Book excerpt: Pursuant to a congressional request, GAO reviewed the federal government's management of its motor vehicle fleet, focusing on: (1) obstacles to achieving cost-efficient fleet management; and (2) public and private fleet management practices that might be applicable to the federal fleet. GAO found that: (1) obstacles to cost-efficient federal fleet management include the lack of uniform guidance for conducting valid cost-comparison studies, insufficient vehicle information, unpredictable funding, and restrictive agency solicitations that limit private-sector competition; (2) in 1993, the Office of Management and Budget (OMB) issued uniform guidance for conducting valid cost-comparison studies in response to a task force recommendation; (3) most federal agencies continue to operate their fleets without complying with statutory requirements for cost-efficiency; (4) improving fleet management requires a cost-conscious culture; and (5) essential management practices for cost-effective fleet operation include assessing vehicle utilization to determine the appropriate size of the fleet, establishing a fleet operation baseline, having needed information and supporting management information systems to assess performance, comparing costs and performance with the best fleets, funding the fleet through a revolving fund, and centralizing fleet management responsibilities.

Book excerpt: In response to directives in Section 407 of the Energy Policy Act of 1992 (EPACT), the Energy Information Administration (EIA) developed a data collection program designed to provide information useful to persons interested in the alternative fuels market. The target audience includes those seeking to manufacture, convert, sell, own, or operate alternative-fuel vehicles (AFVs) or alternative fueling facilities. Among the various projects EIA conducted as part of this data collection program were two fleet surveys conducted in Department of Energy-designated Clean Cities. The Clean Cities program is a locally-based government/industry partnership coordinated by the Department of Energy to expand the use of alternative transportation fuels. These surveys were designed to collect a broad range of information regarding the fleets and fleet vehicles in operation in the Atlanta, Georgia and Denver, Colorado areas. One of the objectives of these surveys was to attempt to identify and describe the market for AFVs. Due to inherent limitations associated with AFVs and limited alternative-fuel infrastructure, it's believed that the first practical applications for AFVs will be within private and government fleets. Another objective in conducting the Clean Cities Fleet surveys was to develop a useful methodology for accessing and surveying private and municipal fleets that would aid other interested parties in conducting similar surveys. This report is intended to provide a description of how EIA gathered information on private and municipal fleets, but the basic survey design could be used to design surveys of other difficult-to-access populations. There are 3 basic steps to any survey: define the target population, constructing the survey frame, and implementing the survey. The procedures outlined in this report are, for the most part, the procedures used for the fleet survey conducted in Denver. The major changes between the two surveys are described in Appendix A.

Agencies may lease or buy vehicles from GSA, which also issues requirements and guidance on fleet management. In recent years, Congress and the President have raised concerns about the size and cost of federal agencies' fleets. In 2011, the President directed agencies to determine their optimal fleet inventories and set targets for achieving these inventories by 2015 with the goal of a more cost-effective fleet. This book discusses the notion of adopting leading practices and how they could improve management of federal vehicle fleets; overall increase in number of vehicle masts that some agencies decreased their fleets; and strategies needed to address aging delivery fleet.

Book excerpt: Pursuant to a congressional request, GAO reviewed the military services' management of their nontactical transportation, focusing on the: (1) potential for reducing the cost of motor vehicles used by the military services; (2) completion of statutorily required cost analyses comparing the services' costs with General Services Administration (GSA) and private contractors' costs; (3) vehicle utilization; and (4) special purchase requirements for military vehicles. GAO found that: (1) the Army estimated that the annual reduction of motor vehicle costs, due to consolidating its U.S. motor fleet with GSA vehicles, would range from about $25 million to $52 million; (2) military service conversion from service-owned motor vehicle fleets to GSA fleets would ensure more effective and efficient motor vehicle management; (3) the Air Force was considering converting approximately 40,000 vehicles to GSA, which represented almost all of its candidate vehicles; (4) the Navy and Marine Corps had not performed cost analyses comparing their motor vehicle costs with the cost of relying on GSA for motor vehicle needs; (5) using the Army's cost reduction estimates, potential savings for the services' U.S. fleets could range from $60 million to $123 million annually; (6) mileage statistics and audit reports indicated that some Department of Defense (DOD) installations had more vehicles than needed and were not using vehicles effectively, causing the services to incur excess costs for vehicle procurement, operations, and maintenance; (7) due to special vehicle purchase requirements, the services often paid more than other federal agencies for similar motor vehicles; and (8) due to financing concerns and Office of Management and Budget prohibitions on the transfer of personnel positions to support fleet management of added vehicles, GSA suspended consolidation of the Army fleet and could not consolidate other fleets.
