Book excerpt: This paper studies Morocco's growth and employment prospects in the context of a new growth model aimed at allowing the country, in a rapidly changing international environment marked by increased competition from low-wage economies and growing automation of low-skilled jobs, to avoid falling into a middle-income trap. The first part reviews the growth model that Morocco has pursued in the past few decades and discusses its limitations going forward. The second part characterizes the proposed growth model, which involves, in particular, promoting the transition from labor-intensive imitation activities to technology-intensive innovation activities, increasing public investment in advanced infrastructure, improving the quality of education, improving productivity and increasing value added in key sectors (including agriculture, high-end tourism, and renewable energy), and implementing measures designed to promote women's participation in the labor force and reduce gender inequality. The third part attempts to quantify the medium-run effects of these policies on growth, employment, and unemployment in Morocco. The paper concludes that to achieve high-income status and reduce unemployment significantly, Morocco will need to implement far-reaching reforms, to increase growth to a range of 6-7 percent and improve employment creation to about 35,000 jobs per percentage point of growth.

It is the first phase of the programmatic jobs program jointly undertaken with the government of Morocco. The report is a jobs diagnostic that analyzes microdata mainly from Labor Force Surveys and employs new analytical methods to identify the main trends in the labor market. The key challenges that emerge will provide the basis for a deeper analysis and policy formulation in the next phase of this program. "Morocco’s Jobs Landscape" identifies four priorities: accelerate structural transformation to create more and better jobs in higher-productivity sectors, encourage formalization and improve the quality of jobs, increase female labor force participation, and address youth inactivity and its long-term consequences. Morocco has made significant economic progress over the past 20 years, which has raised the living standards of its people. However, Morocco’s economic growth has not been labor-intensive enough to absorb its growing working-age population. It has had a low capacity to generate jobs, and the rate of job creation slowed after the 2008 financial crisis. Morocco is trying to overcome the “middle-income trap,†? which has been preventing its convergence with more affluent middle-income countries. The government of Morocco has called for a new inclusive development model. The new model must address regional development imbalances, facilitate inclusion for youth and women, and continue to foster labor force skills upgrading. The COVID-19 pandemic and resultant safety measures have halted or slowed economic activity, which is worsening the labor market situation. The pandemic undoubtedly complicates prospects for jobs-led growth, and it will make the challenges highlighted in this report even more urgent and deserving of policy makers’ attention.

Despite negative impacts in the economy due to developments in the Eurozone, in particular sovereign debt crises in Spain and Italy, among other countries, economic growth in Morocco has been positive averaging 4.3 percent per year between years 2010 and 2013. Morocco has displayed important progress in the Bank's twin objectives of reducing poverty and promoting shared prosperity. Inequality and vulnerability remain important challenges. Despite some notable progress on key human development indicators, Morocco still lags behind in health and education achievements. One of the key challenges for Morocco is that economic growth has not achieved enough employment growth to the needs of a saturated labor market. To achieve faster economic growth, Morocco will need a structural transformation of its economy, with a focus on broadening economic opportunities. Low employment rates in Morocco are largely explained by very low rates of participation of women in the labor force. Most employment creation in Morocco happens in the services and construction sectors, while the agriculture and manufacturing sectors (as these sectors become more productive and substitute labor by capital) actually suffer from net job destruction of approximately 35 thousand jobs per year.

Book excerpt: Morocco 2040: Emerging by Investing in Intangible Capital documents the major economic and social strides made by Morocco over the past 15 years and analyzes the economic conditions for accelerating the pace of economic catch-up by 2040. A virtuous yet realistic scenario suggests that with higher productivity gains Morocco could double its current pace of convergence with Southern European countries. In one generation, Morocco’s standard of living could reach about 45 percent of that of Spain, its immediate Northern neighbor, compared to the current rate of 22 percent. To lay out the possible pathways for Morocco to become the first North African country to attain upper middle income status, the Book then investigates the policies that could bring about such a virtuous scenario of accelerated economic convergence. It shows that sustaining higher productivity gains for 25 years would require greater efforts at building Morocco’s institutional, human and social capital—what is also known as intangible capital. Accumulating such intangible capital necessarily take a number of different forms and the Book proposes a four-pronged approach. First, by strengthening Morocco’s market institutions for a more efficient allocation of capital and labor and international integration. Second, by strengthening Morocco’s public institutions to strengthen the rule of law and justice, modernize the public administration, and improve the quality of public service delivery. Third, by strengthening Morocco’s human capital, especially education, health and the development of early childhood. And fourth, by strengthening Morocco’s social capital through greater gender parity and increased interpersonal trust and civism in society. By placing more of a priority on its intangible capital, Morocco would be advancing a social contract based on the promotion of a more open society. It would be taking a route that is partly new, but which is also the logical outcome of many economic and social diagnoses and pressing calls for change.

In addition, China's massive investments in Sub-Saharan Africa have accelerated the participation of some countries in the region in a new international division of labor, especially in low-skill-intensive light manufacturing. In parallel, through the structure of its trade and financial relations with Europe, Morocco remains bound to a region that is facing structural difficulties and whose growth prospects remain unfavorable. At the same time, the Maghreb region has not been a source of expansion, and therefore has not become a new driving force for growth, despite Morocco's expectations and wishes. These dynamics could lead to a «moderate growth trap», characterized by job creation that is insufficient to absorb the expansion of the workforce, which will remain strong in Morocco for the coming years. The evolving international environment imposes a rethinking and reformulation of the growth strategy in order for Morocco to better position itself in the global value chains and prepare to compete in international markets for goods and services with high-skill-intensive labor and more sophisticated technological inputs.
