Book excerpt: Based on recently released archival sources, this book is the first systematic analysis of the German-Soviet negotiations leading to the conclusion of the Moscow Treaty of August 1970. This treaty was the linchpin of the 'New Ostpolitik' launched by Chancellor Willy Brandt's government as a policy of reconciliation and an attempt to normalize relations with the countries of the Eastern bloc. Focusing on the decision-making processes, both within the German domestic political system as well as within the international context, this study offers a new interpretation of the shift from confrontational to détente politics at this time, arguing that the Moscow Treaty was the product of various interrelated domestic and external factors. As Dannenberg shows, the change of government to a Social-Liberal coalition was the first important precondition for Ostpolitik, while the speedy conclusion of the Moscow Treaty owed much to the high degree of secrecy and centralization that characterized Brandt's policy-making and that of his small coterie of advisors. However, Brandt's predominance in the decision-making process does not mean that he alone determined the direction of policy. His room for manoeuvre was, amongst other things, constrained by his coalition's narrow parliamentary majority as well as the Western Allies' special rights. On the other hand, German-Soviet trade expansion, public opinion, and the emerging international interest in détente in the mid-1960s were crucial factors favouring Ostpolitik. It was in this configuration of circumstances that Brandt placed himself at the forefront of the movement towards détente between East and West by introducing his bold diplomatic design - one that had the reunification of Germany as its ultimate goal.

Book excerpt: Essay from the year 2019 in the subject History of Europe - Newer History, European Unification, grade: 1,5, University of Amsterdam, language: English, abstract: The main aim of this paper is to analyze the aims of the Federal Republic of Germany (FRG) in conducting the Treaty of Moscow as the core of "Ostpolitik" and assess the role of the pursuit of German reunification behind increased cooperation of the FRG with the USSR. In order to answer these questions, I will focus on the main aims desired by concluding the Soviet-German treaty and the origins of Ostpolitik. The paper will be divided into three main parts. Firstly, I will give a brief introduction on the "Neue Ostpolitk" under Brandt and construe the Treaty of Moscow as core agreement of this policy, as it was the first official agreement, which adhered to the will of improved relations with the USSR. In the second part I will further examine the underlying vision of Willy Brandt in pursuing Ostpolitik and how he presented this vision. In 1971, Brandt was awarded with the Nobel Peace Prize for his attempt to reconcile tensions between East and West. With regard to this accomplishment, I will analyze and interpret a speech held by the chancellor on the occasion of receiving the Nobel Peace Prize to disclose on how Brandt used the narrative of European stability to promote his pursuit of German reunification. Ultimately, I will coalesce my findings and try to answer whether the treaty, as core agreement of Ostpolitik, can be seen as just an atmospheric success , a materialization of nationalist aims or as decisive step in the process of reconciling tensions within Europe and advancing détente in Europe.

Book excerpt: On May 24, 2002, President Bush and Russia's President Putin signed a new Strategic Offensive Reductions Treaty (known as the Treaty of Moscow) that will reduce strategic nuclear weapons to between 1,700 and 2,200 warheads by December 31, 2012. Russia entered the negotiations seeking a "legally binding document" that would contain limits, definitions, counting rules and elimination rules that resembled those in the START Treaties. Russia also wanted the new Treaty to contain a statement noting U.S. missile defenses would not undermine the effectiveness of Russia's offensive forces. The United States preferred a less formal process in which the two nations would state their intentions to reduce their nuclear forces, possibly accompanied by a document outlining added monitoring and transparency measures. Furthermore, the United States had no intention of including restrictions on missile defenses in an agreement outlining reductions in strategic offensive nuclear weapons. Russia convinced the United States to sign a legally binding treaty, but the United States rejected any limits and counting rules that would require the elimination of delivery vehicles and warheads removed from service. It wanted the flexibility to reduce its forces at its own pace, and to restore warheads to deployed forces if conditions warranted. The Treaty contains four substantive Articles. The first limits each side to 1,700-2,200 strategic nuclear warheads, but states that the parties can determine the structure of their forces themselves. The second states that START I remains in force; the parties can use that Treaty's verification regime to monitor reductions under the new Treaty. The third established a bilateral implementation commission and the fourth sets December 31, 2012 for the Treaty's expiration and notes that either party can withdraw on three months notice.
