980s, many enterprises in developed countries began to explore the transition from product manufacturing to service provision. Service-oriented refers to the manufacturing sector exhibiting traits of a “product + service” system (Oliva and Kallenberg, 2003, Tukker, 2004 and Gunter Lay, 2014) so as to facilitate bipolar movement across value chain away from production and toward its poles. In the previous round of development in the manufacturing sector, the “service- enhancement” manufacturing sector has obtained wide recognition, with services becoming an effective strategic tool with which the manufacturing sector can enhance its own competitiveness and move toward the two ends of the value chain through product differentiation. In China, the practice of service-oriented manufacturing started relatively late; it was around 2007 that service-oriented manufacturing began to be accepted as an advanced manufacturing mode in the 21st century, becoming the subject of much research.Service-oriented manufacturing is considered a “new industrial form of integration of manufacturing and service, and a new advanced manufacturing mode. It aims to realize the value-added of all stakeholders in the manufacturing value chain. It implements the integration of decentralized manufacturing resources and the extra coordination of their core competitiveness through the integration of products and services, the full participation of customers, and the mutual provision of productive services and service production by enterprises, to achieve a manufacturing mode of high efficiency and innovation” (Sun, 2007). It is “manufacturng-based service and service-oriented manufacturing, as well as the integration of product economy based on material products production and service economy based on consumption” (Zhou and Yu, 2011). Li and Wang (2017) believed, examining the new generation of information technology, that service-oriented manufacturing is “a new business model and production mode deeply integrating manufacturing and services. It is driven by the new generation of information technology, guided by customer value creation, based on the concept of the division of labor, sharing, collaboration and win-win, to lead customers to actively participate in value creation. The manufacturing enterprises and upstream and downstream partners create customer-oriented personalized product service system through close industrial division”. Against the background deep Internet integration, big data and the real economy, the connotation of service-oriented manufacturing has broken through the boundary of enterprises. It is not only the mode of change within manufacturing enterprises, but also the complex network system based on manufacturing, which is to improve the efficiency of production and transactions through services, increase the value of products and enhance the experience of users in the process of large-scale socialized production. It involves deep changes in the supply chain, product chain, industry chain and value chain.This paper focuses on the development and prospect of China's service-oriented manufacturing. Part 2 describes the evolution of it in China. Part 3 focuses on its development and present status. Part 4 analyzes barriers and problems. Part 5 consists of policy suggestions.
