Book excerpt: Current educational disparities of the number of college graduates in northern Wisconsin exist as compared to the rest of the state. The primary purpose of this study was to identify barriers to higher education impacting adults in Northern Wisconsin and identify motivations that exist in overcoming these barriers. This study sought to provide insight as to the type of post-secondary planning or assistance northern Wisconsin adults need in continuing their education beyond high school. Data for this study was collected from adults served by the Educational Opportunity Centers in Rusk, Sawyer, and Washburn Counties. The survey was designed to collect data on situational, institutional, and dispositional barriers and internal and external motivating factors. Analysis of the data showed the primary barriers were distance between home and school, cost of courses, and not knowing what to study or where to start. Career advancement and major life events were found to play a key role in motivating adults to pursue postsecondary education. By determining these factors, the Educational Opportunity Centers (EOC) program and educational institutions in general, will be able to take appropriate action to provide services that widen participation in postsecondary education in Northern Wisconsin.

Book excerpt: The purpose of this study was to continue the investigation of perceived barriers and motivations to higher education impacting adults in Northern and Western Wisconsin. This study builds upon data collected in a 2011 pilot study. Barriers were viewed through the lens of geographic location and motivation was examined by variables of age, gender, and highest educational level. Open-ended questions gathered qualitative information. The subjects in this study were active Educational Opportunity Network (EON) participants seeking information about learning opportunities between the dates of July 1, 2012 and December 2013. Data from 44 participants was collected through a telephone survey during fall and winter of 2013-14. The findings of this study suggest ed limited time, financial, caregiving, and work and school schedule conflicts to be common challenges. Common motivators were career advancement and wanting to gain additional knowledge and skills. Qualitative data revealed a need for support systems and help balancing multiple life roles. Respondents, particularly those in rural locations, face travel burdens. Few analyses examine regional dynamics or seek to understand reasons why potential adult learners are not currently participating in higher education. This study highlights the importance of understanding regional specific barriers and removing obstacles for adult learners.

Through multinomial logistic regression analysis of data from the 1999 National Household Education Survey Adult Education Interview (AE-NHES: 1999), this study finds age, prior educational attainment, and reason for participation to be significant factors for all college/university degree outcomes. Gender, marital status, household income, and household size were significant predictors of participation in Vocational/Technical programs. Having participated via distance education predicted Voc/Tech and Bachelor degree participation. (Contains 5 tables.).

Book excerpt: The purpose of this phenomenological study was to examine barriers to postsecondary education participation experienced by formerly incarcerated community college students (FICCSs). The overarching goal of this research was to develop a deeper understanding of barriers to postsecondary education participation experienced by FICCSs so policymakers and educators may be able to develop strategies to overcome identified barriers. This research was guided by a conceptual framework the researcher adapted from Cross’s (1981) model for barriers to adult participation in learning activities and Moore, Stuewig, and Tangney’s (2013) framework for understanding different types of stigma that may impact behaviors of stigmatized individuals. This investigation used a transcendental phenomenological design consistent with principles originally identified by Husserl (1936/1970) and further developed by Moustakas (1994) to provide rich descriptions of the experiences of 15 FICCSs in their attempts to access and persist in higher education. Findings from this study indicated that research participants experienced multiple types of institutional barriers, situational barriers, campus climate barriers, academic readiness barriers, dispositional barriers, and stigmatic barriers to postsecondary education participation. This research addressed several notable gaps in the literature related to barriers to adult participation in higher education, stigma faced by the formerly incarcerated population, and formerly incarcerated students’ experiences in higher education. This research also illuminated an urgent and emerging social issue (increasing recidivism rates) and addressed an urgent call to action (for community colleges to help reduce recidivism by supporting the inclusion and success of formerly incarcerated students).
